Erosion and Sediment Control Measures shall be installed and maintained in accordance with the King
County Surface Water Manual,Appendix C or D,dependent on site size. The City may inspect and require
additional controls dependent on erosion or risk of erosion.

Surface Water Manual,Appendix C or D,dependent on site size. This can be accomplished by spreading seed

Observed wedge anchor bolts being placed in existing lower level wall. A total of(48) 34" holes
were drilled and cleaned, 3/" bolts were placed with 5" embedment. Anchors bolts are placed in
compliance with manufacturer's suggested specifications.
To the best of our knowledge, all items inspected today are in conformance with approved plans
and specifications.

Nathan L.Fritz concrete basement wall and provide recommendations for temporary bracing. The subject
building was extensively damaged by a fire that occurred on October 14,2014.
Our site visit was made on the afternoon of July 31, 2015 at which time measurements were
made of the concrete basement wall. Photographs were taken during our site visit and

reproductions of several photographs that relate to the discussion have been provided in •13
Appendix A at the end of this report. Drawings that include the bracing plan,details and eiC
specifications are provided in Appendix B. 31
GENERAL DESCRIPTION 1 Q
The Wilson Trophy Building is located along the west side of Pacific Highway South in the v\ R
northern portion of Federal Way, Washington. The building is located on a site that slopes C
downward in the westerly direction. According to the King County Assessor's Office,the
building was constructed in 1963.
The subject building is a one-story, concrete masonry structure with a daylight basement
(Photograph No. 1). The building was occupied by several commercial/retail businesses on the
main floor level. The basement appears to have consisted primarily of storage. Parking for the
commercial/retail tenant spaces is provided along the east side of the building. Access to the
basement is provided along the west(downslope) side of the building.
The foundation for the subject building consists of a concrete wall that is approximately 10-feet
tall by 9-1/2 inches thick,which has been constructed into the slope of the site(along the east
side of the building). The north and south ends of the concrete wall return approximately 5 feet
to the west(Photograph No. 2). Intermediate buttress walls that measure approximately 9-1/2
inches by 24 inches are also provided along the concrete wall (Photograph No. 3). The buttress
walls are full height and are spaced from 16' to 20' apart. A concrete slab-on-grade has been
provided throughout the basement level of the building.
The exterior walls of the subject building consist of nominal 8-inch thick concrete masonry units
(CMU). At the time of our site visit the north side and portions of the west side of the CMU
walls had been braced(Photograph No.4). The floor structure consists of plywood floor
sheathing and open-web metal trusses with wood top and bottom chord members. The trusses
span across the width of the building(in an east-west direction). The trusses are supported on the
top of the concrete wall and the west exterior CMU wall. The roof structure is similarly
constructed except that the east ends of the trusses are supported on wood beams and posts.

• BACKGROUND INFORMATION
It is our understanding that the roof structure, floor structure and exterior CMU walls of the fire
damaged structure are to the removed. The existing concrete basement wall and the basement
slab-on-grade are to remain.
The City of Federal Way Building Department is requiring that a bracing plan and details(for the
existing concrete basement wall that is to remain)be prepared and submitted at the same time as
the application for the demolition permit.
OPINIONS and COMMENTS
We are considering the existing concrete wall to be a basement wall and have conservatively
assumed that the wall is relying upon the floor structure to provide lateral support. Therefore we
are recommending that steel pipe braces be installed along the length of the wall to prevent the
wall from displacing when the floor structure is removed. The layout of the braces and the
details necessary to install the braces are specified on the drawings located in Appendix B of this
report.
The existing intermediate buttress walls will provide additional strength to the basement wall, but
were not considered in our design.
The steel pipe braces shall be installed prior to commencing demolition of;the roof structure,the
floor structure and the exterior CMU walls. Selective removal of debris from the concrete slab
and the wall furring will be required in order to the install the braces and connections.
