I. CALL TO ORDER
Chair Nancy Backus called the meeting to order at 1:06 p.m. in the City of Des
Moines, Beach Dining Hall, located at 22030 Cliff Ave South, Building B, Des
Moines 98198

II. APPROVAL OF MINUTES
A. Approval of July 26, 2019 Action Minutes
Mark Santos-Johnson requested a change to correct page 2, Item III. The change
reflects removal of "both steps" from the sentence. The new sentence would read,
"Auburn, Burien and Renton were looking towards the middle to later part of August
to take action on HB 1406".
Mark Santos- Johnson moved and Marlla Mhoon seconded to approve the minutes
from the July 26, 2019 meeting as corrected.
MOTION CARRIED UNANIMOUSLY. (10-0)
III. MINUTES FROM August 23, 2019
B. Report from Administering Agency
SKHHP Program Manager hiring process:
During the July meeting, while the Executive Board went into Executive Session,
there was a candidate brought forward that interviewed. After the Executive Board
came out of Executive Session, it was determined to continue the process of
recruitment. As part of that recruitment process, the Staff Working Group has created
a sub-committee hiring group. That Staff Working Group Hiring Committee has
updated the job description, adjusted the title from Program Manager to Executive
Manager and will push the job announcement out once again. The hiring sub-
committee is awaiting feedback from the Working Staff Group on those changes. City
of Auburn Human Resources and the Staff Working Group Hiring Committee will be
meeting the week of August 26, 2019 to go over those changes and load those
changes into the job announcement. There has been a few more applications that
have come through during the adjustments to the job description.
Invoicing Members:
Auburn, Burien, Covington, Federal Way, Kent, Renton, HDC, Housing Authority
invoices area Paid ($86,457 collected) Cumulative Outstanding: $44,895. These
invoices cover January 2019 through June 2019. Next billing will be for the second
half of 2019 and will be sent out in September.
HR Policy Development:
City of Auburn Human Resources has been working with WCIA (Washington Cities
Insurance Authority) to be consistent with best practices. No further information to
report as Auburn HR and the WCIA are still having conversations.
C. Monthly Education Item: Housing Affordability and What it Means within Your
Community.
For the next few upcoming Executive Board meetings, the monthly education items
will focus on Housing Affordability and what it means within your community. There is
an overwhelming amount of data that has been found which is great to be equipped
with. Items to look into are conditions and impediments that we all share, how do you
look at that data through a diversity or equity lens, and what are subsidy and public
financing programs that exist out there. Handouts that were presented to the Board
went over facts regarding the burden of housing cost, ownership overview, and rental
overview. The hope is 30% of someone's income is going towards housing costs
including utility payments. Additional information presented to the Executive Board
shows that people in our communities are stressed by paying more than that amount
of their income towards housing. Two categories on the handout presented show
cost burden homeowners and severely cost burden homeowners. There is a
substantial percentage that are experiencing this financial strain. Washington has the
7t" highest housing wage. The median rents and home values are higher than ever in
South King County, making it hard to save and placing homeownership out of reach
for many. Currently rents are rising faster in South King County than anywhere else
in the county. That is why SKHHP is such an important program and why the South
King County Cities are working together on affordable housing issues.

D. HB 1406
Update on HB 1406 Timing Considerations
The urgency for HB 1406 to be presented to Council was considerably high back in
June when it was presented to the Executive Board. After further communication with
King County, it was determined that if cities take action prior to the county, potentially
the county and the region could suffer a lessor amount for affordable housing
revenue that could be directed into our collective region. King County will be acting
on HB 1406 in September. Cities are encouraged to take action afterwards.
Recommendation to Pool — Resolution 2019-06
The draft Resolution 2019-06 is a recommendation from the SKHHP Executive
Board that member cities pool HB 1406 funds. This resolution was developed as a
result of the adoption of Resolution 2019-05 which states that the Executive Board
will make subsequent recommendations to member cities and King County regarding
pooling and use of HB 1406. The Staff Working Group (SWG) developed this
recommendation during a regular monthly meeting in August. The SWG
recommendation is as follows:
• The ILA adopted by each city and King County emphasizes that regional
coordination and pooling of resources is a fundamental reason for the
formation of SKH H P
• The State Legislature's action on HB 1406 is a significant and meaningful
financial tool that was made available to local government at the same time
that SKH H P was formed and that the Executive Board has expressed a
desire to find early opportunities to show value.
• The amount of funding that individual cities will receive from HB 1406 will be
minimal relative to the cost associated with supporting and contributing to the
create of new housing stock or the preservation of existing stock.
• Regional pooling will strengthen South King County's ability to recruit other
partners and financial contributions.
After discussion of Resolution No. 2019-06, the Executive Board requested further
updates/changes to the Resolution before voting and that additional time be allowed
for local City Council's to be fully briefed and informed before the EB takes action.
The Executive Board tabled the resolution until its next meeting. Additional
discussion on Resolution No. 2019-06 will take place at the September 27, 2019
Executive Board Meeting.

There being no further business to come before the Executive Board, Chair Backus
adjourned the meeting at 2:52 p.m.

A RESOLUTION OF THE EXECUTIVE BOARD OF THE
SOUTH KING COUNTY HOUSING AND
HOMELESSNESS PARTNERS AUTHORIZING THE
ADMINISTRATIVE AGENCY TO PERFORM
ADMINISTRATIVE SERVICES AND TO RECEIVE A
FISCAL ADMINISTRATIVE FEE FOR ADMINISTRATIVE
SERVICES
WHEREAS, pursuant to the Interlocal Agreement creating the South King County
Housing and Homelessness Partners ("SKHHP"), the Executive Board designates an
Administering Agency to provide administrative support services on behalf of SKHHP and
to be the fiscal agent for SKHHP in accordance with the requirements of Chapter 39.34
RCW; and,
WHEREAS the Executive Board designated the City of Auburn ("the City") as the
Administering Agent for SKHHP by Resolution 2019-1; and
WHEREAS, SKHHP authorizes the City of Auburn to provide administrative
services as the Administering Agent.
NOW, THEREFORE, THE EXECUTIVE BOARD OF THE SOUTH KING
COUNTY HOUSING AND HOMELESSNESS PARTNERS RESOLVES as follows:
Section 1. Administrative Services. The City will provide to SKHHP general
administrative services including but not limited to the following:
A. Finance. The City is authorized to serve as the fiscal agent for SKHHP,
including printing and administering budgets, tracking revenue receipts and expenditures,
and processing payments, claims, vouchers and payroll, and making appropriate reporting
to and filings with governmental and taxing agencies.
B. Human Resources. The City is authorized to provide human resources
related services for SKHHP, including recruitment of new employees to serve SKHHP,
payroll, processing, creating and maintaining appropriate employment records, and other
employee matters as directed by the Chair. During the term of this Agreement, the City

of Auburn's personnel policies will apply to SKHHP employees; provided however, that
SKHHP shall remain the employer of all SKHHP employees, subject to SKHHP's direction
and control, and the Chair of the Executive Board or the Chair's designee will have final
decision making authority with respect to any personnel action involving SKHHP employees.
C. Insurance. The City, through its Human Resources Department shall also
administer personnel health and medical insurance programs for SKHHP and its
employees, and, in conjunction with other departments of the City, shall oversee liability
insurance coverage, and shall act as risk manager, with liability insurance coverage being
provided through the Washington Cities Insurance Authority.
D. Legal Services. The City, through its Legal Department, shall provide legal
representation to SKHHP, including drafting and reviewing contracts, resolutions and other
legal documents, and representing SKHHP in court and various forums on legal and quasi-
legal matters. The City will respond to public records requests for records of SKHHP held
by the administering agency, all other records of the Parties concerning their participation in
SKHHP will be processed in accordance with Section 16 of the Interlocal Agreement. The
Legal Services provided may be supplemented as necessary to comply with the
administering agency's obligations as an insured of the Washington Cities Insurance
Authority.
F. The City shall also provide for SKHHP such other services called for,
contemplated by, and/or consistent with the Interlocal Agreement.
Section 2. Administrative Service Fee. SKHHP will pay to the City the annual
budgeted Administrative Fee, which may be updated as necessary consistent with the
Interlocal Agreement.
Section 3. Employment Relationship. Nothing in this Resolution will make
any SKHHP employee an employee of another party for any purpose. No agent,
employee, servant or representative of the City shall be deemed to be an employee,
agent, servant or representative of SKHHP for any purpose.

A RESOLUTION OF THE EXECUTIVE BOARD OF THE
SOUTH KING COUNTY HOUSING AND HOMELESSNESS
PARTNERS URGING SKHHP h4F=h4RF=RR MEMBER CITIES
TO SUPPORT POOLING OF HB 1406 FUNDS.
WHEREAS, in 2019 the cities of Auburn, Burien, Covington, Des Moines, Federal
Way, Kent, Normandy Park, Renton, and Tukwila and King County entered into an
Interlocal Agreement (ILA) that formed the South King Housing and Homelessness
Partners (SKHHP); and
WHEREAS, pursuant to the ILA, the member cities have a common goal
to ensure availability of housing that meets the needs of all income levels in South King
County; and
WHEREAS, also pursuant to the ILA, the pa..FtRers member cities wish to act
cooperatively to formulate housing policies and strategies that address housing stability,
to foster efforts to preserve and provide affordable housing by combining public funding
with private-sector resources, to support implementation of the Washington State GMA,
related countywide planning policies, and other local policies and program relating to
affordable housing, and to do so efficiently and expeditiously; and
WHEREAS, also pursuant to the ILA, the member cities have determined
that the most efficient and expeditious way for the parties to address affordable housing
needs in South King County is through cooperative action and pooling of public and
private resources; and

WHEREAS, the ILA states that the parties intend that the ILA serves as a
framework for all participating municipalities within the broader SKHHP Sphere of
Influence to do the aforementioned work; and
WHEREAS, on July 26, 2019 the SKHHP Executive Board adopted Resolution
2019-05 which urges member cities to declare their intent to enact the provisions of HB
1406; and
WHEREAS, Resolution 2019-065 states that the Executive Board commits to
developing options and a recommendation, including for the proposed pooling of funding,
that details funding commitments for each members city s legislative authority to consider
for future subsequent action; and
WHEREAS, HB 1406 is a powerful and meaningful funding source to further
advance the efforts of the housing objectives established through the ILA that, if pooled,
will generate approximately $1,000,000 per year for the eligible 20 year period (See
Attachment A); and
WHEREAS, the Executive Board adopts the recommendations contained within
this resolution as a unified statement of support by SKHHP member cities.
NOW, THEREFORE, THE EXECUTIVE BOARD RESOLVES as follows:
Section 1. The Executive Board of SKHHP urges all members member cities to
pool the base sales tax credit revenues collected under HB 1406 and to allocate the full
amount of those revenues to SKHHP.
Section 2. In order to maximize HB 1406 funding within King County, the
Executive Board of SKHHP urges all members member cities to take Ordinance action
on HB 1406 after King County takes action.

Section 3. The Executive Board of SKHHP urges King County to award
HB 1406 funds to housing development based in the Urban Growth Areas (UGA)
of SKHHP member cities in a manner that proportionately represents the cumulative
population of the UGA's of SKHHP member cities.
Section 4. The Executive Board of SKHHP commits to aligning the use of HB
1406 funds with the work plan required within the adopted ILA and the recommendation
and priorities of the Regional Affordable Housing Task Force Five Year Action Plan.
Section 5. This Resolution will take effect and be in full force on passage and
signature.
