Permanent supportive housing at the Extended Stay America
Shelter at the Red Lion
Priority of Addressing Homelessness
■ Homelessness continues to be a priority for the City.
■ The City added a goal to the approved 2020-2024 CDBG program to prevent
and address homelessness — included Human Services Commission, Mayor, and
City Council support.
■ Shelter for adults and housing with services continues to be a gap in the City.
■ City support of establishing a year round shelter
• Homelessness Task Force included expanded shelter as the first
recommendation in its 2018 report.
• City Council approved the recommendation at a special meeting in
October 2019.
• Funding was included in the 2021 CDBG Annual Action Plan to support
acquisition/rehabilitation of shelter for adults and was supported by the
Human Services Commission, Mayor Ferrell, and City Council.
Permanent Supportive Housing Project
■ King County is pursuing acquisition of the Extended Stay.
• The property is zoned for the use.
■ Provides local solution and option for housing with services for individuals
experiencing chronic homelessness.
• Funds outreach to engage individuals who may be less likely to engage or
know of services. Relationship is key to success.
• Includes and funds case management and behavioral health services (mental
health and substance use treatment).
• Participants will be referred to other services that may help them achieve
their goals and achieve/maintain housing.
• Site would be staffed 24/7.
• Partnership with the City, King County, selected provider, and community to
develop ongoing partnership and communication once service begins.

Shelter Project
• Addresses the gap in shelter services for adults; gap was worsened by the
pandemic and it's impact on Reach Out.
• The Red Lion has been identified as a potential shelter location.
• King County has identified potential funding to support the acquisition, about
$450,000 of the City's CDBG capital funds would be used as well as included in
the previously approved 2021 Annual Action Plan.
• Next steps will be determined as the project moves forward and may include:
• Land use code change to allow for full use as shelter.
• Structure of partnership with King County and/or nonprofit provider.
• CDBG-related requirements for use of funds.
