DETERMINATION OF NONSIGNIFICANCE (DNS)
CITY OF FEDERAL WAY HOUSING ACTION PLAN

Proposal: The city is seeking to adopt a Housing Action Plan (HAP). This is a non-project action.
The HAP will guide the city’s efforts to encourage the production, diversity, and
affordability of housing in the city to meet current and future needs as the city grows.

The city’s Responsible Official has determined the proposal does not have a probable significant adverse
impact on the environment, and an Environmental Impact Statement (EIS) is not required under RCW
43.21C.030(2)(c). This decision was made after review of a completed environmental checklist; Federal
Way Comprehensive Plan; and other municipal policies, plans, rules, and regulations designated as a basis
for exercise of substantive authority under the State Environmental Policy Act (SEPA), pursuant to RCW
43.31C.110. This information is available to the public on request.
This DNS is issued under WAC 197-11-340(2); the lead agency will not act on this proposal for 14 days
from the date below. Comments must be submitted by 5:00 pm on 11 June 2021. Unless modified or
retracted by the city’s Responsible Official, the determination will become final following the above
comment deadline.
Pursuant to FWRC 14.10.060(3), any person aggrieved of the city’s final determination may file an appeal
with the Federal Way City Clerk (address below) within 21 days of the above comment deadline, no later
than 5:00 pm on 7 July 2021, by filing a written letter stating the reason for the appeal of the determination
and paying the associated fee. An appellant of this decision must include specific factual objections. If
needed, the staff contact listed above can assist any aggrieved party with the filing of an appeal.
