POLICY QUESTION
Should the City Council approve an ordinance
for the adoption of the 2021 King County
Surface Water Design Manual and the 2021 City
of Federal Way Addendum to the King County
Surface Water Design Manual?

:
Adoption of the 2021 King County Washington Surface Water
Design Manual:
— City of Federal Way is a Phase II permittee, meaning we
are allowed to rely on our Phase I (King County) to meet
design manual requirements
— NPDES Permit requirement to adopt either King County or
Ecology's Manuals or create our own
— By Code, the manual automatically adopted upon King
County's adoption
- I Inriateng references within code to reflect current manual
Key Changes (King County Manual):
— Changes are driven by EPA through Ecology
— Comments on King County's NPDES permit by Ecology
— Updates based on studies, research, and best available
treatment since last publishing date
— Based on recent experiences, changes hydraulic models
allowed to be used.
— No impact to City, however significant updates to rural
area requirements

Adoption of the City of Federal Way Addendum to the 2021
King County Washington Surface Water Design Manual:
— NPDES Permit requirement to be completed by December
3112021
— Permit requires change of references from County to City
Key Changes (Addendum):
— Updates to definitions to reflect changes in both County
and City code since last addendum
— Update Code References to reflect changes in both County
and City code since last addendum
— Updates to Reference Materials, which includes quotes
from City Code to reflect changes in City code since last
addendum
Options Considered:
1. Approve an Ordinance for the adoption of the 2021 King
County Surface Water Design Manual and the 2021 City
of Federal Way Addendum to the King County Surface
Water Design Manual.
1. Do not approve an Ordinance for the adoption of the
2021 King County Surface Water Design Manual and the
2021 City of Federal Way Addendum to the King County
Surface Water Design Manual and provide direction to
staff.
Mayor's Recommendation,
The Mayor recommends forwarding Option 1 to the
October 19, 2021 City Council Ordinance Agenda for
first reading.
LUTC recommends First Reading on October 19, 2021 Council
Agenda
