What you have submitted as a landscape plan is sufficient for the land use process I application. However, a
more detailed landscape plan is needed to complete the building permit application for the Planning
Department requirements. Listed below is what shall be included in the landscape plan:
1. Type of Plant: Scientific name and common name
2. Quantity of each plant
3. Size of the plant,must meet the size requirements of FWCC Section 22-1564.
4. Location of where each plant will be planted.
5. Must be stamped by the City's landscape architect or another Washington State licensed landscape
architect.
6. 11x17 or larger
7. An inspection of the landscaping will be conducted once it is installed so it is important to have a detailed
plan.
Please let me know if you have any questions. I will be out of the office all next week and returning June 2nd
Any planner can answer general questions about the landscape plan if needed.

SUBJECT: Pipe Shed Permit Application/amendment
The parks department is applying for a permit to have a metal-sided pole building built at Steel
Lake Park next to the existing wood shop building. The new building is to be 30'x32' and have 2
doors, 1) 10'x10' roll up and 1) 3.0 walk through door. At the peak the building will be 14' in
height. The color of the new building will match as close as possible the existing woodshop
• building. The siding will be Taupe and the roof will be Charcoal color. The new building will be
located 14 feet to the north.
This 960 sq. ft. building will serve as a replacement for a 800 sq. ft.building that will be
demolished upon completion of the new building. The existing woodshop and the proposed new
pipe shed building are 50 ft. from 24th Ave S. There is an existing nursery area to the west of the
woodshop that will be enlarged to the north once the old building is demolished. This will act as
a buffer to the west and the view from 24"'Ave S. We will also install a landscape buffer
consisting of native ferns, strawberry groundcover and pyramidal arborvitae next to the western
wall of the new structure.
Note:
• There are no significant trees to be removed.
• This building is well beyond 200 feet of the OHWM of Steel Lake as you can tell by the
existing plans.
• Existing woodshop is built with 8"wide cement cinder blocks that have a fire rating of 3
hours.
• After a discussion with Lt. Greg Brozak F.W.F.D.he will be satisfied after we install a
gate entrance off 24th street near the woodshop building to provide access to the hydrant
located on 24th street.
• All overhead power and phone lines serving transformer and light pole will be buried in
conduit in accordance to code.
• The new building will have gutters and down spouts that will be drained into a CB,then
out a perforated pipe buried in a two by two foot ditch 125 feet long as per specs
provided by city.
• Landscaping on west side of building has been approved by the cities certified landscape
architect.

Metal-Sided Pole Building; 2410 South 312th Street
Dear Mr. Osborn:
The City of Federal Way has completed an administrative review of your proposal to construct a 14-foot
metal-sided pole building at Steel Lake Park next to the existing wood shop building. The new building
will be 960 square feet and will have two doors. The project is located at 2410 South 312th Street and the
property is zoned Single Family Residential(RS-7.2). The Process I application is hereby conditionally
approved based on the enclosed Findings for Site Plan Approval.
CONDITION OF APPROVAL
1. The nursery meets the intent of Type III landscape requirements of Federal Way City Code
(FWCC) Section 22-1564,and meets the requirement of a ten-foot wide landscape buffer on
property lines for a non-residential use on a residentially zoned property. If the nursery is
moved or taken out,the applicant shall install trees, shrubs,and groundcover to meet the intent
of the FWCC Section 22-1564.
This decision does not waive compliance with future City of Federal Way code, policies, and standards
relating to this site. The effective date of this approval is May 30,2003•Pursuant to FWCC Section 22-
356, any person who received notice of this administrative decision may appeal the decision to the
Federal Way Hearing Examiner by June 13,2003• Please be aware that work on the project may not
begin until the end of the appeal period.
Since you are the only party of record you may waive your right to appeal this decision. The City must
receive this waiver in writing. Waiver of the right to appeal does not affect the effective date of this
decision. Therefore, if you choose to waive your right to appeal,you could begin work on the project
when the City receives your written waiver,provided you have obtained the necessary building permits.

1. The applicant proposes to construct a metal-sided pole building built at Steel Lake Park next to the
existing wood shop building located at 2410 South 312th Street. The zoning designation for the
subject property is Single Family Residential(RS-7.2).This zoning district permits public parks and
associated buildings as determined by the City pursuant to the Federal Way City Code(FWCC)
Section 22-646. This proposal is subject to land use Process I,Director's Approval, as it does not
meet the land use process exemptions under FWCC Section 22-32.
2. The area proposed for the new building is a park nursery that consists of a 16-foot wide tract to the
west side of the property along 24`h Avenue South. The nursery includes a wide variety of deciduous
and evergreen trees and shrubs. The nursery will be relocated to where the existing storage shed(to
be demolished) is currently located.
3. The proposed building is exempt from the SEPA review process pursuant to Washington
Administrative Code(WAC) 197-11-800(1)(b)(iii), "Categorical Exemptions,"as the proposed project
is less that 4,000 square feet.
4. The proposal has been reviewed for consistency with all applicable zoning regulations including,
FWCC Chapter 22,Article IV, "Nonconformance,"Article XVII,"Landscaping,"and Article XIX,
"Community Design Guidelines."
5. Pursuant to FWCC Section 22-334(3)(b) if a new and separate structure is being constructed on an
already developed site that is nonconforming,the applicant shall comply with all development
regulations applicable to the geographic portion of the site on which the new structure and any related
improvements are to be constructed. The geographic portion of the proposed site that is subject to
current regulations is the rectangular area from the proposed new building west to 24th Avenue South.
6. Pursuant to FWCC Section 22-1632,Community Design Guidelines are applicable to all commercial,
office, and industrial development applications in commercial zones and non-residential uses in
residential zones. This project is a non-residential use on a residentially zoned property;therefore,
design guidelines are applicable. The proposed pipe building meets the requirements of FWCC
Section 22-1635,"Building Design,"for matching building material and colors to the primary
building. Within the same code section, part 2c, in order to minimize the look of a blank wall,
foundation landscaping shall be provided along the blank walls with plant material that will obscure
or screen the wall's surface. Prior to issuance of the building permit for file no. 03-101626-00-CO, a
landscape plan shall be submitted showing the location and plant type of the trees, shrubs, and
groundcover for the foundation landscaping that screen the building blank walls.

7. Pursuant to FWCC Section 22-1566(b)(1), a ten-foot wide landscape buffer is required along all
property lines of a non-residential use in the residential zoning districts. However,based on finding 5,
only the said geographic portion is required to meet this requirement. When the nursery is relocated
and planted in its proposed location,the items include and generally meet the intent of Type III
landscape requirements of FWCC Section 22-1564. If the nursery is moved or taken out,the applicant
shall install trees, shrubs,and groundcover to meet the intent of the FWCC Section 22-1564.
8. Pursuant to FWCC Section 22-395(b),and the these findings,the proposal is found'to be consistent
with the Federal Way Comprehensive Plan, all applicable provisions of the FWCC; and with the
public health, safety, and welfare.

SUBJECT: Pipe Shed Permit Application/amendment
The parks department is applying for a permit to have a metal-sided pole building built at Steel
Lake Park next to the existing wood shop building(Existing woodshop is built with 8"wide
cement cinder blocks that have a fire rating of 3 hours). The new building is to be 30'x32' and
have 2 doors, 1) 10'x10'roll up and 1)3.0 walk through door. At the peak the building will be
14'in height. The color of the new building will match as close as possible the existing
woodshop building. The siding will be Taupe and the roof will be Charcoal color. The new
building will be located 25 feet to the north.
This 960 sq. ft.building will serve as a replacement for a 800 sq. ft.building that will be
demolished upon completion of the new building. The existing woodshop and the proposed new
pipe shed building are 50 ft. from 24th Ave S. There is an existing nursery area to the west of the
woodshop that will be enlarged to the north once the old building is demolished. This will act as
