The existing structure consists of a floating dock supported by steel guide piles. The
dock is accessed by a hinged gangway that is s supported by a 350 square foot timber
pier. The timber pier is supported by 4 timber piles and on land at the top of the steel
sheet pile bulkhead. The dock had electrical service at some point in the past, however
the conduit no longer has conductors. There are currently no functioning utilities as a
part of this dock configuration. The wooden dock, the 4 piles that currently support it, the
gangway and the floating platforms at the end of the gangway will be replaced during
this project. The pier will be reconstructed out of wood. The 4 existing timber pilings will
be removed and replaced with galvanized steel pilings to support the new pier structure.
The gangway will be replaced with an ADA compliant gangway composed of aluminum.
The existing floating dock will be replaced with wider floats to be ADA compliant.

The project is located at 1199 Dock Street in Tacoma, WA 98402. S37 T20N R3E,
47.244220N latitiude,-122.434140 W longitude. The project area includes the 300sf
timber pier, aluminum gangway and floating dock on Foss waterway.
B. Environmental Elements HELP

a. General description of the site:

The steepest slope is along the shoreline that runs under the timber pier. The steepest slope is
19%.

The site is located in the industrial area of Foss waterway in a shoreline environment. The
primary material in the shoreline habitat is rip rap.
d. Are there surface indications or history of unstable soils in the immediate vicinity? If so,
describe.

No. The project area is relatively flat before the bulkhead which begins the shoreline habitat of
rip rap. The upland area is mainly impervious surfaces such as parking lots, buildings and
paved recreational pathways.
e. Describe the purpose, type, total area, and approximate quantities and total affected area of
any filling, excavation, and grading proposed. Indicate source of fill.
This project will not include any filling, excavation or grading activities. The 4 timber pilings
supporting the timber pier will be removed and 4 galvanized steel pilings will be placed in a
similar footprint, however this consruction element will be completed using a vibratory
hammer.
f. Could erosion occur as a result of clearing, construction, or use? If so, generally describe.
It is possible for minimal erosion during construction activities. For example when the timber
pilings are removed using a vibratory hammer there may be a discharge of sediment from the
piling footprint but best management practices to capture potential debris will be used.
g. About what percent of the site will be covered with impervious surfaces after project
construction (for example, asphalt or buildings)?
The timber pier will be replaced with a newer wood pier which is not anticipated to increase the
amount of impervious surface at the project site. The total area of the new structure will slightly
increase the amount of impervious surfaces due to the wider gangway and concrete floats.
Approximate impervious surface at project conclusion will be 30%, which is only slightly higher
than existing conditions.
h. Proposed measures to reduce or control erosion, or other impacts to the earth, if any:
Any potential erosion will occur in the nearshore habitat. This potential erosion will be reduced
by using agency recommended Best Management Practices for both in -water and shoreline
work.

There will be construction equipment used for this project, which will have gasoline/diesel

using a crane barge which will have fuel exhaust.

anticipated.

The Foss Waterway is listed as a superfund site for sediment contamination
2) Describe existing hazardous chemicals/conditions that might affect project development
and design. This includes underground hazardous liquid and gas transmission pipelines
located within the project area and in the vicinity.
Historically this site was highly industrialized. It was suspected when original reports
were made that improper disposal of chemicals, stormwater runoff through the industrial
complex and ground seepage from other pollutant sources upslope resulted in the
contiminated sediments. This was originally discussed in 1997. This site has been in a
conitnuous phase of cleanup since then, and there is still some risk that removing the
timber pilings will dislodge contominated sediment. However this will be managed
during contruction by using Best Management Practices and minimizing sediment
disturbance.
3) Describe any toxic or hazardous chemicals that might be stored, used, or produced
during the project's development or construction, or at any time during the operating
life of the project.
