This office and other City staff have reviewed the environmental checklist you submitted.We have determined that the
proposal will not have a probable significant adverse impact on the environment.As a result,an environmental impact
statement(EIS)is not required to comply with the State Environmental Policy Act(SEPA).
A 14-day comment period is required by the SEPA rules(WAC 197-11-340).A notice inviting comments was
published in the Federal Way Mirror on October 4,2008.At the end of the comment period,the department will
determine if the DNS should be withdrawn,modified,or issued as proposed.All final determinations may be appealed
within 14 days following the comment deadline.No licenses,permits,or approvals will be issued until completion of
the appeal period.
Our decision not to require an EIS does not mean that the license,permit,or approval you are seeking from the City has
been granted.Approval or denial of the proposal will be made by the appropriate administrative or legislative body
vested with that authority.The environmental record is considered by the decision maker(s)and conditions will be
imposed to reduce identified environmental impacts,as long as the conditions are based on adopted and designated City
policy.
After a final decision has been made on your proposal(i.e.,after approval has been issued or City Council action taken,
as applicable),you may,but are not required to,publish a Notice of Action as set forth in RCW 43.21 C.075.The Notice
of Action sets forth a time period after which no legal challenges regarding the proposal's compliance with SEPA can
be made.A copy of the Notice of Action form and copies of RCW 43.21C.080 and WAC 197-11-680 providing
instructions for giving this notice are available from the Department of Community Development Services.
The City is not responsible for publishing the Notice of Action.However,the City is responsible for giving a notice(to

PURPOSE OF CHECKLIST
The State Environmental Policy Act(SEPA),Revised Code of Washington(RCW)Chapter 43.21C,
requires all governmental agencies to consider the environmental impacts of a proposal before making
decisions.An environmental impact statement(EIS)must be prepared for all proposals with probable
significant adverse impacts on the quality of the environment.The purpose of this checklist is to provide
information to help you and the agency identify impacts from your proposal(and to reduce or avoid
impacts from the proposal,if it can be done)and to help the agency decide whether an EIS is required.
INSTRUCTIONS FOR APPLICANTS
This environmental checklist asks you to describe some basic information about our proposal.
Governmental agencies use this checklist to determine whether the environmental impacts of your proposal

level and office on the second and third levels. Building will be
located on a 47,618 sf site with new parking lot and landscaping
areas.

at 33430 13th Place within the City of Federal Way, Washington.

Way, Washington.
B. ENVIRONMENTAL ELEMENTS
1. Earth
a. General description of the site (circle one): flat, rolling, hilly, steep
slopes, mountainous, other
The site is vacant, paved with some landscaping
b. What is the steepest slope on the site (approximate percent slope)?
The steepest slope in the existing paved area of the site is approximately
15%. Short slopes in the existing perimeter landscape strip are as steep
as 60%.
c. What general types of soils are found on the site (for example, clay,
sand, gravel, peat, muck)? If you know the classification of agricultural
soils, specify them and note any prime farmland.
According to the Technical Information Report prepared by ESM
Consulting Engineers, L.L.C., "The Soils Conservation Services (SCS)
Maps indicate the presence of Everett-Alderwood (EvC) series soils
throughout the project site. As this is a mix of till and outwash soils, it is
treated as till.

d. Are there surface indications or history of unstable soils in the
immediate vicinity? If so, describe.
No known indications or history of unstable soils.
e. Describe the purpose, type, and approximate quantities of any filling or
grading proposed. Indicate source of fill material.
2,470 cubic yard of cut and 2,770 cubic of fill for a very slight net import
of 300 cubic feet.
f. Could erosion occur as a result of clearing, construction, or use? If so,
generally describe.
Yes, clearing and construction associated with this development could
contribute to the likelihood of erosion. Best Management Practices to
control erosion and sedimentation will occur during construction, as
required by the jurisdiction.
g. About what percent of the site will be covered with impervious surfaces
after project construction (for example, asphalt or buildings)?

An Erosion and Sedimentation Control Plan will be prepared and
submitted to the jurisdiction. Construction will not begin until approval of
the plan is given by the City of Federal Way.
2. Air

dust, automobile, odors, industrial wood smoke) during construction
and when the project is completed? If any, generally describe and give
approximate quantities if known.
Some dust and equipment fumes during construction of the roadways,
utilities and the building can be expected. Automobile emissions can be
expected when the development is completed.
b. Are there any off-site sources of emissions or odor that may affect your
proposal? If so, generally describe.

Vehicles using the surrounding street system may, at times, be a
source of emissions or odor. Otherwise, it is not anticipated that off-site
sources of emissions or odor will impact the proposed development of
this site.
c. Proposed measures to reduce or control emissions or other impacts to
air, if any
If necessary, a water truck will be used during construction activities to
suppress dust.
3. Water
a. Surface:
1. Is there any surface water body on or in the immediate vicinity
of the site (including year-round and seasonal streams,
saltwater, lakes, ponds, wetlands)? If yes, describe type and
provide names. If appropriate, state the stream or river into
which it flows.
The project is located in the West Hylebos Creek basin, which is
described in the Hylebos Creek and Lower Puget Sound Basin
Plan.
There are no streams, wetlands, or buffers adjacent to streams
and wetlands on the project site. A stream assessment was
performed by Grette Associates on October 24, 2007, which
determined that the property is unaffected by a nearby tributary to
Hylebos Creek.
2. Will the project require any work over, in, or adjacent to (within
200 feet) the described waters? If yes, please describe and
attach available plans.

3. Estimate the amount of fill and dredge material that would be
placed in or removed from surface water or wetlands and
indicate the area of the site that would be affected. Indicate the
source of fill material.
None

4. Will the proposal require surface water withdrawals or
diversions? Give general description, purpose, and
approximate quantities if known.
No
5. Does the proposal lie within an 100-year floodplain? If so, note
location on the site plan.
No, the project site does not lie within a 100-year floodplain per
FEMA FIRM Panel 53033C 1250 F dated May 16, 1995.
6. Does the proposal involve any discharges of waste materials to
surface waters? If so, describe the type of waste and
anticipated volume of discharge.
The proposal does not involve the discharge of waste materials to
surface waters.
b. Ground:
1. Will ground water be withdrawn, or will water be discharged to
ground water? Give general description, purpose, and
approximate quantities if known.
No ground water will be withdrawn as part of this proposal.
Domestic water service and sanitary sewer will be provided by
Lakehaven Utility District. Some surface water may eventually
infiltrate to groundwater.
2. Describe waste material that will be discharged into the ground
from septic tanks or other sources, if any (for example:
Domestic sewage; industrial, containing the following
chemicals...; agricultural; etc.). Describe the general size of the
system, the number of such systems, the number of houses to
be served (if applicable), or the number of animals or humans
the system(s) are expected to serve.
No waste material will be discharged into the ground from septic
tanks or other sources. The site will be served with a sanitary
sewer system by the Lakehaven Utility District.
c. Water Runoff (including storm water):
1. Describe the source of runoff (including storm water) and
method of collection and disposal, if any (include quantities, if
known). Where will this water flow? Will this water flow into
other waters? If so, describe.
Under developed conditions, separate stormwater conveyance
systems for parking lot and roof drainage are proposed. Storm
flows from the parking lot will be treated for water quality using an
underground vault, then released into an exiting storm structure
located at the southwest corner of the site. Storm flows from the
roof drainage will bypass water quality and be released directly to
the existing storm sewer.
2. Could waste materials enter ground or surface waters? If so,
generally describe.
No, only typical parking lot pollutants will be generated by this
project.
d. Proposed measures to reduce or control surface, ground,
and runoff water impacts, if any:
A wet vault will provide water quality treatment for both new and
existing pollution generation impervious surfaces on the entire
site. A wet vault sizing worksheet and details are provided in the
Technical Information Report.

The proposed project will be designed to meet all the
requirements of the City of Federal Way. This will include, but is
not limited to, the 2006 International Building Code, the
requirements of the Washington State Energy Code, The
Washington State Administrative Code (W.A.C.), CPTED and
A.D.A. guidelines.

Noise associated with Pacific Hwy is by far the largest noise generators
adjacent to the site. The site is adjacent to other commercial uses,
which typically do not generate excessive noise.

with the project on a short-term basis (for example: traffic,
construction, operation, other)? Indicate what hours noise would
come from the site.
On a short term basis, loud noise will be created from construction and
related equipment during allowed construction hours. On a long term
basis, minimal noise, associated with commercial traffic, will be created
on a day to day basis.
3. Proposed measures to reduce or control noise impacts, if any:
Measures to reduce and/or to control noise impacts are addressed and
regulated by the City of Federal Way. The proposed project will comply
with these regulations.

The site originally had a commercial building that burned down a few
years ago.
To the west is 13th Place South with a medical/dental office across the
street.
To the north is Northwest Sports Rehab — commercial office.
To the south is the KinderCare Learning Center.
To the east is a vacant commercial parcel.
b. Has the site been used for agriculture? If so, describe.
Not to our knowledge.
c. Describe any structures on the site.
The site is currently vacant with an abandoned foundation and a
deteriorating asphalt paved parking lot.

All existing structures on the site will be demolished and removed. This
includes the abandoned foundation and the deteriorating asphalt paved

The tallest height of the proposed building is 40'-0". The principal
exterior building materials are currently, 1) painted tilt-up concrete
panels, 2) anodized aluminum storefront, 3) powder-coated metal
canopies and guardrails, 4) pre-finished metal wall panels and 5)
cultured stone veneer.
b. What views in the immediate vicinity would be altered or obstructed?
To our knowledge, no views will be obstructed as a result of the
proposed project.

Aside from meeting the requirements of the City of Federal Way

Light from street lights along public/private sidewalks and roadways and
within the associated parking lot will occur during hours of darkness. In
addition, some exterior "architectural" lighting in the building area is
anticipated.

interfere with views, or affect wildlife?
No. The lighting will be designed to increase safety within the project site
and minimize glare to surrounding development.

Place South and second is from ingress/egress easement at the north

The site is served by route 182 of King County Metro Transit. The
nearest bus stop is 0.2 miles from the site, on the corner of South 336th
Street and Pacific Hwy.

The proposed development will provide 61 parking spaces.
50 Standard Parking stalls, 8 compact stalls and 3 ADA stalls.
None will be eliminated as the site is vacant.

The proposed development will provide several road improvements at
the north site of the property: new sidewalk, curb and gutter, and a new
