& Associates representative arrived on site as requested for reinforcing steel inspections. Upon arrival met with HCI
for and reviewed the general notes and details of the approved plans. Inspections as follows:

aforcing steel: Inspected ASTM A615 grade 60 reinforcing steel installed for locations noted above. The Vertical
forcing steel was of proper bar size, type, grade, spacing, location, configuration, alignment. 3' length #4 dowels @ 18"
were placed around perimeter of slab foundations, embedded into slab foundation 3". All items inspected were secure
in place as per details and general notes of the approved plans prior to placement of concrete. East wall vertical
forcement will be epoxied at a later time and date.

Dear Mr. Talbot:

The Planning Division has reviewed the above -referenced submittal for zoning compliance. The
following items need to be addressed prior to permit issuance.
The existing parking of approximately 20 parking spaces does not meet the one parking space for
each 300 square feet of gross floor area requirement for vehicle painting/repair uses set forth in
Federal Way Revised Code 19.240.050. The city may reduce the parking requirements with a
parking study. Please prepare a parking analysis that details parking capacity at the owner's other
locations. Also, provide the total number of employees at the new location and the number of
spaces that will be utilized within the building.
2. The spray booths will likely require an emissions permit from the Puget Sound Clean Air Agency
and therefore an environmental checklist and associated fee of $1764.50 must be submitted. The
city is required to issue an environmental threshold determination prior to the issuance of the
building permit pursuant to State Environmental Policy Act rules. I've enclosed the checklist for
your convenience.
Closing
The 10 -foot setbacks from the side and rear property lines are nonconforming, but the nonconforming
setbacks are not further intensified with the proposed use any more than what previously existed for the
warehouse/distribution facility use, which was also nonconforming with respect to setbacks. Therefore,
compliance with the side and rear yard setbacks will not be required.
This letter identifies zoning and land use related issues only. Any building code and/or stormwater related
comments from the Building Division and Public Works Department respectively will be sent under
separate cover. Please submit four copies of the above -referenced items with the enclosed resubmittal
form to the Permit Center. Please also be aware that you need to apply for a City business license. Feel

I am unable to complete the plan review of the above -referenced project until I receive additional
information regarding, but not limited to, the following:
1. List on the drawings each item requiring special inspection, such as concrete anchors.
2. Indicate on drawings the type, size and spacing of concrete anchors.
Provide structural analyses and construction detailing for roof openings.
The purpose of this plan review is to verify code compliance, to the extent possible and reasonable, given
the information provided on the plans and the city's plan review resources and capabilities. In no way
does any city approval constitute a guarantee of code compliance; authorize any work in violation of any
applicable codes; or relieve the owner of responsibility for complying with pertinent codes and
ordinances.
Provide XXX sets of the corrected drawings, and complete the enclosed resubmittal form. Plans requiring
engineering must be stamped by the engineer and be accompanied by the engineer's calculations. I will
review the resubmittal as expediently as possible.
Further corrections may be necessary as a result of submitting additional information. If you have any
