Parties
The following Agreement is proposed between Marketing by Marlow ("Scott Marlow") and City of
Federal Way ("client") outlining a scope of work and fee structure for professional services.
Introduction
The current static HTML site is difficult to edit because the Cushy CMS HTML editor is not a true
database -driven content management system. A new open source Content Management System
will provide modular, scalable features
Scope of Work
To rebuild the dumasbaycentre.com into a custom, mobile responsive, modern website that color
coordinates with the organization's existing brand identity. The look and feel of the new WordPress
site will be based on the existing static HTML site.
The new site will be powered by WordPress — an open source Content Management System that
allows intuitive content updates via a Visual HTML Editor. The new site will adhere to usability
guidelines, and be performance -optimized for mobile viewing. The new site Theme will meet
WordPress' Theme guidelines and coding requirements.

Provide visual updates to modernize the current site layouts and styles — not limited to layout
widths, fonts, image editing, etc.
Web Development (provided by Scott Marlow)
1. Setup a temporary development URL, hidden from public view - such as
dev.dumasbaycentre.com - on an approved web host — such as SiteGround;
2. Migrate content from existing domain, dumasbaycentre.com, into new domain;
3. Setup initial online content wireframe with outline for Pages and dynamic Post Categories
for content population by Client;
4. Theme Skinning: mobile responsive styling for up to 2 Page Templates: (e.g. 2 -column and
full -width), with 1 mobile breakpoint. Optimize Theme images and icons;
5. Implement a mobile responsive three-tier navigation menu — including a collapsible 'burger'
menu for mobile devices—capable of managing hundreds of Pages;
6. Implement an editable featured header image;
7. Implement an image gallery;
8. Implement site search, if appropriate;
9. Implement up to 1 (editable) online contact form with email confirmation and administrator
notifications;
10. Integrate social media links, as needed;
11. Embed third -party code, such as YouTube videos and Google maps, as needed;
12. Custom 404 error page (displays when visitors request old site pages that have new URLs);
13. Migrate Google Analytics for the new site;
14. Customize What You See Is What You Get (WYSIWYG) visual HTML editor so that editor
layout approximates live page views;
15. Performance optimization, including benchmark performance testing;
16. Security hardening to protect site against malware and other intrusions; including SSL
(https://) configuration for the new domain;
17. Full site Backups;
18. Provide up to 4 hours of CMS, SEO and accessibility training to enable Client to maintain the
site after launch — including adding new pages, images, links, and documents;

Contract Terms
Work for hire. All assignable rights to be retained by CLIENT upon payment in full. The effective
dates of this Agreement are February 22, 2018 through April 13, 2018.
If work for this project is delayed by more than 30 days, Client will be responsible for paying for
actual work performed to -date. If work for this project is delayed by more than 60 days,
this estimate may no longer apply and a new estimate may be required for the project to
recommence.

Project Dependencies

Experience
Scott Marlow has a B.S. in business from Indiana University. He has operated his own marketing
consulting firm since 2005. Scott follows the website best practices of industry leaders including Dan
Rubin, Eric Meyer, Jakob Nielsen, and Steve Krug. He has developed and launched over 100 websites
for small businesses and nonprofits. WordPress has been Scott's exclusive Content Management
System since 2010.

Solution
The new site will be powered by WordPress - an award-winning, open source, semantic Content
Management System (CMS) used by over 80 million sites. WordPress allows WYSIWYG (What You
See Is What You Get) content editing (add/remove pages, photos, etc.), as well as a "modular"
framework that allows new functionality (e.g. e-commerce shopping carts, etc.) to be added as
needed.
Custom theme development will be based on Underscores — the '1,000 -hour head start' mobile
responsive theme developed by Automattic, the developers of WordPress.

Licenses & Limitations
Additional services requested and authorized by the client outside the scope of work above — such
as search engine optimization; mail server administration; and custom dynamic programming — are
available on an optional basis.
This estimate does not include:
1) Content. All copywriting and CMS content population to be provided by CLIENT.
2) Email. This proposal does not include mail server administration or configuration, spam or
firewall filtering.
3) Hosting/Domain Fees. All monthly web hosting fees, domain registrar fees, SSL certificate,
and other site maintenance fees are the responsibility of CLIENT.
4) Programming. This proposal does not include any custom database or dynamic
programming — including Flash — or any Internet Explorer 8 or other browser hacks.
5) Media. All photography and other images — as well as any audio and video - to be purchased
or provided in digital format by Client.
6) Third -Party Applications. This proposal does not include or guarantee dynamic integration
with third -party software or databases.
7) Visual Design. Graphic design and iconography provided separately by Client.
Scope Changes: change requests — such as new features, excessive edit requests, and other
unforeseeable events — can increase this estimate and impact the project schedule. Any changes to
the project schedule or budget as a result of scope changes must be agreed upon by both parties
before additional fees are billed or services are rendered.

Development Standards
All work performed and completed under this Agreement shall be completed in accordance with the
following standards.
Accessibility. As open source software, WordPress is provided as -is. Themes do contain HTML
errors, which are inherent to WordPress. Often these errors are solved, as well as introduced, with
WordPress and Plugin upgrades, as well as HTML authoring by content editors. However, for most
visitors, these errors are not noticeable.
Maintainability. Formatting will be accomplished using Cascading Style Sheets (CSS) to facilitate
editing and brand standards. Site structure will be developed to facilitate modifications in the
future, for example including text -based (versus image -based) navigation, semantic HTML headers
and sub -headers.
Markup. The site will follow a "progressive enhancement" development model with semantic HTML
for markup and CSS for layout (separating presentation style and content). CSS and semantic
markup facilitates site -wide changes for a fraction of the time and cost of hard -coded table -based
sites. CSS sites also support branding efforts by enforcing consistent style guidelines. CSS sites are
also more friendly for Assistive Technology devices, including mobile phones.
Performance. Images, scripts, web server requests, and page sizes will be optimized to improve
page load speed, using Google's recommended 300 Kb Total Page Size as a benchmark.
Portability. The site will be accessible by Mac and PC platforms; and by the latest 2 versions of
Chrome, IE, Firefox, Safari, and other web standard compliant browsers.
Security. Implement security features that adhere to WordPress best practices to protect MySQL
database against malware and hackers.
Testing. The site will be tested with Internet Explorer (IE) 11.0, Google Chrome, and Firefox on PC;
Safari on the Mac; Safari on iPad3; and an Android mobile phone.
