Native plants will be planted according to the attached plan and mulch will be placed around all new plants. Restoration of the existing lawn areas PROPOSAL: will include the planting of a PNW blend of Ryegrass and Fescue with a layer of peat moss on top. The existing sand paths will be restored to their condition that existed prior to clearing activities. Applications for a shoreline substantial development, a flood hazard areas, and clearing and grading permits were submitted to the City of Des Moines. All appeals of any final SSDP decision are governed by the procedures established in RCW 90.58.180 and WAC 461-08. All appeals of any final SSDP decision must be made to the Shorelines Hearing Board within twenty-one (21) days. A Flood Hazard Areas permit decision is a Type II land use action. The Planning, Building and Public Works Director's decision regarding a Type II land use action is appealable to the Hearing Examiner for an open record public hearing as provided in Des Moines Municipal Code (DMMC) 18.20.230.
