During the 2021-2022 budget process, there was a
consensus of the Council, with concurrent approval of
the Mayor, to contract for federal lobbyist services for
the year 2021.

This contract would give the City of Federal Way
enhanced representation in Washington D.C. to identify
and advocate for funding for capital projects and other
city initiatives. The allocation in the budget is for
$60,000 for 2021.
The Mayor, in consultation with Council President
Honda and Councilmember Kochmar, recommend
contracting with VNF Solutions for this contract.

VNF is a division of Van Ness Feldman, an established
Washington, DC-based law and lobbyist firm of 40 years
with a focus on government and business advocacy,
primarily at the federal level. VNF will be represented
by partner Richard Agnew, a long-time Federal Way
resident and former Congressional staff member, along
with former Congressman Norm Dicks and a team with
vast years of experience in lobbying at the Federal and
regional level.

Next Steps
Upon approval of a contract, collaboration will begin
to formulate a Federal Legislative Agenda to be
discussed at the January 19, 2021 Council meeting.

Council Options:
(1) Approve 2021 Federal Lobbyist Contract with VNF.
(2) Approve 2021 Contract with changes.
(3) Do not approve and provide direction to staff
The Mayor’s Recommendation is to approve the
contract with VNF.
