The purpose of the site remediation work is to remove petroleum contaminated soil from the site. After removal of contaminated soil, clean fill dirt will be imported and the site graded flat. The following City of Federal Way permit numbers are assigned to this land use application: 1. Use Process I -UPR96-0015 2. State Environmental Policy Act checklist - SEP96-0013 3. Land Surface Modification-LSM96-0002 A Notice of Complete Application was issued to the applicant on May 28, 1996. The notice informed the applicant that the land use application filed meets the City's submittal requirements for each of the types of permits listed above. In reaching a decision on this land use proposal, the City will consider the following technical information submitted by the applicant: 1. Subsurface Investigation Report-Former Exxon R/S NO. 7-2518, prepared by Delta Environmental Consultants, Inc. 2. Level II Environmental Site Assessment & Remediation Evaluation, prepared by RZA-AGRA consultants. 3. Site Plan 4. State Environmental Policy Act checklist. This project will be reviewed under the provisions of land use process I. Under process I, the Director of Community Development Services makes the decision based on a review of the process I decisional criteria (Federal Way City Code section 22-394), official file and any written public comments. Any persons interested in this application may review the file and/or submit written comments to the Director of Community Development by June 26, 1996. Only those persons who submit written comments may appeal the directors decision. The Public Works Department has the following comments regarding the remediation work: 1. Any work proposed in the right-of-way will require a right-of-way permit. This may include installation of monitoring wells, connection to utilities, etc. Mary McCaughan should be contacted at 661-4127 for any information pertaining to these permits. 2. The applicant should submit a temporary erosion control plan for the work including any construction entrance pads, siltation fencing, revegetation plans, location of excavation piles, etc. 3. Access onto S. 320th Street will be restricted and access should be obtained through the internal roadway in Gateway Center (Gateway Center Boulevard). The following controls will be maintained throughout the duration of the project: - Straw bales will be placed around a temporary stock pile to contain the waste soils excavated from the the sub-surface. - All excavated soil will be stockpiled and covered with visqueen plastic to prevent potential rain water runoff. The site surface will be swept clean during and after the excavation to reduce wind blown or surface water dispersion of waste soils.
