Dear Ms. Harper:
The purpose of this letter is to authorize the services of Sheldon and Associates in a stream and
wetland determination for the above referenced site.
In a February 20, 2001 letter, I requested an estimate from Sheldon and Associates for
determination of regulated wetland and/or stream on or neat the Tkachuk property. Your
February 28, 2001 fax indicated that a budget of$525.00 would be appropriate for the
determination.
At this time,the funds have been received. Please consider this letter as an authorization to
proceed with the review
I understand that a draft response from your firm will be available approximately three weeks
from the date of the notice to proceed.

As requested by.the;City;.I:visited the Tkachuk site to make a determination on the presence and
classifications of streams and wetlands in the vicinity of the property. The property is located at
28107 280 Avenue South, parcel tk231240-003oao5.
My findings are.as follows:
1. A small Wetland 6OcUrs On the adjacent lot (parcel #231240-0020-28103), immediately to
the:north of the;Tkaohukproperty. It appears that this wetland has been delineated in the
past,as I saw wetland edge flagging. This delineation may be on record with the City. The
wetland appears tO be less than 10,000 square feet in size. The main water source is from
hillside seeps; and:.the Water drains from the wetland via the roadside ditch, This flow
appears to remain on the east side of Military Road S., and does not appear to cross over
into the wetlands On the Heritage Woods site. The vegetation in the wetland is dominated
by salmonberry, Himalayan blackberry, and soft rush: This qualifies as a palustrine scrub
shrub class according to the:U.S. Fish &Wildlife Service system of:classification:. Based
on the presence of one wetland class and the small size of the wetland, this wetland would
be classified es a Category Ill under.Federal Way City Code, Section 22-1. The minimum
buffer for Category wetlands that are less than 10,000 square feet in area is 25 feet.
As the property lines for the Tkachuk site were not staked, I could not measure the
distance to trio offslte wetland: My estimate is that the south edge of the wetland lies within
10 to 15 feet,of the Tkachuk north property line. It appears that the 25-foot..buffer for this
wetland extends onto the Tkachuk lot, possibly as much as 15 feet (see site sketch).
2. There is.a small unnamed creek.that crosses the`southwest corner of the Tkachuk
property. The stream is culyerted under Military Road S., and discharges to the wetlands
on the Heritage Woods site. Approximately 10 to 20 lineal feet of the stream.occur on the
Tkachuk property:':Upstream of the Tkachuk site, the stream originates from a small
roadside ditch:at the Southwest Corner of the intersection of S. 282'St. arid:27tt'Ave. S.
The stretch of stream between S. 282nd St and Military, Road S., including the portion on
the Tkachuk site,Is:.a very small channel that averages about 2 feet wide and about 2
inches deep..,This'part of.the':stream appears to be too small to provide:habitat for
salmonid species:
Downstream of the Tkachuk site,the stream discharges to the Heritage Woods wetland,
which has a.vertical standpipe outlet. The vertical drop in water level in this pipe is at least
3 feet. I consider..this pipe a fish passage blockage. Therefore, given this permanent

blockage,;.and,the very small size of the upstream channel, the stream on the Tkachuk site
should be designated as a minor stream under FWCC Section 22-1. The Minimum buffer
for minor streams'is 50:.feetfrom'the ordinary high water mark. Both the stream and the
50=foot buffer clearly extend onto the Tkachuk site (see site sketch).

for the above referenced site. Sheldon and Associates was asked to submit an estimate
for their determination if a stream and/or a wetland are on or adjacent to your
property. Their estimate is enclosed.
The normal course of action is for the city to set up an account to be funded by the
applicant and drawn down by the work performed by Sheldon and Associates. If the
money is not used, it will be returned to the applicant.
At this point, please review the proposed Sheldon and Associates cost estimate. If you
agree with the cost estimate, a check in the amount of $525.00, payable to the City of
Federal.Way must be submitted before the determination will be scheduled.
