Guests: Brian Hoffman, General Manager of Spectra, Stephen Marquez, PAEC, Angela San -Filippo, SKHP Executive Manager and Karen Brugato, Arts Commission Vice Chair. Chair Walsh called the meeting to order at 5:00pm BUSINESS ITEMS Public Comment: None Item G: Purchase of Portable Surveillance Camera Trailers was withdrawn from the agenda; it will be brought back at a future meeting. Approval of Minutes Committee member Walsh motioned to approve the May 10, 2022 minutes as written. Committee member Assefa-Dawson seconded. Committee member Assefa-Dawson stated that Lamont Styles made a presentation at the May meeting and wanted to know if their requests have been addressed. Committee member Walsh answered that they were asked to provide a written report and they have not received anything from them. Committee member Norton added that she met with them after the May meeting and Director Davis has asked for some specific information. She had created a form and is still waiting for some other people to complete the form. If the form is not returned to her in a couple of days she will turn in the two forms that she has received. Chair Walsh and Committee members Norton and Assefa-Dawson will meet with Staff Davis. Deputy Mayor Honda stated that if this is going to be something that the Committee is going to vote on then they can't all be in that meeting because it would be considered a quorum; only one committee member can attend the meeting. Committee member Norton stated that she would talk with Staff Davis about whether or not it's coming back to the PRHSPSC. Council President Kochmar asked if this was a Human Services form? Committee member Norton answered that it was a form that she created. Discussion was held. Staff Bridgeford clarified that currently they don't have a form that addresses to facility space and funding. Committee member Norton will provide Staff Bridgeford the forms that she has created. Motion passed. 2023 SKHHP Work Plan and Budget Ms. San -Filippo gave a presentation on the development of the 2023 SKHHP work plan. Federal Way is a member of SKHHP and are a partnership of 11 jurisdictions across South King County. Their mission is to work together and share resources to create a coordinated, comprehensive and equitable approach to increasing housing stability, reducing homelessness and producing and preserving quality affordable housing in South King County. Their overarching objectives fall into three categories: 1) Share technical and technical information and resources that help promote housing policies across the South King County sub -region; 2) Affordable housing investment; and 3) Outreach, education and advocacy. Ms. San -Filippo also highlighted a few key areas of some of their accomplishments from 2021 and also highlighted their areas of focus for 2022 and reviewed the 2023 workplan. The work plan is divided into K:\PRHSPS Committee\2022\06-14-2022 Mimutes.doc 3 PARKS, RECREATION, HUMAN SERVICES & PUBLIC SAFETY COUNCIL COMMITTEE Tuesday, June 14, 2022 Summary Page 2 five goal areas and each of the goal areas have action items that are critical. 1) Define strategies, direction and long-term goals to implement the SKHHP Interlocal Agreement; 2) Build long-term sustainability for the SKHHP Housing Capital Fund; 3) Work with partner jurisdictions to enhance and develop new local policies and programs that protect existing affordable housing stock, provide housing security and accelerate access to affordable housing; 4) Further strengthen regional stakeholders understanding of the spectrum of affordable housing options, the range of related needs and opportunities, and the housing system and 5) Develop some sub -regional strategies for housing preservation. Arts Commission and Federal Way Performing Arts Foundation MOU Staff Geddes presented the background information. The Arts Explosion is a multi -faceted arts event that will include local artists and offer free art events to the City of Federal Way community through performing and visual mediums; the event is scheduled to take place at the PAEC June 2 — 4, 2023. The Arts Commission voted to set aside $3000 of their 2023 budget as a contingency for any cost overruns that might not be covered by funds raised through grants or sponsorships obtained with this MOU. The Arts Commission does not currently have funding to support the event in full in its budget. Once the MOU is signed they can move forward with the Foundation to do some fundraising. The Foundation is a 501c(3) this allows them to apply for grants. Committee member Assefa-Dawson moved to forward the proposed Arts Commission MOU to the June 21, 2022 consent agenda for approval. Committee member Norton seconded. Motion passed. Report on PAEC Operations Spectra General Manager Brian Hoffman provided an update on the Performing Arts and Event Center (PAEC) for the month of May. There were 19 events held at the PAEC. Those events included the Federal Way Corral, Federal Way Youth Symphony, two Punjabi concerts that were sold out and a Soul of a Woman concert that was also very well attended. The Auburn Symphony performed six times at the PAEC. They also have a contract with Amazon through September 30; they rent out the parking lot and small meeting space for driver training. They have also fully transitioned to e-tickets ticketing platform and most recently they removed about 30 yards of bad soil in the art exhibit project. With the help of the Parks Department they unloaded 2,000 plants to be planted in the arts exhibit. June has also been a busy month with graduations and another Chamber luncheon. They also hosted the Washington State wrestling Hall of Fame induction ceremony. Internet Crimes Against Children ("ICAC") Interlocal Agreement Between the Seattle Police Department and Federal Way Police Department Deputy Chief Neal provided the background information. This is an ongoing agreement and they are asking permission to continue this agreement. There is no cost to the City; ICAC provides a singular and dedicated computer and there is one detective that is dedicated to working the highly sensitive cases. Committee member Norton moved to forward the proposed Agreement to the May 17, 2022, consent agenda for approval. Committee member Assefa-Dawson seconded. Motion passed. Edward Byrne Memorial Justice Assistance Grant (JAG) Program for Fiscal Year (FY) 2021 Deputy Chief Neal provided the background information. The Edward Byrne Memorial Justice Grant Program is the primary provider of federal criminal justice funding to state and local jurisdictions. It is generally used for technology and equipment in the Police Department. They apply for this grant every year; the total amount of the grant is $39,550. Committee member Assefa-Dawson moved to forward the proposed JAG MOU to receive grant funds for Fiscal Year 2021 to the June 21, 2022, consent agenda for approval. Committee member Norton seconded. Motion passed. 4 PARKS, RECREATION, HUMAN SERVICES & PUBLIC SAFETY COUNCIL COMMITTEE Tuesday, June 14, 2022 Summary Page 3 Agreement between the Washington Traffic Safety Commission (WTSC) and the Federal Way Police Department to Provide Grant Funding for Traffic Enforcement Deputy Chief Neal provided the background information. The total amount of this grant is $3,000 and will be used for seatbelt enforcement. No discussion was held. Committee member Norton moved to forward the amendment to the IAA between WTSC and the Federal Way Police Department to the June 21, 2022 City Council agenda for approval.
