Realignment
• In Spring 2020, Sound Transit determined that the current
schedule of capital projects they have is unaffordable.
• By the end of 2020, Sound Transit put a placeholder 5-year
delay in their Transit Improvement Plan pending development
of a "realignment" framework to resolve the budget issues.
• The Sound Transit Board is currently deliberating and plans to
adopt their realignment framework as early as this month.
• The framework will guide future budget and project decisions,
likely starting in December of this year with the adoption of
the new improvement plan.

Realignment and Tacoma Dome Link Extension
The Tacoma Dome Link Extension (TDLE) is proposed in the
scenario presented to the Sound Transit Board as being built
with a 2 year or less delay, with revenue service opening in
2032. However, parking for TDLE is identified as having a 10+
year delay.
This applies equally to all of the proposed stations in the
TDLE.

Realignment and Tacoma Dome Link Extension
• The Draft Environmental Impact
Statement for the Tacoma Dome
Link Extension (TDLE) has not been
published at this time.
• There are two alternative station
locations for Federal Way, 352nd and
Enchanted Parkway is the preferred
alternative (red star).
• Parking has been a part of these
stations to date. Open houses, and
presentations to the public where
feedback has been requested
featured station concepts with
garage and surface parking options.

Options
Option 1: Authorize sending a letter from the Mayor and Council to the
Sound Transit Board and CEO documenting the City's objections to the proposed
removal of parking from the Tacoma Dome Link Extension.
Option 2: Do not authorize sending a letter and provide direction to staff.
