RE: T -Mobile SE04799A Panther Lake/BPA
Dear Reviewing Parties:
T -Mobile is proposing to modify an existing facility attached to a BPA tower in The City
of Federal Way. The BPA easement and tower are located on Parcel 1721049103 in the
RS7.2 Zone of Federal Way. The facility currently consists of six (6) panel antennas and
associated equipment attached to the top of a 126-7" tall BPA tower. The antennas
have a tip height of 132'-8". The proposed modification consists of the replacement of
six (6) existing panel antennas with six (6) new panel antennas in the same location.
The scope of work also includes replacement of existing TMAs and Diplexers accessory
to the panel antennas. No ground work is proposed.
The construction valuation of the project is $55,000.00.

TRANSMISSION SERVICES
The Bonneville Power Administration (BPA) is currently working with T -Mobile West Corporation (T -Mobile) to
modify a wireless communication facility on government-owned transmission structures. The site is named Panther
Lake and is located on BPA's tower no. 5/2 of the Tacoma — Covington nos. 3 & 4 transmission lines, site no.
SE04799A. BPA has developed a co -location program whereby we allow wireless companies to locate antenna
facilities on our structures. This is in keeping with the Telecommunications Act — which encourages agencies to
make facilities available for co -location.
Because BPA's transmission facilities and structures are federal property, BPA is not required to obtain county or
local permits to install or replace facilities on its system, including the PCS equipment. Nevertheless, BPA itself
tries to comply with local requirements to the extent possible and consistent with its operational needs. BPA urges
telecommunication providers to work with local jurisdictions to provide project information and obtain whatever
permits they deem are needed. We are asking T -Mobile to make available to the local jurisdiction pertinent
information regarding this installation on federal property.
The information T -Mobile submits to BPA on the design, types, and numbers of antennas and other tower
appurtenances will be used by BPA to evaluate the suitability of this PCS wireless facility for installation on this
particular tower. BPA must ensure that the pending site installation does not violate our responsibilities to maintain
the stability and reliability of the federal electric transmission system in the Pacific Northwest.
BPA will be evaluating the structural loading on the tower based on the information provided by T -Mobile for this
PCS wireless installation. Using this information, the EIA/TIA Standard EIA -222-F Section 14.1 Standard and
Annex E, and the National Electric Safety Code BPA's qualified engineers closely evaluated all installation
parameters. When completed, the structural design and installation (both on the structure and ground radio
equipment) will comply with all recognized national codes and meet all utility code and industry requirements.
