Hazardous Materials Survey Report Federal Way Public Schools Memorial Field Federal Way, Washington 1 March 29, 2022 PBS Project 41519.010 1 INTRODUCTION 1.1 Project Background PBS Engineering and Environmental Inc. (PBS) performed a hazardous materials survey of Memorial Field located at 1300 South 308th Street in Federal Way, Washington in conjunction with the planned renovations. The intent of this investigation is to ensure compliance with applicable regulatory requirements that a "good faith inspection” for asbestos-containing materials (ACMs) be performed prior to renovation and restoration activities. All accessible areas associated with the project were inspected for the presence of ACMs, lead-containing paint (LCP), mercury-containing components, and light fixture ballasts containing polychlorinated biphenyls (PCBs). 1.2 Building Descriptions The structures associated with Memorial Field include two grandstand bleachers, two concession stands, and two ticket booth structures. Structures are slab on grade with wood framing. Interior finishes consist of the following: painted concrete floors, plywood walls and ceilings. Exterior walls are wood with metal siding. Roofing is metal, built-up or three-tab composite shingles. A portion of the Central Kitchen Building at Memorial Field was also included in this investigation. The Central Kitchen Building is a one-story concrete building. The building features locker rooms, a reception area, offices, and maintenance spaces. Interior finishes within the project area include carpet, vinyl floor tile, bare concrete floors, concrete and texture gypsum wallboard walls, 12” acoustical ceiling tiles, and concrete and gypsum wallboard ceilings. 1.3 Survey Process Accessible areas included in the project scope were inspected by Asbestos Hazard Emergency Response Act (AHERA) Certified Building Inspectors Claire Tsai (Cert. No. IRO-21-7316B Exp. 1/18/2022) on August 12-13, 20, and 25, 2021 and Kaitlin Soukup (Cert. No. 182737 Exp. 10/21/2022) on March 1, 2022. PBS endeavored to inspect all accessible areas of the scope of work. Inaccessible areas consist of those requiring selective demolition, fall protection, or confined space entry protocols to gain access. When observed, suspect materials were sampled. All samples were assigned a unique identification number and transmitted for analysis to Seattle Asbestos Test (NVLAP #201057-0) under chain-of-custody protocols. Samples were analyzed according to EPA Method 600R-93/116 using Polarized Light Microscopy (PLM), which has a reliable limit of quantification of 1% asbestos by volume. PBS endeavored to determine the presence and estimate the condition of suspect materials in all inaccessible areas included in the scope of work. While PBS has endeavored to identify the ACMs that may be found in concealed locations, additional unidentified ACMs may exist. Hazardous Materials Survey Report Federal Way Public Schools Memorial Field Federal Way, Washington 2 March 29, 2022 PBS Project 41519.010 2 FINDINGS 2.1 Asbestos-Containing Materials (ACMs) The following materials were determined to contain greater than 1% asbestos as part of this investigation. • Hard mudded pipe fittings – associated with fiberglass straight run insulation in wall cavities of southeast and southwest concession stands and Central Kitchen Building locker rooms and storage rooms (approximately 120 EA) • Black asphaltic material - on flashing and roof drains at southeast and southwest concession stands, south and east ticket booths (approximately 400 SF) • Vinyl floor tile and black mastic (under carpet) – Central Kitchen Building - First Aid Office, Reception, and adjacent hallway and office – approximately 810 SF • Built-up roofing – south and east ticket booths (approximately 400 SF) • Grey/black sealant – Seam in bleacher near press box door, east and west grandstand bleacher roof penetrations (approximately 50 LF) • Silver paint – East grandstand at roof penetration (approximately 1 SF) The following materials sampled and found not to contain detectable concentrations of asbestos as part of this investigation: • Insulation Board – Southeast concession stand • Built up roofing – Concession stands • 6-inch black vinyl cove base and cream mastic – Southwest concession stand • White caulk – Sink counters • Black/grey sealant – concession stand roof vents • Membrane on built up roofing – Southwest concession stand • 3-tab shingles and black vapor barrier – Southwest storage shed • Spray wall insulation – Press box • Grey interior and exterior window caulk – Press box • Ramp tread – west grandstand bleacher ramp • Black roof patch – west grandstand at roof hatch • White sealant at roof penetrations – Grandstand bleachers • Paint on corrugated metal roof – Grandstand bleachers • Yellow and brown cove base mastic – Central Kitchen Building • Texture on gypsum wallboard – Central Kitchen Building • Black sink undercoat – Central Kitchen Building • Gypsum wallboard and joint compound – Central Kitchen Building • Concrete masonry unit mortar – Central Kitchen Building • Yellow material within concrete masonry unit wall – Central Kitchen Building • 12” acoustical ceiling tile – Central Kitchen Building Refer to Appendix A for specific samples locations and associated laboratory analysis. Hazardous Materials Survey Report Federal Way Public Schools Memorial Field Federal Way, Washington 3 March 29, 2022 PBS Project 41519.010 2.2 Lead-Containing Components Fifteen (15) representative painted coatings were sampled for lead content. The samples were assigned unique identification numbers and transmitted to NVL Laboratories, Inc. (AIHA IH #101861) in Seattle, Washington under chain-of-custody protocols for analysis using Flame Atomic Absorption. Lead was detected in the following painted coatings. • White paint on wood wall – southeast concession stand (0.50% lead) • Red paint on wood doorframe – southwest concession stand (0.14% lead) • Red paint on metal door – press box door (0.23% lead) • White paint on gypsum wallboard walls – Central Kitchen Building reception area – (0.0070% lead) The following painted coatings were sampled and determined not to contain detectable lead. • Red paint on concrete floor – southeast concession stand • White paint on metal siding – south ticket booth • Red paint on metal bleachers – west grandstand bleachers • Red paint on concrete floor – Central Kitchen Building Officials’ Room • White paint on concrete wall – Central Kitchen Building Home Locker Room • Gray paint on concrete shower divider – Central Kitchen Building Visitor’s Locker Room Refer to Appendix B for specific sample locations and associated laboratory analysis. 2.3 Mercury-Containing Components All fluorescent light tubes are presumed to contain mercury. Approximately 50 four-foot fluorescent light tubes and 10 compact fluorescent bulbs are present in the building areas to be impacted by the project. 2.4 PCB-Containing Components Magnetic fluorescent light fixture ballasts are suspect PCB-containing. PBS used a Phillips Ballast Checker to inspect representative fluorescent light fixture ballasts throughout the work areas. PBS did not observe any magnetic ballasts throughout the buildings. 3 RECOMMENDATIONS 3.1 Asbestos-Containing Materials (ACMs) PBS recommends that all ACMs that may be impacted by project activities be removed prior to impact. A qualified Washington State licensed asbestos abatement contractor should be employed to remove all such ACM according to applicable local, state, and federal regulations. The possibility exists that additional suspect ACMs may be present in concealed locations, including but not limited to, equipment, wall and ceiling cavities, and utility chases. These materials may include, but are not limited to, waterproofing membrane, internal gaskets, caulking and sealants of heating, ventilation, and air conditioning (HVAC) equipment and construction adhesives and wall mastics. In the event that suspect ACMs is uncovered during construction, contractors should stop work immediately and inform the owner promptly for confirmation testing. All untested materials should be presumed asbestos-containing or tested for asbestos content prior to impact. Hazardous Materials Survey Report Federal Way Public Schools Memorial Field Federal Way, Washington 4 March 29, 2022 PBS Project 41519.010 3.2 Lead-Containing Components Representative interior and exterior painted coatings were found to contain lead. Impact of painted surfaces with detectable concentrations of lead requires construction activities to be performed according to Washington State Department of Labor and Industries (L&I) regulations for Lead in Construction, Washington Administrative Code (WAC) 296-155-176. Painted coatings may exist in inaccessible areas of the work area or in secondary coatings. Any previously unidentified painted coatings not sampled should be considered lead containing until sampled and proven otherwise. 3.3 Mercury-Containing Components Fluorescent lamps are known to contain mercury vapor. PBS recommends that all fluorescent lamps be carefully handled and recycled/disposed of in accordance with applicable regulations during construction activities. L&I requires specific training, handling, engineering controls, and disposal practices when performing this work. All waste shall be handled in accordance with WAC 173-303. 3.4 PCB-Containing Components PBS recommends all light ballasts be inspected prior to disposal. Magnetic ballasts should be presumed to contain PCBs and properly removed, stored, transported and disposed of in accordance with WAC 173-303 Dangerous Waste Regulations and 40 CFR Part 761 Subpart D. Electronic ballasts do not contain PCBs and can be disposed of as general debris in compliance with applicable codes and endpoint facility requirements.
