The City has completed the Process II review of the above-referenced application to remodel a 15,047
square-foot building from a grocery store and office to a retail spa.The project also includes exterior
modifications and landscaping upgrades.The application was submitted to the City on February 8,2007.
The City issued a letter of completeness on March 11,2007, and then a request for additional information
on April 16,2007;revisions were submitted on May 11,2007.
The City hereby approves the enclosed site plan,and site details,per the enclosed Exhibit A,Findings
and Conclusions for File No. 07-100704-UP pursuant to Federal Way City Code(FWCC)Chapter 22,
Article V,"Site Plan Review—Process II."
PROCEDURAL INFORMATION
Unless modified or appealed,this project approval is valid for a period of one year from the effective date
of the decision.The effective date of this decision is June 22,2007. The applicant is responsible to apply
for and receive all applicable construction permits from the City of Federal Way before conducting any
work associated with this approval.If no further action is taken within one year of the decision,the
decision becomes void. The applicant must also substantially complete construction for the development
activity,use of land,or other actions approved by this decision, and complete the conditions(if any)listed
in this decision,within five years..after the final decision on the matter, or the decision becomes void.A
one-time,maximum one-year extension of one of these time limits may be granted by the Director of
Community Development Services if the applicant makes such request in writing in advance of the
expiration date of the decision. The request must demonstrate that the applicant is making substantial
progress on the developmentactivity,useof._land,_or other actions_apprnv_ed un-der this.article,__and..that ----
circumstances beyond the applicant's control prevent compliance with the time limits.
This decision shall not waive compliance with future City of Federal Way codes,policies, and standards
relating to this development.This decision may be appealed by any person who received a copy of this
decision pursuant to FWCC Section 22-368. The appeal must be in the form of a letter delivered to the
Department of Community Development Services(33325 8th Avenue South,PO Box 9718,Federal Way,
WA 98063-9718), and be accompanied by the established fee,within 14 calendar days after the effective
date of the decision. The appeal letter must contain a clear reference to the matter being appealed and a
statement of the factual findings and conclusions of the Director of Community Development Services
being disputed by the person filing the appeal. Being that you are the only party of record for this project,

FACTS & FINDINGS FOR PROJECT APPROVAL
KOREAN HEALTH SPA
File No: 07-100704-00-UP
The following are findings for approval of the Process II application to remodel a 15,047 square-foot
building from a grocery store and office to a retail spa.The subject property is located at 1805 South 316th
Street,Federal Way,WA.
1. Zoning for the subject site is CC-C (City Center Core).The CC-C zoning district allows for
retail establishments providing beauty and barber service use pursuant to Federal Way City
Code(FWCC) Section 22-792.The remodel does not constitute a change of use as the remodel
does not materially change nor modifies the general character of the operation as in the hours of
operation,required parking, or traffic generation as outlined in"Change of Use"under FWCC
Section 22-1. The Federal Way Comprehensive Plan (FWCP)designation for the subject site is
City Center Core.
2. The proposed project has been reviewed under Crime Prevention Through Environmental
Design(CPTED)Guidelines prescribed by Article XIX"Community Design Guidelines"of the
Federal Way City Code. Elements of the CPTED guidelines have been reviewed by the City of
Federal Way Public Safety Department in regards to this project and the project has been
deemed compliant with CPTED guidelines.
3. This proposed action is exempt from review under the State Environmental Policy Act(SEPA)
pursuant to WAC 197-11800(3).
4. The proposed project is deemed consistent with the site design standards set forth in FWCC Section
22-1634.There are no new proposed structures,and alterations to existing elevation design is limited
to façade treatments that exceed city standards.The proposed site plan incorporates pedestrian friendly
amenities such as pedestrian pathways,benches,trash receptacles,landscaping, and bicycle racks.
5_ The project is deemed consistent with applicable supplemental guidelines set forth in FWCC Section
22-1638.The entrance façade is clearly recognizable from the right-of-way(South 316th Street)and
incorporates façade articulation by means of trellises and canopies. Street oriented facades have been
treated with trellises and landscaping in accordance with FWCC Section 22-1636.
6. The proposed site plan application, and attachments have been determined to be consistent with the
FWCP,with all applicable provisions of the FWCC,and with the public health, safety,and welfare.
The streets and utilities in the area of the subject property are adequate to serve the anticipated demand
from the proposal,and the proposed access to the subject property will not be modified as a result of
the proposal.The proposed development is consistent with Process II,Project Approval,decisional
criteria required under FWCC Section 22-365.
A final inspection shall be conducted to confirm compliance with conditions of approval.This decision
shall not waive compliance with future City of Federal Way codes,policies,and standards relating to this
development.

On February 8, 2007, the City of Federal Way's Department of Community Development Services
received your Use Process II application to remodel a 15,047 square-foot building from a grocery store
and office to a retail spa located at 1805 South 316`h Street. Your application is deemed complete as of
March 8, 2007, based on the submittal requirements for Process II Project approval.
Additional Information Requested
The following technical comments must be addressed before your Use Process II approval can be granted.

Landscape Plan: Please revise your landscape plan showing the following:

1. Foundation landscaping to be installed along the northern facade fronting South 316`h Street per
FWCC Section 22-1638(3)(b).
2. Per FWCC Section 22-1566(g), five-foot-wide Type III landscaping is required along perimeter lot
lines. Upon a recent site visit, it has been discovered that the landscaping along the southern property
line has either died or has never been planted. Please submit a landscaping plan for the re-vegetation
of that five-foot-wide Type III landscaping along the southern property line.
3. A bicycle rack shall be provided on site.
Site Plan: Please revise your site plan showing the following:
1. Outdoor furniture, fixtures, and streetscape elements must be incorporated into the pedestrian level
of the site plan. Amenities such as lighting, freestanding signs, arbors, raised planters, benches and
other forms of seating and trash receptacles will satisfy this requirement(FWCC Section 1638(d)(5).
2. The site plan calls out a"stamped concrete walk"connecting the site to the public sidewalk. Per
FWCC Section 22-1634(d)(2), pedestrian pathways and pedestrian areas shall be delineated by
separate paved routes using a variation in paved texture and color. Approved methods of delineation

include: stone, brick, or granite payers: exposed aggregate; or stamped and colored concrete. Please
specify the method used for stamping the pedestrian connection.

via e-mail to Jim Bryant of Easters-Kittle Architects(copy enclosed), must be submitted.This will
aid the City in determining traffic trip generation.

Landscape Plan:
The foundation landscaping is demonstrated on the landscape plan and elevated in the
attached North Elevation sketches. The area along the southern property line is to be
replanted to conform to City requirements and is shown as a clouded revision on the
Landscape Plan. A bicycle rack has been provided at the southeastern corner and is shown as
