Supplanting
WATPA funds must be used to supplement existing funds for program activities and
must not replace those funds that have been appropriated for the same purpose.
Supplanting shall be the subject of application review, as well as pre-award review, post-
a,�vard monitoring, and audit. If there is a potential presence of supplanting, the applicant
or grantee will be required to supply documentation demonstrating that the reduction in
non-WATPA resources occurred for reasons other than the receipt or expected receipt of
WATPA finds.
The 7S SRIr (Applicant Agency) certifies that any finds
awarded through WATPA. shall be used to supplement existing :Funds for program
activities and will not replace (supplant) non-WATPA funds that have been appropriated
for the purposes and goals of the grant.

Reimbursement Form Instructions
Award recipients are to use the WATPA Reimbursement Request Form when submitting
expense reimbursement requests to the Washington Auto Theft Prevention Authority.
Attach support documents(receipts, invoices, etc.)
The reimbursement request form is a budget status summary and provides the following
for each category: approved award amount;total prior billings; current billings; YTD
billings; and current budget balance. It is to be completed each time an agency requests
reimbursement.
This form is not password protected, so you may customize the description area to your
specific grant award.

Dear Chief Hwang:
I am pleased to inform you that Washington Auto Theft Prevention Authority(WATPA)Board of Directors
has approved the Federal Way Police Department grant application for funding the Puget Sound Auto
Theft Task-Force for the 19-21 biennium. WATPA's budget was not increased by the legislature for the
2019-21 biennium, so we were not able to completely fund your request for personnel.The award is in the
amount of$2,544,213.00 for the biennium.
The grant award is effective July 1, 2019 and expires on June 30, 2021. Enclosed is an award agreement.
This agreement is to be signed and returned to WATPA. No funds will be reimbursed until the signed
agreement is received. Expenditures prior to the award effective date or after the grant expiration date are
not authorized and will not be reimbursed. All grant awards are subject to Grant Policies and Procedures
of the Washington Auto Theft Prevention Authority.
Costs will be paid on a reimbursement basis. Your agency will be reimbursed for actual expenses only up
to the limit of the award categories. Additionally, please note that reimbursement requests by grant
recipients will only be processed upon receipt of current semi-annual reports by the WATPA office. The
semi-annual report form is available on the WATPA website.
