(PACIFIC) for ARCO Products Company Station 5241. The service station is located at South 320th Street and 23rd Avenue South in Federal Way (Figure 1). Replacement of underground gasoline storage tanks at the site is currently taking place. The tanks on site are being upgraded to double- walled fiberglass construction. In order to install fiberglass tanks, pea-gravel backfill material must be used. Due to this requirement, and since the new excavation will hold one additional tank, a quantity of soil will be generated which must be removed from site. The volume of soil to be removed is estimated to be between 450 and 500 cubic yards. Soil borings were installed at the site prior to tank removal activities. Eleven discrete soil samples were collected and analyzed for total petroleum hydrocarbons (TPH) as gasoline. TPH-gasoline concentrations exceeding Model Toxics Control Act (MTCA) cleanup guidelines were found in two of the eleven samples analyzed. Based on these findings, PACIFIC anticipates that some of the soil excavated during the tank replacement will contain TPH-gasoline concentrations exceeding MTCA guidelines. In order to reduce the concentrations to below MTCA levels, soil vapor extraction is proposed. A berm constructed of straw bales will be placed around the stockpile and will serve to anchor the sheeting as well as control runoff. The proposed stockpile location is presented in Figure 2. Prior to system start-up, soil samples will be collected from the stockpile to document hydrocarbon concentrations. Perforated PVC piping will be installed in the stockpile and will be manifolded into a common header. The header will be connected to condensation tanks and then to three one-horsepower explosion-proof blowers to extract hydrocarbon vapors from the soil. The exhaust will be discharged directly to the atmosphere via a four-inch diameter, 20-foot high PVC stack (Figure 3). An air discharge permit will be obtained from the Puget Sound Air Pollution Control Agency (PSAPCA). Hydrocarbon emission concentrations will be controlled through individual valves on the perforated vents, and if necessary, by a main dilution valve. Emissions will be monitored continually during system start-up, and biweekly thereafter. The goal of treatment is to reduce hydrocarbon concentrations in the soil to below MTCA cleanup standards. PACIFIC estimates the length of treatment system operation to be about one month. After emissions have dropped, additional soil samples will be collected from the stockpile to document hydrocarbon concentrations for disposal. The soil will be disposed of at Coal Creek Landfill, after approval is obtained from the King County Health Department. PACIFIC has successfully performed this type of soil treatment at other service station sites in Auburn and Renton. If you have any questions about the system or this letter, please give me a call. Sleister & Sons 12303 Cyrus Way Lynwood, WA 98037 Location: 2202 South 320th Street, Federal Way Lead Agency: City of Federal Way The responsible Official of the City of Federal Way hereby makes the following decisions based upon impacts identified in the environmental checklist, the Federal Way Comprehensive Plan, and other municipal policies, plans, rules, and regulations designated as a basis for exercise of substantive authority under the Washington State Environmental Policy Act Rules pursuant to R.C.W 43 .21C.060. The lead agency for this proposal has determined that it does not have probable significant adverse impact on the environment, and an Environmental Impact Statement (EIS) is not required under R.C.W. 43 . 21C. 032 (2) (c) , only if the following conditions are met. This decision was made after review of a completed environmental checklist and other information on file with the lead agency. This information is available to the public on request. Conditions: 1. All tank removal shall be in compliance with plans and procedures approved in accordance with Local, State, and all Federal regulations governing such activities. 2. All areas disturbed through the tank removal process shall be filled, graded level, and sealed as required by the Public Works Director. 3 . The public storm drainage system shall be protected against infiltration and contamination during the tank removal process, as required by the Public Works Director. Appropriate protection methods and a spill containment plan shall be reviewed and approved by the Public Works Director prior to issuance of the related construction permit. 4. The final cleanup levels to be achieved will be those listed in the draft cleanup standards section of the Model Toxics Control Act, Chapter 173-34-WAC. 5. Excavated soils must be protectively stockpiled while awaiting analytical results and disposal determinations.
