SPECIAL MEETING - 3:00 p.m.
MINUTES
I.
CALL MEETING TO ORDER
Mayor Park called the special meeting of the Federal Way City Council to order at the hour of
3:05 p.m., for the purpose of selecting and appointing one of the candidates to Federal Way City
Council Position No.6.
Councilmembers present: Mayor Mike Park, Deputy Mayor Linda Kochmar, Councilmembers
Jeanne Burbidge, Mary Gates, Michael Hellickson, Dean McColgan,
City staff present: City Manager David Moseley, Deputy City Attorney Pat Richardson, City
Clerk Chris Green, Deputy City Clerk Stephanie Courtney.
II.
INTERVIEW ALL CANDIDATES
City Clerk Chris Green conducted an earlier random lot drawing, with the assistance of Sun So,
Administrative Assistant/Human Resources, which established the following order of appearance
and interview time for each candidate:

All candidates, with the exception of Barry Turnbull, were in attendance for their interviews. In
accordance with Council Rules of Procedure, Section 22.4(5), each candidate was allowed no
more than twenty (20) minutes.

Candidates had up to five (5) minutes to present his/her credentials to the Council, followed by a
predetermined set of questions established by the Councilmembers; each candidate had up to two
(2) minutes in which to respond to each of those questions. Any remaining time allowed for an
informal question and answer period, during which time the Council asked and received answers
to miscellaneous questions.
All interviews concluded at 7:10 p.m.
III.
RECESS INTO EXECUTIVE SESSION
At 7:10 p.m., Mayor Park announced the Council would recess into executive session for
approximately thirty to sixty minutes, for purposes of evaluating each candidate's qualifications
pursuant to RCW 42.30.110(1)(h). At 8: 10 p.m., the executive session was extended thirty
minutes; at 8:40 p.m., the executive session was extended an additional twenty minutes.
IV.
RECONVENE SPECIAL MEETING
At 9:02 p.m., Mayor Park reconvened the special meeting and opened nominations to fill Council
Position No.6.
MAYOR PARK PLACED THE NAMES OF ERIC FAISON, SKIP PRIEST AND DON
PUTMAN INTO NOMINATION; DEPUTY MAYOR KOCHMAR ADDED THE NAME OF
ERIC OLSEN.
Following Council discussion of those nominated, it was a consensus of Council to narrow the
nominations to two candidates, those being Eric Faison and Skip Priest due to their past
experiences with land use issues, their availability to attend meetings, and both are attorneys who
understand legal issues with respect to economic and regional development.
MOTION BY DEPUTY MAYOR KOCHMAR TO PLACE THE NAME OF ERIC FAISON
INTO NOMINATION FOR FEDERAL WAY CITY COUNCIL POSITION NO.6; SECOND
BY COUNCILMEMER MCCOLGAN.
Followed by the City Clerk's roll call vote, the nomination failed 3-3 as follows:

MOTION BY DEPUTY MAYOR KOCHMAR TO TABLE THE MOTION TO ALLOW
FOR FURTHER DISCUSSION OF CANDIDATE QUALIFICATIONS. Motion failed for
lack of a second.
MOTION BY COUNCILMEMBER GATES TO SUSPEND THE RULES TO EXTEND
BEYOND THE 10:00 P.M. MEETING ADJOURNMENT TIME, AND RECESS TO
EXECUTIVE SESSION FOR FURTHER REVIEW OF COUNCIL CANDIDATE
QUALIFICATIONS; SECOND BY COUNCILMEMBER HELLICKSON. Motion passed 4-2
as follows:

At 9:52 p.m., Mayor Park announced the Council would recess into a second executive session
for approximately twenty minutes, for purposes of further evaluating each candidate's
qualifications pursuant to RCW 42.30.110(1)(h).
VI.
RECONVENE SPECIAL MEETING
At 10:08 p.m., Mayor Park reconvened the special meeting and reopened nominations to fill
Council Position No.6.
MOTION BY COUNCILMEMBER HELLICKSON TO PLACE THE NAME OF ERIC
FAISON INTO NOMINATION FOR FEDERAL WAY CITY COUNCIL POSITION NO.6;
SECOND BY COUNCILMEMER GATES.
Followed by the City Clerk's roll call vote, the nomination of Eric Faison passed 5-1 as follows:
