NARRATIVE
SITE DESCRIPTION
The site consists of three existing lots zoned RS15.0. The site terrain is generally flat and divided by a
shallow drainage through the middle, Joes Creek. There are wetlands on the northern portion of the site.
Each lot contains the following square footage, and all areas are within the 165-ft wetland and creek buffers.
The project proposes reasonable use within previously cleared areas on each lot. No construction is
proposed within the wetland or creek.

The County had foreclosed on the project site in 2019. Upon the owner’s purchase, the Federal Way police
assisted in vacating trespassers and inspecting the site for safe access. The site had been a known as a
hotspot for nefarious activities and carried several code compliance violations for garbage and debris. At
that time the site contained a dilapidated mobile home, was littered with chopped vehicles, other junk, and
used needles. Immediately, the new owners attained the services of a wetland consultant, Beaver Creek
Environmental, to advise in protection of the critical areas and performed clean-up of the site - bringingt it
into code compliance. The following pictures provide a glimpse into what the site looked like in April of
2019 before it was cleaned up.

The owners have been vigilant in maintaining the vacant lots though obvious trespassing still occurs. Today,
areas on the opposite side of the creek (west and north) consists of 40,858 SF of an unmanaged forest,
including portions of a wetland and contains walking paths frequented by pedestrians. Areas on the nearest
side of the creek (east and south) have been mostly cleared by previous occupants and includes an existing
gravel driveway. The proposes project is within the cleared areas with exception of a few trees that will
need removed for widening and realigning the existing driveway.
SITE ACCESS
The site does not have public road frontage. Private roads with existing easements are shown on the attached
plan sheets that provide access to the nearest public right of way, Hoyt Road. The existing driveway is
gravel and will be widened and paved with the project.
UTILITIES
The project lies withing the Lakehaven Utility District for sanitary sewer and Tacoma Water District for
public water.
Water – An existing water service extends to the site from a meter box in Hoyt Road.
Additional water services will be installed by Tacoma Water in Hoyt Road to provide a separate
service meter to each lot.
Sewer – The nearest public sewer is a gravity 10-inch sewer main and manhole adjacent to the
backside of the property with an easement to the north property line at the southwest corner of the
site. The project proposes a private low pressure sewer extension to serve all three lots. The sewer
line will be bored at a depth not to disturb the wetland or creek.
PSE is the power provider and is located overhead with a power pole on lot -9043.
Drainage will be handled by full dispersion methods to meet requirements for water quality and flow control
of runoff from impervious surfaces intruding into the wetland and creek buffers. All drainage requirements
are addressed in the preliminary TIR submitted with the project.
