• Sound Transit completed the Environmental Impact
Statement (EIS) for the Federal Way Link Extension
• Funding of the project was approved by a ballot
measure
• With an approved EIS and approved funding the design
process is being advanced

OVERALL SCHEDULE:
• 2017: Sound Transit is completing the Preliminary
Design with their consultant team
• Late 2017: A design -build package will be let
• Late 2018: Successful bidder will be responsible for final
design, permitting and construction
• 2019: Start of construction
• 2023: Start of service

CITY SERVICES AGREEMENT:
• Prepared jointly by Sound Transit and the City
• Establishes framework for the Inter -Local Agreement to
allow Sound Transit to reimburse the City for expenses
due to plan review, permitting, inspection and approval
for the ST3 extension to Federal Way
• City Labor is reimbursed on an hourly basis in
accordance with the currently adopted fee schedule at
the time of the occurrence
• Expenses are based on incurred cost
• Specific reimbursements are handled by Task Orders

agreement.
2. Not approve the Inter -Local Agreement with Sound Transit and
provide direction to staff.
