Senior Capital Engineer Naveen Chandra presented information about the project. Questions and
discussion followed.
Committee forwarded Option #1 (Approve the proposed final acceptance of the Citywide
Adaptive Traffic Signal Control-Traffic Control Center Project constructed by Shaiman
Contracting, Inc., in the amount of $121,993.50 as complete.) to the August 11, 2020
Council Consent Agenda for approval.

C.RESOLUTION: 2021-2023 Solid Waste and Recycling Grant Approvals
Solid Waste and Recycling Project Manager Jeanette Brizendine presented information about the
proposed Resolution regarding grants to support solid waste and recycling projects. Three grants are
under consideration. Questions and discussion followed.

D.SW 296th At 14th Slide Restoration Bid Award
Senior Capital Engineer Kent Smith presented information about the project, the bid process, estimated
cost, and proposed winning bid. Discussion followed.
Committee forwarded Option #1 (Award the SW 296th At 14th Slide Restoration project to R
W Scott Construction, the lowest responsive, responsible bidder, in the amount of
$74,859.00 and approve a 10% contingency of $7,486.00 for a total of $82,345.00 and
authorize the Mayor to execute the contract. ) to the August 11, 2020 Consent Agenda for
approval.

E.Ordinance: ExteNet Systems LLC Franchise
Public Works Deputy Director Desiree Winkler provided background on the proposed Ordinance. Council
Member Kochmar noted an error in the Ordinance, which will be addressed before the Ordinance goes
to Council. Questions and discussion followed.

Sound Transit Liaison Ryan Medlen reported on current activities regarding Sound Transit projects.

Policy Advisor Bill Vadino reported on current issues with the proposed expansion of SeaTac Airport,
specifically noise and air quality concerns that impact Federal Way and other surrounding communities.
