Committee approved the June 7, 2021 LUTC minutes as presented.

B.SW Dash Point Rd & 47th Ave SW Compact Roundabout – Bid Award
Senior Capital Engineer Christine Mullen presented information about the project, including design, the
history of traffic incidents at the location, details of the bid process, and bid results. Questions and
discussion followed.
Committee forwarded Option #1 (Award the SW Dash Point Rd & 47th Ave SW Compact
Roundabout project to Sound Pacific Construction, LLC, the lowest responsive, responsible
bidder, in the amount of $1,057,128.00 and approve a ten percent contingency of
$105,712.80, for a total amount of $1,162,840.80, and authorize the transfer of
$168,907.80 from the Transportation Capital Fund (306 Fund) to the SW Dash Point Rd &
47th Ave SW Compact Roundabout project (Project #36217) and authorize the Mayor to
execute the contract.) to the July 20, 2021 Consent Agenda for approval.

C Authorization to Apply for Transportation Grant
City Traffic Engineer Rick Perez presented information the proposed grant application, including the
history of traffic incidents, traffic pattern changes, construction in neighboring city of Milton that will
increase traffic at the intersection and the mitigation therefor, and the expectation that the grant
application will be looked upon favorably. Question and discussion followed.
Committee forwarded Option #1 (Authorize staff to submit the proposed transportation
grant application.) to the July 20, 2021 Consent Agenda for approval.

D.RESOLUTION: Declaring Town Center 4 as Surplus Property
Sound Transit Liaison Ryan Medlen presented information about the proposed Resolution, including
development history, appraisal and valuation, and proposed use by Sound Transit as an extension of
parking at Federal Way Transit Center. Questions and discussion followed.

E.Federal Way Housing Action Plan Draft
Associate Planner Chaney Skadsen presented information on the draft of the Housing Action Plan,
including housing prices, demographics, city growth projections, strategies to encourage and expand
home ownership, and community outreach. Questions and discussion followed.

2021 Council Meeting Business Agenda.

F.Update on Sound Transit Activities
Sound Transit Liaison Ryan Medlen reported on current activities regarding Sound Transit projects,
including construction of rail line and station at the Federal Way Transit Center. Questions and
discussion followed.
G.Pavement Condition and Preservation Program Update
Public Works Deputy Director Desiree Winkler reported road conditions and preservation efforts. Overall
condition of roadways has been deteriorating, due to lack of funding over 10+ years. To maintain
and/or preserve pavement, an excise tax on solid waste collection was enacted in September 2020.
Questions and discussion followed.
