RE: Objections and concerns to T-Mobile Building Permit Application# 15-103354-CO

Dear Permit Center:
T-Mobile has recently submitted documents showing the overall existing site plan and structural
analysis in order to obtain a building permit for upgrades to an unmanned communications facility
at the property located at 30830 14th Ave S, in Federal Way,APN 0821049231.
King County Housing Authority (KCHA), as owner of the property, submits the following two
concerns to the City of Federal Way Community Development Department, and requests that the
City review and consider these objections prior to issuing T-Mobile any building permits:
1. T-Mobile failed to submit a study of the Non-Ionizing Effects of Radiation (NIER) showing
the effects of new antenna equipment on persons living and working near the upgraded
facility. KCHA believes that any NIER study must be inclusive of the top floor residents as
"Points of Interest" as detailed in OET FCC Bulletin 65 section for the safety of all "General
Population" exposure areas.
2. The structural analysis provided by T-Mobile to the City of Federal Way appears to omit
key information needed to determine whether the proposed upgrade meets all legal
requirements:
a. The analysis states "Based on our calculations and review of the documents noted
above, we conclude that the existing antenna support frame, as detailed on the
construction drawings, is adequate to support the loads associated with the

proposed antennas and ancillary equipment." (emphasis added). We believe the
analysis should assess the ability of the building to support the proposed loading
and provide back-up calculations before a permit is approved. The existing
structural does not appear to provided this information.
b. Sheet A4.0 and RF1.0 of the Construction Drawings show additional equipment to
be added to the equipment cabinets.The analysis appears to analyze only the
equipment mounted to the antenna frame and the frame itself.The privacy
screen, rooftop connections, cable trays, equipment cabinets (which are mounted
on the rooftop) and all contents appear to have been omitted from the report and
all calculations. KCHA cannot determine the final true and accurate weights and
loads being represented by T-Mobile following this upgrade.
c. The analysis states that "Both the antenna support frame and the concealment
screening are attached to and supported on a timber sleeper system, which bears
on the CMU walls below the existing roof deck that are continuous to the
foundation."The rooftop framing plan and calculations reflecting the adequacy of
the roof deck and CMU walls are not found in the analysis.
d. The analysis states "The antennas and RRU's are screened from wind by the
concealment screening and thus only experience seismic lateral loading." While
this is true, the concealment screening itself is subject to wind loads and should
be analyzed. We have expressed to T-Mobile our concern that the large plywood
sheets used for screening on the roof could become detached in strong winds and
create serious risk to persons on the ground.
i. The structural analysis performed in 2012 does not clearly indicate if the
concealment screen was analyzed for its ability to bear wind loading. The
only prior structural analysis found on file with the City of Federal Way
was performed in 1998 under permit BILD98 0355. It appears that the
analysis requirements under the 1997 UBC may have changed the
standards under which structures must be analyzed.
e. KCHA is not comfortable accepting any assumptions of prior work based on
express disclaimers included in the T-Mobile documentation: The analysis states
"A representative from Vector has not visited the site. The analysis and
conclusions described above are based on the assumptions that the structure was
properly designed and constructed." Does this City have any assurance in the
analysis or construction drawings confirming that the prior installation has been
inspected for proper installation? Note that the prior structural analysis
performed by T-Mobile's contractor on May 25, 2012 contained similar verbiage:

CEI has determined that the screened trisector frame arid its connections as described above can safely support
the proposed loading associated with the replacement of the panel antennas and the addition of accompanying
equipment. This determination depends on the installation of appurtenances as described above and the
adequacy of the existing building structure along with their connections as being in good condition and structurally
sufficient. Any other configuration or adequacy of the existing structures will require additional review and
analysis.
The analysis references the applicable building code as the International Building
Code (IBC), 2012 Edition. KCHA has been advised that where an increase in
loading on the building occurs,the IBC requires an analysis of the building's
capacity to support such loading.
f. Pages SK-1—SK-9, showing the diagram of the antenna mount frame, describe
this facility as an "Antenna Mount on Water Tank". There is no water tank on this
building; we are unclear if this is an accurate depiction of the current antenna
frame.
g. T-Mobile has equipment and apparatus protruding above the screen wall which is
not consistent with the intent of the screening. Additionally,the screen wall is in
disrepair.
In light of the foregoing, KCHA respectfully requests that the City of Federal Way Community
Planning Department require T-Mobile to address the above items, and to provide plans and
analysis showing that any installation will be performed in accordance with all required building
codes, ordinances, and guidelines.
