CALL MEETING TO ORDER
Mayor Burbidge called the regular meeting of the Federal Way City Council to order at the
hour of 7:10 p.m.
Councilmembers present: Mayor Jeanne Burbidge, Deputy Mayor Dean McColgan,
Councilmembers Eric Faison, Michael Hellickson, Linda Kochrnar, Mike Park.
Mayor Burbidge excused Councilmember Mary Gates.
Staff present: City Manager David Moseley, City Attorney Bob Sterbank, City Clerk Chris
Green, and Deputy City Clerk Stephanie Courtney.
II.
PLEDGE OF ALLEGIANCE
Deputy Mayor McColgan led the flag salute.
COUNCILMEMBER FAISON MOVED TO ADD TO THE CONSENT AGENDA A
NEW ITEM, ITEM V(k), TITLED "RESOLUTION SETTING A PUBLIC
HEARING DATE FOR THE PRESENTATION OF THE 2003-2008
TRANSPORTATION IMPROVEMENT PLAN"; COUNCILMEMBER KOCHMAR
SECOND.
Councilmember Faison noted the city is required to file a 6-year Transportation
Improvement Plan with the State of Washington prior to July 31 s, each year. This resolution
setting the public hearing for the July 2, 2002 meeting was inadvertently omitted from the
tonight's Consent Agenda.

III.
PRESENTATIONS
a.
BarbershoD Quartet/Entertainment
Unfortunately, the barbershop quartet was unable to attend tonight's meeting, this item has
been postponed to a future meeting date.
b.
Diversity Commission/Introduction & Certificates of Appointment
Councilmember Kochmar was pleased to introduce and present certificates of appointment
to the following new and returning Diversity Commissioners: Ron Walker, Prakash
Melootto, Deborah S. Robinson, Carolina Lucero, Debra A. Robinson, Julia Laranang, and
Byron Lightbourn.
c.
City Manager/Introduction of New Employees
City Manager was pleased to announce and introduce new employees Steven Olson, who
has been hired as a new Police Officer, and Cathy Williams, who has been hired as the
City's new Domestic Violence Advocate.
d.
City Manager/Emerging Issues
City Manager David Moseley announced there were no emerging issues tonight.
IV.
CITIZEN COMMENT
Dave Larson, spoke and recognized Ryan Pool, an elementary school student for receiving
the "starfish" award for his service to the community.
Nancv Combs, asked Council to look into traffic problems with speeding near her
neighborhood along 2 I s, Ave SW and 312'h Street.
Judy Carlson, encouraged Council to listen to the voters and citizens of Federal Way, not
hired consultants, in regards to spending additional monies on a municipal facility building.
Dave McKenzie and Myla Montgomerv, spoke in continued opposition to the Oxford
House locating in the Twin Lakes neighborhood.
Art Chambers, spoke in support ofthe Oxford House and the benefits such an environment
creates for those in need of support from drug and alcohol addictions.

Bill May, (comments read into the record by the City Clerk) requested Council develop a
plan of making video tapes of Council meetings be available to lend through the city or
library.
Public Works Director Cary Roe responded to Ms. Combs comments made on traffic safety
issues. He added this area has been previously looked at, and would like Council to give
staff a direction.
Councilmembers concurred to send this item to the Land Use/Transportation Committee
for further review and discussion.

Deputy Mayor McColgan asked for a brief staff report on this item.
Patrick Doherty, Community Development Deputy Director/Economic Development,
reviewed each of the four events that would be awarded grant monies. These include the
Northwest Allstars/Fastbreak Basketball Association "NW Shootout", Federal Way Track
Club/Hershey's Track Meet, Pacific Northwest Swimmining USA Swimming Disability
Championships, and the Pacific Northwest Association Synchronized Swimming USA Age
Championships.
Counci1member Hellickson inquired to the number of applications received and the level of
recruiting done for these grant monies to ensure the biggest returns to the city.
Mr. Doherty explained the four grants awarded were the total ofthose received; he also
commented on the current steps taken for notifying potential grant recipients, and noted the
topic of recruitment for applicants would be further discussed at the Lodging Tax Advisory
Committee meetings.

VI.
PUBLIC HEARING
Citizen Requested Zoning Text Changes
Mayor Burbidge read into record the procedures to be followed for the public hearing and
opened the public hearing at 8:06 p.m.
Staff Report
Senior Planner Margaret Clark gave a presentation to Council on the six requests received
for zoning text changes. She noted four requests were from the same applicant, who asked
to expand the allowable uses in the Neighborhood Business (BN) zone, and the remaining
two requests were from different applicants who are requesting changes to the zoning code
to allow more flexibility for offices in the Business Park (BP) zone.

Ms. Clark reported the Land Use/Transportation Committee concurred with staff
recommendations to further study all six requests.
Citizen Comment
Chami Joe Ro, (comments read into the record by the City Clerk) expressed support of
requests zoning text changes to the Neighborhood Business (BN) zone,
Bill May, spoke against and changes in the current zoning code that would allow high
density housing,
Hearing no further public comment, Mayor Burbidge closed the public hearing at 8:32 p.m.

Councilmembers reminded applicants that approval at this point would simply move these
requests on in the process for further study and discussion.

City Clerk Chris Green noted the Council Rules of Procedure requires a first and second
reading before enactment, unless a motion is made to suspend Council Rules and move
final adoption at the same meeting.
City Attorney Bob Sterbank concurred and advised Councilmember Faison move to
reconsider the previous question.

CITY COUNCIL REPORTS
Councilmember Kochmar noted the Sister City Baseball team left for Japan to play in the
Sister City Baseball Tournament. She encouraged citizens to attend the Red, White and
Blues Festival on July 4'h at Celebration Park; and updated Council on her attendance at
various regional meetings and community events.
Councilmember Park noted he would be attending the Association of Washington Cities
Annual Conference in Yakima along with Mayor Burbidge.

Councilmember Hellickson announced the next meeting of the Finance/Economic
Development/Regional Affairs Committee would be held Tuesday, June 25'h at 3:00 p.m.
in the Mt. Baker Conference Room.
Councilmember Faison announced the next meeting of the Land Use/Transportation
Committee would be held July 1st at 5:30 p.m. He also requested staff contact Pete von
Reichbauer and invite him to attend the next meeting where the triangle study would be
discussed.
Deputy Mayor McColgan clarified that the triangle study refers to the study of the 1-5 off-
ramp at 348'h Street and Hwy 18 interchange. He noted this is a heavily used area in
Federal Way, and this study is looking at possIble modifications or developments for
improvement.
Mayor Burbidge updated Council on her attendance at various regional meetings and
community events, and encouraged citizens to attend upcoming attractions at the Knutzen
Family Theatre.

CITY MANAGER REPORT
City Manager David Moseley reported the Sister City Baseball Team has left for Japan,
where they will play four games over six days. He again thanked all of the private and
corporate donations for funding this trip.
Mr. Moseley noted the Association of Washington Cities would be holding its Annual
Conference in Yakima on June 19th -21 st; Mayor Burbidge and Councilmember Park will be
attending.
He reminded citizens of the lO'h Annual Red, White and Blues Festival at Celebration Park
on July 4th. He encouraged everyone to attend the festivities that begin at 4:00 p.m. with the
fireworks display at 10:00 p.m. He thanked Parks, Recreation, and Cultural Services Center
Director Jennifer Schroder and her staff on their hard work each year for this positive
community event.
City Manager David Moseley stated the executive session scheduled for tonight has been
canceled.
