Policy Question
Should City Council award the 2021 Pavement
Repair Project to the lowest responsive,
responsible bidder and approve a transfer of
$1801000 from the 102 Arterial Street Fund?
Background Information
• Pavement repair via full depth patching is a cost
effective way to extend pavement life.
• Larger patches on major roads more cost
effectively completed by a contractor.
• Bid request via public works small works roster
process.
• Repairs focused on S/SW 320th and 21st Ave SW

• Four bids received July 14, 2021.
• Lowest responsive, responsible bidder for all
three bid schedules: $383,364
• This exceeds to small works limit of $300,000.
• Schedule A is proposed to be removed to keep
project within small works limits.

Options Considered
1. Award the 2021 Pavement Repair Project to Miles
Resources, LLC, the lowest responsive, responsible
bidder, in the amount of $298,823.09, approve a 5%
contingency of $14,941.15 for a total of $313,764.24
and authorize the Mayor to execute the contract, and
approve a transfer of $180,000 from the 102 Arterial
Street Fund to this project.
2. Reject all bids for the 2021 Pavement Repair Project
and direct staff to rebid the project and return to
Committee for further action.
Mayor's Recommendation
Option 1: Award the contract with contingency
and transfer funds from the 102 Arterial Street
Fund.
