Memorial Field Renovation
Transportation Demand Management (TDM) Plan
for Special Events
This document provides the proposed elements of a Transportation Demand Management
(TDM) Plan as part of the Memorial Field Renovation project, located within the City of Federal
Way. This TDM contains goals and a list of program elements specific to special events that
are planned to occur on less than 10 calendar days per year at Memorial Field. The applicant
is expected to implement all program elements needed to meet the TDM Goals.
TDM Goal
The Federal Way Public School (FWPS) district proposes a project to renovate the existing field
and stadium at the existing Federal Way High School 1300 S 308th Street. As part of the
renovation project, the seating capacity of the stadium is proposed to be increased from
3,240 seats to 4,000 seats. Total on-site parking with the proposed stadium renovation
includes 576 parking stalls. With the future seating capacity of 4,000 seats, this results in a
parking ratio of 0.14 parking spaces per seat. Implementation of a TDM plan may be
necessary with events that are anticipated to utilize the full capacity of the stadium (e.g.
graduation and peak football events).
Federal Way Revised Code (FWRC) 19.195.100 identifies the minimum off-street parking
requirements for the existing high school use, but has no code provisions for stadium uses.
Without observations being possible during the last several years due to the Covid-19
pandemic, implementation of a TDM plan to plan, monitor, and accommodate large events
on-site is intended to accommodate large event parking demand. Furthermore, one of the
ongoing goals of the FWPS district is to implement supporting features of new projectÊs to
reduce the siteÊs overall reliance on single-occupant vehicle use and demand for on-site
parking.
TDM Program Elements ă General Outline of Program Elements for Discussion
There are three primary types of program elements included in the Memorial Field Renovation
TDM plan, including carpooling incentives and on-site management/programs that would be
available to visiting teams, attendees, and other high school teams playing during large
special events (over 3,000 attendees).
