MEETING MINUTES
1. CALL TO ORDER
Chair Bronson called the meeting to order at 6:01 p.m.
2. ROLL CALL
Commissioners present: Lawson Bronson, Hope Elder, Tim O’Neil, Tom Medhurst, Diana Noble-Gulliford,
Wayne Carlson, and Anna Patrick.
Chair Bronson excused Commissioners So and Chynoweth.
City Staff present: Planning Manager Keith Niven, City Attorney Kent van Alstyne, and Admin & Permit
Center Supervisor Kari Cimmer.
3. APPROVAL OF MINUTES
Commissioner Medhurst moved to approve the May 18, 2022 minutes as submitted. Commissioner O’Neil
seconded.
Commissioner O’Neil moved to approve the May 4, 2022 minutes as corrected. Second by Commissioner
Elder.
4. PUBLIC COMMENT
Mary L. Ehlis requested information on the shoreline and associated uses regarding the Camp Kilworth
property.
5. COMMISSION BUSINESS
Planning Manager Niven began a review of the Shoreline Master Program (SMP) Chapter presentation with
a summary of its introduction.
Commissioners mad4e and requested the following comment and clarifications:
1. Section 10.0 Introduction, first paragraph: Proposed change from “balancing” to “preserving.”
2. Map SMP-2: This is a new map proposed to be included in the Shoreline Chapter. SMP Goals that
tie to this map and resource are SMPG11, SMPG12, and SMPG13.
3. Parks Chapter: Ensuring this Chapter has Goals & Policies addressing the desire to maintain and
possibly increase public access to the Shorelines of the City. Planning Manager Niven will forward
this to staff working on this chapter.
4. Using concrete or other materials to preserve pedestrian accessways: SMPG2 and SMPG5 are
supportive of this activity.
5. SMPG1: Editing this goal to read: “Designs, densities, and locations for all allowed uses and
development should shall consider physical and natural features of the shoreline and to prevent a
new loss of shoreline ecological functions.”

6. MANAGER REPORT
Planning Manager Niven reported that planning department staff have been paying visits to local
organizations and coordinating events to get public input on the Comp Plan updates. He encouraged
Commissions to explore the Engage Federal Way site.
The Bally’s hearing will be held at the August 9, 2022 City Council meeting.
The 2022 Comp Plan Amendments for the Rivera property and the Traffic division will be presented at the
August 17, 2022 Planning Commission meeting. Mr. Niven will ask Associate Planner Kamieniecki to
contact the Commissioners with information on the S. 325th Avenue freeway exit.
7. NEXT MEETING
Planning Manager Niven announced the next meeting of the Planning Commission will be held at 6:00 p.m.
on July 20, 2022.
8. ADJOURNMENT
Commissioner Carlson moved that the meeting be adjourned; Second by Commissioner O’Neil.
The meeting adjourned at 7:04 p.m.
