The members who reviewed your project and provided comments include staff from the City's Planning and Building Divisions and Public Works Department,and representatives from Lakehaven Utility District and South King Fire and Rescue. Some sections of the Federal Way City Code(FWCC)and relevant information handouts are enclosed with this letter. Please be advised,this letter does not represent all applicable codes. In preparing your formal application,please refer to the complete FWCC and other relevant codes for all additional requirements that may apply to your project. MAJOR ISSUES Outlined below is a summary of the major issues of your project based on the plans and information submitted for preapplication review.These issues can change due to modifications and revisions in the plans.These major issues only represent comments that the DRC consider most significant to your project and do not include the majority of the comments provided.The major issues section is only provided as a means to highlight critical requirements or issues.Please be sure to read the entire department comments made in the next section of this letter. • Planning Division All lots must abut a public right-of-way. (The one exception is a private road.)Your rear lot must be shown as a flag lot(instead of using an easement to get to the rear lot). • Mr.Nguyen Page 2 July 21,2006 • Public Works Traffic Division 1. Street frontage improvements and right-of-way dedication are required along South 288th Street. 2. Sight distance analysis per AASHTO is required for the proposed driveway. DEPARTMENT COMMENTS Outlined below are the comments made by the representatives of each department present at the preapplication conference.Each section should be read thoroughly. If you have questions,please contact the representative listed for that section. PLANNING DIVISION (Andy Bergsagel,253-835-2644,andy.bergsagel@cityoffederalway.com) 1. Short Plat Process.Pursuant to FWCC Chapter 20,Article II,Division 5,"Short Subdivision Plats," short plat applications are administratively processed through the Department of Community Development Services under FWCC Section 20-83, et seq.The Director of Community Development Services will issue a decision on the short subdivision request.After the department determines that the application is complete,public notice of the short plat proposal will be prepared (FWCC Section 20-90),and a 14-day public comment period will be provided.No public hearing is required,unless there is an appeal of the Director's decision.A master land use application,short plat handout,and code sections are enclosed. 2. Fees. The 2006 short plat application fee is$2,131.50.Additional utility fees, school impact fees, and engineering plan review fees may apply.The school mitigation fees will be collected at the time of individual building permit applications. 3. Lot Size. The zoning for the subject site is Residential Single-Family,RS-7.2.Minimum lot size for all lots is 7,200 square feet. Should public right-of-way be dedicated to the City as part of this short plat, the affected area will not be included in the lot sizes.Also,pursuant to FWCC 20-153,area dedicated to access easements is not included as part of the lot size. 4. Design Criteria.Pursuant to FWCC Section 20-152, all lots should be of ample dimensions to provide a regularly shaped building area that meets required setbacks,all lots should be designed to provide access for emergency apparatus,and all lots should abut a public street right-of-way. Therefore,your rear lot must be converted to a flag lot.The panhandle of the flag lot should be 22 feet wide in order to provide for a 12-foot-wide driveway and five feet on each side(12+5 +5 =22 feet). 5. Setbacks. Future structures must conform to the following structural setback requirements of FWCC Section 22-631,"Detached Dwelling Units:"20-foot front yard,five-foot side yard, and five-foot rear yard.The 20-foot front setback is measured from(parallel to)a street or approved access easement. 6. Lot Coverage. Lot coverage for residential uses is limited to 60 percent and includes all impervious surfaces such as driveways,walkways,patios, and roof overhangs. 7. Driveways. Driveways must meet a five-foot setback from side property lines. 06-102952 Doc ID 37024 Mr.Nguyen Page 3 July 21,2006 8. Building Height. Single-family detached structures are allowed to a height of 30 feet(midpoint of pitched roof).Refer to FWCC Section 22-1 for definitions of"average building elevation"and "height of structure." 9. Open Space. The open space requirements of FWCC Section 20-155 do not apply to short plat applications. As such,no open space is required for this application. 10. Significant Trees. During the short plat process,existing significant trees should be retained to the maximum extent possible,except for those which will be removed for improvements or grading as shown on approved engineering plans. Preservation of significant trees,pursuant to FWCC Section 22-1568, shall apply at the time that each building permit is applied for.Please show the location of all significant trees, along with species and diameter,and indicate those which must be removed for improvements. Significant trees are defined in FWCC 22-1 as those which are 12 inches in diameter or 37 inches circumference(at 4.5 feet above ground), in good health,and not detrimental to the community. Significant trees do not include red alder,cottonwood,poplar,or big-leaf maple. 11. Critical Areas. The City of Federal Way Critical Area Map does not show any critical areas on your site. 12. SEPA (State Environmental Policy Act). Short plats are generally exempt from SEPA review,unless there are critical areas on site.Your project is exempt from SEPA. PUBLIC WORKS DEVELOPMENT SERVICES DIVISION(Sean R.Wells,P.E.,253-835-2731, sean.wells@cityoffederalway.com) Land Use Issues—Stormwater 1. Surface water runoff control and water quality treatment will be required per the 1998 King County Surface Water Design Manual(KCSWDM)and the City of Federal Way Addendum to the 1998 KCSWDM.This project meets the requirements for a Small Site Drainage Review.At the time of land use site plan preliminary short plat submittal,a preliminary Technical Information Report (TIR),addressing the relevance of the project to the eight core and five special requirements of the KCSWDM will be required.A Level 1 downstream analysis shall also be provided in the preliminary TIR.The City has 1"= 100',five-foot contour planimetric maps that may be used for basin analysis. 2. If infiltration is proposed, soil logs prepared by a licensed geotechnical engineer or septic designer must be provided to verify infiltration suitability. Right-of-Way Improvements 1. See the Traffic Division comments from Sarady Long,Traffic Engineer, for traffic related items. 2. If dedication of additional right-of-way is required to install street frontage improvements,the dedication shall be conveyed to the City through a statutory warranty deed.The dedicated area must have clear title prior to recording. Building Permit Issues 1. In addition to engineering approval, short plats and subdivisions are required to obtain a separate permit for grading.Details and fees may be obtained from the Federal Way Building Department. 06-102952 Doc ID 37024 Mr.Nguyen Page 4 July 21,2006 2. The Federal Way Development Standards Manual(including standard detail drawings, standard notes, and engineering checklists)is available on the City's website at www.cityoffederalway.com to assist the applicant's engineer in preparing the plans and TIR. 3. When topographic survey information is shown on the plans,the vertical datum block shall include the phrase"DATUM:N.G.V.D.-29"or"DATUM: K.C.A.S.,"on all sheets where vertical elevations are called out. 4. Provide cut and fill quantities on the clearing and grading plan.Erosion control measures,per Appendix D, 1998 KCSWDM,must be shown on the engineering plans. 5. The site plan shall show the location of any existing and proposed utilities in the areas affected by construction. PUBLIC WORKS TRAFFIC DIVISION(Sarady Long,253-835-2743, sarady.long@cityoffederalway.com) Transportation Impact Analysis 1. Based on the Institute of Transportation Engineers Trip Generation 7th Edition,land use code 210 (Single-Family Detached Housing),the project is expected to generate less than 10 new weekday evening and less than 100 weekend peak hour trips onto the nearest key intersection.Therefore,'a Transportation Impact Analysis(TIA)report is not required for this proposal. Street Frontage Improvements 2. Per Federal Way City Code(FWCC) Section 22-1474,the applicant/owner would be expected to construct street improvements consistent with the planned roadway cross-sections as shown in Map III-6 of the FWCP and Capital Improvement Program(CIP)shown as Table III-19.Based on the materials submitted, staff conducted a limited analysis to determine the required street improvements in meeting the FWCC.Based on the analysis and FWCC,the applicant would be expected to construct street improvements and dedicate ROW on South 288th Street to accommodate the City's planned roadway cross-sections. • South 288th Street is planned as a Type"P'street,consisting of a 58-foot street with curb and gutter,six-foot planter strips with street trees,eight-foot sidewalks,and street lights in a 92-foot right-of-way(ROW).To accommodate the planned Type I street,an additional 16 feet would need to be dedicated to the City. South 288th Street is fully constructed with curb and sidewalk but not to the current adopted standard.The new trips generated by the development are not expected to create significant impact to the South 288th Street corridor;therefore,staff is recommending only ROW dedication on South 288th Street.A written street modification request with appropriate fee must be submitted to the Public Works Director. 06-102952 Doc ID 37024 Mr.Nguyen Page 5 July 21,2006 Access and Traffic Circulation 3. Submit sight distance analysis per AASHTO at the proposed driveway on South 288th Street.The analysis shall bear the seal of an engineer licensed in the State of Washington.The sight distance triangle shall be depicted on the plan set. 4. Please provide photo documentation within the report of the sight distance analysis.The photo must show the location of the sight distance standard in the picture as well as the location of the viewer. If a photo cannot be provided,plan sheets with plan and profile within the report can also provide the site distance documentation.If this method is used, state if the sight distance requirements are met or not on those documents and provide this information within the appendix of the report. BUILDING DIVISION(Scott Sproul,253-835-2633, scott.sproul@cityoffederalway.com) No comments. LAKEHAVEN UTILITY DISTRICT(Brian Asbury,253-946-5407,basbury@lakehaven.org) Water * A water meter application is required for a separate meter/service for any new connection to the water distribution system,or modification to any existing connection(e.g.,larger water service connection, abandonment of existing service(s),etc.),in accordance with standards defined in Lakehaven's current'Fees and Charges Resolution'. * Depending on the location of the new water meter for the proposed Lot 2 and the configuration of the new lot lines for the short plat, a private water easement may be required across a portion of the proposed Lot 1,for the benefit of Lot 2's building supply line across said property.This private easement shall cover off-site property along the route of the affected portion of the building supply line from the edge of public right-of-way or Lakehaven easement to Lot 2. Sewer * A side sewer permit will be required for any new connection to the sanitary sewer system or any modification to the existing side/building sewer,in accordance with standards defined in Lakehaven's current'Fees and Charges Resolution'. Minimum slope for gravity side/building sewers is 2%. * Depending on the location of the new side sewer line for the proposed Lot 2 and the configuration of the new lot lines for the short plat, a private sewer easement will be required across a portion of the proposed Lot 1,for the benefit of Lot 2's side sewer line across said property.This private easement shall cover off-site property along the route of the affected portion of the side sewer line from the edge of public right-of-way or Lakehaven easement to Lot 2. General * Lakehaven's Capital Facilities Charges are calculated on the basis of Equivalent Residential Units (ERU).
