CALL TO ORDER Chair Dovey called the meeting to order at 5:31 pm. 2. APPROVAL OF MINUTES The summary minutes of the March 15, 2004 meeting were approved as presented. 3, PUBLIC COMMENT There were no public comments. 4, BUSINESS ITEMS A. 2003 Citywide Pavement Marking Project - Contract Amendment - Rick Perez addressed the Committee and presented the contract amendment for their consideration. Council Member Ferrell inquired about the frequency and reasons for expending the funds and extending the contract. Mr. Perez explained that $40,000 of the program goes to the Neighborhood Traffic Safety (NTS) Program, $10,000 goes to the County for pavement markings, $15,000 toward cross walks, arrows, etc. and $8,000 for access management. The Committee m/s/c recommendation to place the following project recommendation on the April 20, 2004 City Council Consent Agenda: Authorize the City Manager to supplement and extend the contract with Stripe Rite, Inc. in the amount of $63,000 for basic and discretionary pavement marking, neighborhood traffic safety, and channelization services for a total amount of $128,000 through December 31, 2004. B. 2004 King County Signal Synchronization Coordinatïon Grant - Rick Perez addressed the Committee and presented the grant for their consideration Committee Member Faison asked if the South 348th and Campus signal qualified for the grant. Mr. Perez answered that although it was not on the list of eligible corridors, staff hopes to retime the signal with the additional traffic count information obtained. Deputy Mayor Kochmar asked about other signals to be retimed, Mr. Perez responded with the following plans for retiming: The area south of 3361n between 1-5 and 2151 Weekend timing updates for the City's traffic signals Retiming signals affected by the Phase II Project Deputy Mayor Kochmar asked if 320"1 had been retimed; Mr. Perez answered, "yes". Authorization to enter into a contract with King County to accept the $24,000 grant funds for the 21 sl Ave SW Street Signal Synchronization project and execute the required agreement. , 2. Authorize staff to apply the 2004 Signal Synchronization Grant reimbursement to the Traffic Count and Concurrency Management Programs. C. Grant Funding Applications for Transportation Improvement Projects - Marwan Salloum addressed the Committee and presented the available transportation improvement project grants for their consideration. Chair Dovey recused himself from voting, citing that he is a potentially-impacted property owner within the project boundaries for Phase III. The Committee mls/c recommendations to place the following project recommendation on the April 20, 2004 City Council Consent Agenda: Authorize staff to submit grant funding applications for the following transportation improvements projects: . Pacific Highway S HaV Phase III (S 284th Street to Dash Point Road) - $3.0 to $5.0 million . Pacific Highway S HaV Phase IV (Dash Point Road to S 3121h Street) - $0.8 to $8.5 million . S 320th Street at First Avenue South Intersection Improvements - $2.7 to $3.2 million D. Surface Water Utility CIP Program Modifications - Paul Bucich delivered the staff report and visual presentation. Mr. Bucich reviewed each of the capital improvement projects under consideration and discussed their costs, benefits, impacts and requirements. Mr. Bucich distributed to the Committee a letter from the Friends of the Hylebos supporting staff recommendations. South 37:fd Street Bridge Replacement Project: Deputy Mayor Kochmar noted that she had met recently with Ed Mase to discuss his property, and problems occurring within it, and staff recommendations to correct those issues. Mr. Bucich, at the request of Council Member Ferrell, used aerial photographs to show the location of the Mase property and the problems it experiences. Deputy Mayor Kochmar inquired, on behalf of Bob Couper, if the new bridge would be weight bearing for trucks accessing and leaving his business. Mr. Bucich replied that the bridge would meet traffic loading requirements. Council Member Ferrell asked Mr. Bucich to give an estimated time duration for the benefits of gravel removal efforts. Mr. Bucich answered that the effects last approximately five to seven years, but that regulatory agencies are no longer allowing such removal projects, except on an emergency basis. Mr. Bucich also noted that 2002 was the first time Mr. Mase had allowed staff to enter his property to conduct the gravel removal; historically he has actively fought such activities. Chair Dovey asked for an estimated amount of staff time and resources to accomplish the gravel removal projects. Mr. Bucich estimated that each removal project takes approximately three days to complete and about six months of staff time to obtain necessary permits and approval. Chair Dovey stated that the City now has an opportunity to completely solve this problem, rather than providing short-term, temporary fixes. Chair Dovey inquired about the likelihood of acquiring the property. Mr. Bucich answered that staff first needs clear direction from the Council as to which option it wishes to pursue. Staff feels comfortable estimating the acquisition of the entire 27 acres at 1.8 million, the current listing price for the property. If so directed, staff would actively pursue additional funding to cover the budget gap. Owning the entire parcel would make the City much more attractive to funding agencies because it would show a long term commitment to solving the problem. Staff is comfortable that it would be successful in obtaining the $600,000 in necessary funding because there is a great deal of interest in permanently resolving this problem. Mr. Bucich feels that in June the City will have a better idea regarding the likelihood of receiving the Conservation Futures Grant. Approve the Surface Water Utility modifications to the Capital Improvement Plan adding the S 373rd Street Bridge and Hylebos Creek Restoration project in 2004/5 and replacing the Golf Course Flood Wall scheduled for 2007 with the Joe's Creek Regional Detention and Habitat Restoration Project in 2004/5. 2. Authorize the Surface Water Utility to allocate funding from the SWM unallocated reserves to cover $750,000 of the Joe's Creek project costs in 2004/5 and $1,500,000 to initiate the S 373rd Street Bridge and Hylebos Creek Restoration project in 2004/5; 3. Approve shifting the lake Lorene Outlet Control Structure Project to 2007; shifting the SW 325th Street Culvert!Trunk Replacement Project to 2008; and shifting the S 360th Regional Detention Pond project to 2005 to optimize available funding; 4. Authorize the City Manager or designee to pursue additional outside funding for the Joe's Creek Project either through grants or legislative funding and bring back for Council approval any grants given to the City; 5. Authorize the Surface Water Utility to pursue necessary appraisals and negotiations for the Joe's Creek Regional Detention Facility and Habitat Restoration Project as well as the S 373rd Street Bridge and Hylebos Creek Restoration Project and to return to the City Council for approval with any easements requiring purchase above nominal values. 6. Authorize the City Manager or designee to pursue additional funding such as grants as well as partners for design, property acquisition, and construction of the S 373rd Street Bridge Relocation and Hylebos Creek Restoration Project. E. City Center Access Study - Stakeholder Selection Process - Maryanne Zukowski delivered the staff report. In regards to the stakeholder applicants, Chair Dovey inquired about the weight of residency, and whether or not a resident of the PAA would be judged equally to a resident of the City of Federal Way. Ms. Zukowski answered that currently, staff did plan to rate them equally but would appreciate Committee direction on this and any other topics in the process. Mayor McColgan noted that staff should consider targeting the stakeholder group to 20 members, but no more than 30, given the difficulty of scheduling meetings with too many participants. Chair Dovey again expressed his preference for giving more weight to residents of the City over residents of the PAA. The Committee further directed staff to include Federal Way Residents, Congressman Adam Smith, Senator Patty Murray and Senator Maria Cantwell as stakeholders, The Committee m/s/c recommendation to place the Stakeholder Selection Process (as amended above) on the April 20, 2004 City Council Consent Agenda. The Committee recessed at 7:00 p.m. and reconvened at 7:01 p,m. F. City Center Access Study - Informational Briefing No. 2- Maryanne Zukowski introduced Roger Mason of CH2M Hill who presented the Access Study for the Committee's review. Committee Member Faison inquired if the list of 40 proposed alternatives were available for viewing. Ms. Zukowski answered that there was no reservation on the part of staff to share the drawings, but that they are in very rough form. Chair Dovey clarified that as a Council, they would appreciate the opportunity to review the "stick drawings" and directed Ms. Zukowski to please forward them to their mailboxes. 5. FUTURE MEETINGS The next scheduled meeting is April 19, 2004. 6. This cost is $10,000.57 below the approved construction contract budget of $53,401.22 (including contingency). Eleven bids were received and opened on March 29,.2004 at 3: 10 p.m.; please see attached Bid Tabulation Summary and Engineer's Estimate. The apparent lowest responsive, responsible bidder is Jansen Inc. with a total bid of $449,648.10. This is $96,631.90 lower than engineer's estimate. Reference checks on Jansen Inc. by staff indicates that the contractor has performed similar work. Mose SUBJECT: ections for Pacifi(: Highway South HOV Lanes Phase III Project BACKGROUND: Pacific Highway South through the City of Federal Way has a 100-foot wide right of way and a GO-foot wide roadway with two-way left turn medians. Generally, buildings constructed along the highway have observed the 10-foot setback in accordance with King County and Federal Way building codes. Business signs are largely in compliance with the City's three-foot setback due to implementation of the City's monument sign code. However, in many instances, businesses have used the public right of way outside of the roadway travel lanes for parking, landscaping or other uses. In 1998 the City of Federal Way adopted its Comprehensive Plan and roadway classification. Pacific Highway South was designated as a Principle Arterial with recommended improvements meeting Cross Section A as shown on the attached figure. The City of Federal Way has completed the first phase of the Pacific Highway South HOV Lanes Project with the second phase currently under construction, and the third phase in preliminary design. In the first two phases, the project was designed consistent with Cross Section A of the City's Comprehensive Plan. Numerous existing developments encroach into the right of way required to construct Cross Section A. To minimize project impacts to adjacent businesses, the City made minor modifications to this cross section, reduced the right of way purchased, and/or made some minor modifications during right of way negotiations. Based on several of the right of way acquisitions and the impacts of implementing Cross Section A in Phases I and II, the Council requested that staff review the possibility of reducing the width of Pacific Highway South Cross Section A and to present their recommendations to the City Council for consideration. MINIMUM REQUIRED IMPROVEMENTS: The Washington State Department of Transportation (WSDOT) study for the Pacific Highway South (SR99) Redevelopment Project identified the minimum requirement for the number and type of traffic lanes required within the Pacific Highway Corridor. The only areas within the cross section that allows cities to set their own design standards are the width of the landscaped median, the planting strip area between the road edge and the sidewalks, and for sidewalk widths greater than the minimum six-foot width. Utilities also require space within public right of way. Aerial facilities (PSE transmission lines) should be placed behind sidewalks where possible for traffic safety reasons. Underground vaults should be placed behind the street curb and gutter where possible so that traffic lanes do not need to be closed during servicing and maintenance operations. Also, storm drainage facilities, water quality vaults, and flow control vaults typically need to be located behind the street curb and gutter so that traffic lanes do not need to be closed during maintenance operations. Phases I and II were able to utilize the Kitts Corner Regional Storm Water Facilities, minimizing the need for storm water vaults within the public right of way. There are no opportunities to construct and use a regional storm water facility for future phases of the Pacific Highway South improvements. Therefore, facilities will need to be constructed in the proposed right of way area, preferably behind the curb. The terrain in the Phase III project is different than Phases I and II. Within the Phase III project limits, Pacific Highway South will be constructed on a side hill, requiring extensive retaining walls to widen the highway. In general, the greater the distance from the center of the road, the higher the retaining wall will be. In this phase, several of the taller walls could approach 15 feet in height. Therefore, reducing the roadway cross section will reduce project costs by reducing the height and cost of the retaining walls. ALTERNATIVE CROSS SECTIONS: Cross Section A-l (Proposed Alternative) Based on the above-minimum requirements for roadway width and space for street furniture and utilities, City staff evaluated two reduced cross sections for the Pacific Highway South HOV Lanes Phase III Project. Cross Section A-1 (beginning on the west side of the highway) plan elements include a three-foot utility strip, six-foot sidewalk, four and a half-foot planter strip, three lanes in each direction (a 14-foot HOV lane, an 11-foot outside general purpose lane and a 12-foot inside general purpose lane), and a 12-foot landscaped median (including street curbs), a four and a half-foot planter strip, an eight-foot sidewalk, and a three-foot utility strip. The total required right of way width would be 115 feet, requiring the acquisition of six and a half feet of right of way on the west side, and eight and a half feet of right of way on the east side. The proposed cross section will minimize the impact to the adjacent property and business owners as will be outlined in the staff presentation at the Land Use and Transportation Committee Meeting. Cross Section A-2 Cross Section A-2 plan elements would be identical to Cross Section A-1, except the planter strip on the west side of Pacific Highway South would be eliminated. This would reduce the required right of way on the west side to two and a half feet. The total right of way width would be 111 feet. The magnitude of right of way impacts on businesses would be the same as Cross Section A-2. There would be no separation between pedestrians and traffic, a loss of aesthetic continuity (street trees/grass) with the WSDOT project to the north (South 272nd Street to South 284th Street), and the Pacific Highway South HOV Lanes Phase I & II Projects. There would also be less space to locate storm water treatment facilities and underground utilities on the west side of the roadway. Furthermore, there are several locations even with Alternative Cross Sections A1 or A2 where the planter strip will be eliminated to avoid conflicts with businesses. RECOMMENDATION: Staff requests that the Committee place the following project recommendation on the May 4, 2004 City Council Consent Agenda: Direct staff to utilize Alternative Cross Section A1 in designing the Pacific Highway South HOV Lanes Phase III Project and make plánter strip modifications to the cross section at specific locations, to avoid impacts on businesses.
