Dear Mr. Powell:

The Community Development Department is in receipt of your Process IV Master Land Use (MLU)
application and environmental checklist. The applicant proposes a 10-year extension of all land use approval
for Phase II of the Village Green Campus, which includes buildings construction of 174 independent or
assisted living apartments within 5 buildings, 40 units of memory care housing, and 17 independent living
cottages. Associated site improvements include landscaping, parking lots, and site infrastructure. Pursuant to
Federal Way Revised Code (FWRC) 19.15.045, within 28 days of receiving an MLU application, the city shall
determine whether all information and documentation required for a complete application has been submitted.
NOTICE OF COMPLETE APPLICATION
Please consider this letter a Notice of Complete Application. The Process IV MLU application is deemed
complete as of November 29, 2018. This determination of completeness is based on a review of your
submittal relative to applicable requirements referenced within FWRC 19.15.040, "Development Application
Submittal Requirements." Submittal requirements are not intended to determine if an application conforms to
city codes, they are used only to determine if all required materials have been submitted.
A 120-day time line for reviewing this environmental checklist and Process IV application has started as of
this date. The city's development regulations allow the department 120 days from the date that an application
is deemed complete to take action on the application. However, the 120-day time line will be stopped at any
time the city requires corrections and/or additional information. You will be informed of the status of the
120-day time line when you are notified in writing that corrections and/or additional information are needed.
PUBLIC NOTICE
Having met the submittal requirements, a Notice of Application (NOA) will be published in the .Federal Way
Mirror, posted on the city's official notice boards, and mailed to property owners within 300 feet of the
subject property.
The applicant is responsible for installation of three large notice board prepared by the city. There is a $120 fee
for the notice boards ($40 per notice board) that must be paid at time of pickup. The notice boards and

installation instructions will be ready for pickup at the Will Call area by Wednesday, December 12, 2018. One
board must be installed along the eastern property line of 11, Avenue South, one along the southern property line
at SW 356t" Street, and one along the western property line at 2nd Avenue SW no later than December 21, 2018.
NEXT STEPS
City staff is preparing initial technical review comments that will be forwarded to you in separate correspondence.
Technical review comments may result in a request for additional information and revisions in order to comply
with applicable code requirements.
A notice of public hearing will be issued at least 14 days prior to the hearing date and a staff report with
recommendation(s) will be made available within seven days of the public hearing.
