This memorandum summarizes a traffic impact analysis for the proposed renovation of Federal Way School
DistrictÊs Olympic View Elementary School located at 2626 SW 327th St in Federal Way, WA. This
memo includes a project description, a description of existing transportation conditions within the immediate
site vicinity, methodology used to derive the trip generation estimate, trip distribution, traffic operational
analysis of key off-site intersections and site driveway intersections under cumulative impacts, and
identification of any transportation mitigation measures to offset traffic impacts.
Project Description
The proposed renovation of Federal Way School DistrictÊs Olympic View Elementary School is located at
2626 SW 327th Street in Federal Way, WA. A project site vicinity map is shown in Figure 1. For the
purposes of this analysis, year 2023 was the horizon year assumed to evaluate cumulative traffic impacts.
The existing gross floor area built at the Olympic View Elementary School comprises of approximately
42,702 square-feet (per King County parcel records) with a student capacity of approximately 450
students. The proposed gross floor area of the new school is approximately 64,078 square feet with a
student capacity of up to 600 students. Therefore, there would be a net increase of approximately 21,376
square feet of building area and an increase in student capacity of 150 students with the proposed
renovation. The existing school enrolled students in grades K-5; however, the proposed school facility will
enroll students in grades K-8.
The proposed site access for student pick-up/drop-offs and a designated parent and visitor parking lot for
43 vehicles would be provided via a proposed west leg to the of intersection of 26th Avenue SW/SW
326th Street. Access to a bus pick-up/drop-off area and 20 staff parking stalls would be provided on SW
327th Street via two separate enter-only and exit-only driveways. As part of the project, roadway frontage
improvements including sidewalks would be provided along 26th Avenue SW and SW 327th Street. A
conceptual site plan of the project is illustrated in Figure 2.

Existing Transportation Conditions
This section includes a description of the existing site, an inventory of existing roadway conditions, key
intersections in the site vicinity, existing daily and peak hour traffic volumes, intersection levels of service,
nonmotorized facilities and planned roadway improvements.
Existing Site
The existing Olympic View Elementary School was built in 1963 and includes 42,702 square feet of building
area (per King County parcel records). Access to the site is provided by two driveways on 26th Avenue SW
and one driveway on SW 327th Street. Student pick-up/drop offs occur on the south side of the building
with vehicles entering the site via the south driveway on 26th Ave SW and exiting the site on SW 327th
Street. Buses & delivery access is currently provided via the two driveways on 26th Avenue SW. An aerial
image of the existing site driveways is shown below.
Roadway Conditions
The following paragraphs describe existing arterial roadways that would be used for site access. Roadway
characteristics are described in terms of number of lanes, posted speed limits, pedestrian facilities, and
shoulder conditions.
SW 327th Street is a two-lane roadway. Along the project frontage, head in parking is allowed on the north
side of the street. West of the site driveway on SW 327th Street, sidewalks exist on the north side of the
street and parallel parking is allowed on both sides of the street. The posted speed limit is 25 mph with a
20 mph posted speed sign when school children are present.
A vehicle speed survey was conducted in October 2020 by Idax Data Solutions on SW 327th Street just
east of the Olympic View Elementary School driveway. Results of the speed survey are summarized below:

26th Avenue SW is a two-lane roadway and is classified by the City of Federal Way as a Collector.
Sidewalks exist on both sides of the street north of SW 327th Street. South of SW 327th Street, a protected
pedestrian path exists on the west side of the street and sidewalks exist on the east side of the street. The
speed limit is posted at 25 mph with a 20 mph flashing posted speed during school arrival and dismissal
periods.
Traffic Study Intersections
To assess traffic impact of the proposed school renovation, the following off-site stop-controlled study
intersections were analyzed during the weekday AM and afternoon peak hours:
1. 26th Avenue SW / SW 326th Street
2. 26th Avenue SW / SW 327th Street
3. 21st Avenue SW / SW 326th Street
Peak Hour Traffic Volumes
Year 2020 existing AM and afternoon peak hour traffic volumes at the study intersections were based on
counts conducted by Idax Data Solutions in October 2020. The AM peak hour traffic volumes represent the
highest hourly volume of vehicles passing through an intersection between 7:00 and 9:00 AM and the
afternoon peak hour represents the highest hourly volume of vehicles passing through an intersection between
2:00 and 4:00 PM.
It should be noted that due to the COVID-19 pandemic, in-person schooling was not available during the
time of the counts. Adjustments to the existing counts were made to account for the trips estimated to be
generated by full occupancy of the school (450 students) using observed trip generation rates at three other
vicinity elementary schools from 2019. Existing school-related trips were assigned using the distribution
patterns illustrated in Figure 4. The resulting 2020 existing peak hour traffic volumes are shown in Figure 3.
The October 2020 turning movement traffic counts at the study intersections are provided in Attachment A.
Existing Intersection Levels of Service
An existing level of service (LOS) analysis was conducted at the study intersections. LOS generally refers to
the degree of congestion on a roadway or intersection. It is a measure of vehicle operating speed, travel
time, travel delays, and driving comfort. A letter scale from A to F generally describes intersection LOS. At
signalized intersections, LOS A represents free-flow conditions (motorists experience little or no delays), and
LOS F represents forced-flow conditions where motorists experience an average delay in excess of 80 seconds
per vehicle.
The LOS reported for signalized intersections, roundabouts, and all-way stop controlled intersections
represents the average control delay (sec/veh) and can be reported for the overall intersection, for each
approach, and for each lane group or movement (additional v/c ratio criteria apply to lane group or
movement LOS only). The LOS reported at two-way stop-controlled intersections is based on the average
control delay and can be reported for each controlled minor approach, controlled minor lane group, and
controlled major-street movement (additional v/c ratio criteria apply to lane group or movement LOS only).
Table 1 outlines the current HCM LOS criteria for signalized and unsignalized intersections based on these
methodologies.

Level of service calculations for intersections were based on methodology and procedures outlined in the 6th
Edition of the Highway Capacity Manual using Synchro 10.3 traffic analysis software.
The 2020 existing AM and afternoon peak hour LOS analysis results for the study intersections are summarized
in Table 2. The LOS worksheets are included in Attachment B.

As shown in Table 2, the individual movements at the stop-controlled intersections all currently operate at LOS
B or better under existing conditions during the weekday AM and afternoon peak hours.
Nonmotorized Facilities
Nonmotorized facilities in the area generally include a mix of sidewalks and paved shoulders. Sidewalks
are provided on the north side of SW 327th Street west of the existing Olympic View Elementary School
driveway. On 26th Avenue SW, sidewalks exist on both sides of the street north of SW 327th Street. South
of SW 327th Street, sidewalks are provided on the east side of the street and a protected pedestrian path
exists on the west side of the street. Marked crosswalks are located on the north and west legs of the stop-
controlled intersection of 26th Avenue SW/SW 327th Street. Marked crosswalks are also provided on all
legs at the signalized intersection of 21st Avenue SW/SW 325th Place.
Planned Transportation Improvements
A review of the City of Federal WayÊs 2020-2025 Transportation Improvement Program showed that there
are no planned transportation improvement projects in the immediate study area.

The following section describes projected future baseline traffic growth, new trips generated by the proposed
development, distribution and assignment of new project trips, intersection level of service, nonmotorized
impacts, site access, circulation issues, and identification of transportation mitigation to offset impacts.
2023 Baseline Traffic Volumes
Full buildout of the project is anticipated for the year 2023. Future year 2023 No Action (without project)
AM and afternoon peak hour traffic volumes at the study intersections were estimated by applying a 3 percent
annual growth rate to the existing (2020) adjusted volumes.
Project Trip Generation
Per published trip generation rates within the Trip Generation Manual, 10th Edition, 2017, Institute of
Transportation Engineers (ITE), for Land Use Code (LUC) 520 – Elementary School and LUC 522 – Middle
School/Junior High School, there is no correlative basis to derive estimated changes in vehicle trip generation
based on changes in floor area, but better evidence of correlation on daily trips and significantly higher
number of studies based on student population. Based on TENW's extensive experience in reviewing K-12,
private schools, and numerous community colleges throughout the Pacific Northwest, the best correlative
predictor of increase traffic demand is student enrollment at school institutions.
As such, trip generation estimates for the proposed Olympic View Elementary School project were based on
trip rates (based on number of students) derived from existing AM and afternoon peak hour traffic counts
collected at three existing Federal Way School District elementary schools and data documented in the ITE
Trip Generation Manual, 10th Edition, 2017. The reported weekday Daily and PM peak hour rates and
directional splits are based on Institute of Transportation Engineers (ITE) Trip Generation Manual (10th Edition)
for LUC 520 (Elementary School) and LUC 522 (Middle School/Junior High School). The resulting net trip
generation totals are summarized in Table 3 below. Detailed trip generation calculations are included in
Attachment C.

As shown in Table 3, based on the net increase of 305 students, the net increase in vehicle trips on a daily
basis is estimated at 236 daily trips, with approximately 85 new trips generated during peak arrival periods

(AM peak hour), 52 new trips generated during peak dismissal periods (Afternoon peak hour), and 25 new
vehicle trips during the PM peak hour of adjacent street traffic.
Trip Distribution and Assignment
The estimated distribution of new trips associated with the proposed Olympic View Elementary School project
was based on existing school boundary information and existing travel patterns in the study area. Generally,
distribution and assignment of project trips were assumed as follows:
35 percent south via SW 326th Street and 21st Avenue SW;
25 percent west via SW 327th Street;
20 percent south via 26th Avenue SW;
10 percent east via SW 326th Street and SW 320th Street;
10 percent north via 26th Avenue SW.
Figure 4 illustrates trip distribution and Figure 5 shows the daily, AM peak hour and afternoon peak hour net
trip assignment at the study intersections. It should be noted that some of the movements shown in the net trip
assignment figure are negative which reflects the anticipated change in travel patterns associated with the
proposed driveway relocations in contrast to existing access. Figure 6 summarizes the AM peak hour and
afternoon peak hour traffic volume impacts of the proposed renovation of Federal Way School DistrictÊs
Olympic View Elementary School project in 2023. As noted above, the 2023 No Action (without project)
AM and afternoon peak hour traffic volumes at the study intersections were estimated by applying a 3 percent
annual growth rate to the existing (2020) adjusted volumes.

Intersection Level of Service
A future year weekday peak hour Level of Service (LOS) analysis was conducted at the study intersections for
future year 2023 No Action (without project) conditions and future year 2023 conditions with the proposed
Olympic View Elementary School project. The roadway network assumed in the future year 2023 LOS
analysis was based on existing conditions as no planned improvements at the study intersections have been
identified.
Table 5 summarize level of service impacts in 2023 assuming full buildout of the proposed renovation of
Federal Way School DistrictÊs Olympic View Elementary School project. As shown, all study intersections
are projected to operate at LOS B or better with a v/c ratio under 1.0 during the AM and afternoon peak
hours with or without the project in 2023. Detailed LOS summary worksheets are included in Attachment B.

Nonmotorized Impacts
As part of the proposed project, sidewalks would be provided along the school property frontages on SW
327th Street and 26th Avenue SW.
Site Access
Existing primary site access for student pick-up and drop-offs is provided via a driveway on 26th Ave SW for
entering trips and a driveway on SW 327th Street for exiting trips. Bus & delivery access is currently provided
via directional driveways on 26th Avenue SW. The existing designated student pick-up/drop-off-area is
located on the south side of the building with one enter-only driveway on 26th Avenue SW and one exit-only
driveway on SW 327th Street.
With the proposed redevelopment, general vehicular site access would be provided via a proposed west
leg to the intersection of 26th Ave SW and SW 326th Street for entering and exiting site trips and would
provide access to a relocated pick-up/drop-off area and 43 parent and visitor parking stalls. The site
circulation would travel in a one-way counterclockwise loop. Access to a bus pick-up/drop-off area and 20
staff parking stalls would be provided on SW 327th Street via two separate enter-only and exit-only driveways.
As shown above, the 26th Ave SW site driveway is anticipated to operate at LOS C or better with a v/c
ratio under 1.0 during the AM and afternoon peak hours with the project in 2023. Bus and delivery access
driveways on 26th Avenue SW would be relocated to SW 327th Street, but their primary function would
remain unchanged and increase available space on campus for buses to queue.
Queuing Analysis at Student Pick-Up/Drop-Off Loading Areas
The existing site currently includes a total of approximately 375 feet of on-site storage for queued vehicles
using the student pick-up/drop-off before spilling over onto 26th Avenue SW. Based on pick-up/drop off
queue data collected at other Federal Way elementary schools, the existing pick-up/drop-off queue is
estimated to be approximately 650 feet during the AM peak hour. As such, under existing conditions a 275
to 300-foot queue spillover onto 26th Avenue SW is estimated and was verified to occur with school district
staff of Olympic View Elementary.
The current proposed site plan would reconfigure the pick-up/drop-off area that would provide significantly
more on-site queue storage. A total of approximately 845 feet of on-site storage (as shown in the exhibit
below) would be provided for queued vehicles using the student pick-up/drop-off before spilling over onto
26th Avenue SW. With the proposed renovation, the existing pick-up/drop-off queue is estimated to be
approximately 845 feet during the AM peak hour and is not expected to result in any on-street vehicle dwell
during peak drop-off periods.

School Walk Route
Safe walk routes in the project vicinity have been established by the Federal Way School District. An exhibit
from the Federal Way School District website showing the suggested safe walk routes is included in
Attachment D. As shown on the exhibit, crossing guards are located at the existing site access driveway on
SW 327th Street and the adjacent stop-controlled intersection of 26th Avenue SW/SW 327th Street during
arrival/dismissal times. In addition, the Federal Way School District posts the following safe walking tips for
students on their website:
· Discuss a safe route to and from school.
· Teach children to stop at the curb and look both ways before crossing the street.
· When crossing, walk, do not run, and keep an eye out for turning vehicles.
· If your child rides a bike, skateboard, or roller blades, always wear helmets and protective
clothing; put reflectors on your bike and shoes.
· Students should try to walk with a friend or group of friends; stay on a walking route approved by
parents and go directly to and from school; donÊt take shortcuts or stop at a friendÊs house without
checking with parents first.

Project Mitigation
A review of traffic impacts to intersection levels of service, site access, and circulation issues was conducted
in association with the Olympic View Elementary School in Federal Way, WA. The following mitigation
measures are recommended to reduce or eliminate project impacts:
The City of Federal Way assesses a traffic impact fee rate of $1.86 per new square-foot of floor
area for elementary schools (2019 Federal Way Impact Fee Components and Schedule). Based
upon a net increase of 21,376 square feet (42,702 square feet existing and 64,078 square feet
future), Olympic View Elementary School would be assessed a traffic impact fee of $39,759.36.
The final fee would be determined at building permit issuance.
The applicant would be required to construct the necessary frontage improvements along SW 327th
Street and 26th Avenue SW which may include curb, gutter, sidewalk, and landscaping, which
could also include right-of-way donation. Improvements along the SW 327th Street project frontage
may also include the addition of paved shoulders.
It is recommended that a crossing guard be present at the intersection of 26th Avenue SW / SW
326th Street during peak arrival and dismissal times to ensure that students can safely cross the street
and help maintain orderly pick-up/drop-off operations.
