Dear Ms. Schils:
The City has completed the administrative review of the proposal referenced above, and the
Process I application is hereby approved based on the Findings of Fact,below.
Background
The applicant proposes to add a new loading dock/patio for the kitchen facility being constructed
as part of tenant improvements in Building NB-1; install four new site-security gates,two each at
the parking lots for buildings NB-1 and NB-2; and remove a dust vacuum tower system and
associated dumpster and replace with chiller tanks,part of the mechanical system for a new data
center in building NB-1.
Findings of Fact
1. The subject property is zoned Office Park(OP1).
2. The project does require a City of Federal Way building permit.
3. The project is exempt from review under the State Environmental Policy Act(SEPA).
4. The project does not trigger the nonconformance requirements of Federal Way.City Code
(FWCC) Section 22-334.
5. There are no significant changes to use, lot size, lot coverage, setbacks,parking,building
height,outdoor storage/use,pedestrian connections, critical areas, or landscaping resulting
from this project.
6. The project will not result in any material change to the approved architectural design or design
continuity of the structure,reflected in architectural features, colors,materials,and textures.

7. The proposal was reviewed in accord with FWCC Chapter 22, Article IV.B, "Process I—
Director's Approval,"and for compliance with the standards of the FWCC contained in Chapter
22,Article XI, "District Regulations for the Office Park(OP)Zone,"and applicable sections of
Chapter 22, Article IV, "Nonconformance"; Article XIII, "Supplementary District Regulations";
Article XIV, "Critical Areas";Article XV,"Parking"Article XVI, "Improvements";Article
XVII, "Landscaping"; and Article XIX,"Community Design Guidelines."
Conclusion
Based on our review,the proposal is found to be consistent with the Federal Way Comprehensive
Plan,FWCC, and with the public health, safety, and welfare.Approval of the project is
recommended.
Procedural Information
The effective date of the decision is February 8,2006.The decision may be appealed in the form
of a letter delivered to the Department of Community Development Services (33325 86'Avenue
South,PO Box 9718,Federal Way,WA 98063-9718)on or before February 22,2006,by any
person who submitted comments or received a copy of this decision. No work on the proposal can
commence until the end of the appeal period.
Because you are the only party of record,you can waive your right to appeal this decision by
submitting a written waiver request to the address above.Work on the project can proceed once
the written waiver request is received and you have obtained the necessary building permits.This
decision does not constitute building plan approval and does not waive compliance with future
FWCC regulations,policies,or standards relating to this development.
The hourly Process I review fee is$59 per hour plus a one-time automation fee of$5.Review and
processing time for this project was two hours.The total review is$123.00. After applying credit
for the$64 fee paid at the time of application,there is an outstanding balance of$59.00 due at
this time.

The above referenced application was submitted to the City on December 8,2005.At this time,
planning staff has completed an initial technical review of the application,with technical
comments listed below.
1. Minimum size for parking lot landscape islands is 64 square feet. Indicate the
finished size for the landscape island modified to accommodate the kitchen
loading dock alterations.
2. Provide a landscape plan for the landscape island modified to accommodate the
kitchen loading dock alterations.
3. Provide a west building elevation drawing that depicts the chilled-water tank
installation.
Please submit six copies of the material outlined above along with the enclosed resubmittal
information form. Once we have received the requested material, City staff will complete the land-

Weyerhaeuser NB-1 and NB-2 Site Modifications-Project Description
The Weyerhaeuser Corporation is proposing to make some minor modifications to the
project sites for their NB-1 and NB-2 projects in East Campus.
These buildings and sites were previously owned and developed by Capital One
as a Production Building (NB-1) and a Call Center Building (NB-2).
Weyerhaeuser recently purchased both of these buildings and is currently making interior
Tenant Improvement modifications to NB-1.
As part of the modifications to the facilities and sites there are a few minor site plan
modifications that are needed to help serve the new users.
These modifications include:
1. A new loading dock/patio for the kitchen facility being constructed in NB-1.
2.New Site Security Gates to provide secured parking for the Weyerhaeuser employees.
3. Removal of a dust vacuum tower system and associated dumpster installed by
Capital One and replacement in the same location of Ice Water Storage Tanks for the
new NB-1 Data Center mechanical system.
All of these site modifications require a Process 1 approval from the City of Federal Way
and that is the purpose of our submittal.
We are showing the necessary modifications on the enclosed site plan and detail sheets as
required and appreciate the review and approvals as required by the City.
The costs of the loading dock and Ice Water Storage Tank improvements have been
included in previous building permit submittals.
The cost of the Security Gates is $60,000 and they have not been included in any
previous permit submittals.
