This design decision is issued for the above -referenced project pursuant to Federal Way Revised Code
(FWRC) 19.65, "Project Approval"; and FWRC 19.115, "Community Design Guidelines." Proposed
action is for an addition of a 14,000 square -foot, 2-story classroom building, 600 square -foot
storage/sprinkler room addition, 320 square -foot entry addition to the southern elevation, new 3,100
square -foot paved courtyard, and associated site improvements to an existing church. The project is also
subject to a Hearing Examiner Process IV decision.
DESIGN APPROVAL ISSUANCE AND EFFECT
3 The Community Design Guidelines components of the project are hereby approved pursuant to
decision criteria set forth in FWRC 19.115. This decision is also based, in part, on the conclusions
drawn from the Statement of Facts (Exhibit A) issued by the Department's Planning Division and
Exhibit B & C prepared by BPH Architects, stamped "Approved" on August 31, 2010.
These decisions do not take effect unless and until the Hearing Examiner issues Process Dt approval and
it does not authorize the applicant to conduct any development activities on the site.
CONDITIONS OF APPROVAL
As conditioned, the applicant shall:
1. Provide a final landscaping plan for the 8-foot-wide Type II landscaping screen used for the north
and northeast facades of the classroom building addition.
2. The Type III landscaping along South 312`h Street must occur on the subject property and not
within the right-of-way after dedication.
3. Although plan'W" is a conceptual master plan, any future modifications/improvements to the
site must obtain a separate land use application and approval. The MP plan and supporting
documents do not account for parking lot landscaping, surface water issues, and critical area
buffer intrusions.
4. Street lighting plans and details for 6h Avenue South shall be provided for review and approval.
Street lighting shall be installed prior to occupancy of the new building.
These conditions of approval shall be reflected on the final construction drawing submitted with the
applicant's building permit.

following: a statement identifying the decision being appealed; a copy of the decision; a statement of the
alleged errors in the decision (including identification of specific factual findings and conclusions of the
decision being disputed); the appellant's name, address, and telephone number; and the applicable appeal
fee. Any appeal of this decision will be heard by the Federal Way Hearing Examiner concurrently with
the Process IV hearing associated with the application.

Statement of Facts
Administrative Approval
St. Luke's Lutheran Church Addition, File 910-100599-UP
The Planning Division hereby presents the following statement of facts to the Director of Community
Development pursuant to content requirements of the Community Design Guidelines decision as set forth
in Federal Way Revised Code (FWRC) 19.65.100.
1) Proposal for an addition of a 14,000 square -foot, 2-story classroom building, 600 square -foot
storage/sprinkler room addition, 320 square -foot entry, addition to the southern elevation, new 3,100
square -foot paved courtyard, and associated site improvements to an existing church.
2) The applicant submitted a Process IV Hearing Examiner Master Land Use (U L.U) application
February 12, 2010. Prior to the Hearing Examiner's Process N decision, the Director of Community
Development Services shall issue a design decision pursuant to FWRC 19.70.010.
3) The existing northern elevation gives the appearance of a primary entrance to the structure clearly
visible from the right-of-way along South 312t' Street, pursuant to FWRC 19.115.070. There are two
primary vehicular drop-off areas on the east (South 3120' Street) and west (6'h Avenue South) side of
the structure, which are perpendicular to pedestrian walkways. Both of these pedestrian walkways
lead to a main entrance.
4) The proposal embodies overall design continuity. The architectural elements of the structure use a
harmonized palate of colors, materials, and forms. The structure is designed to relate to the site
shape and topography. The architectural style, features, materials, colors, and textures are
appropriate for a church in a residential zone and they are consistent throughout the design.
5) • Pedestrian pathways are incorporated into overall site design. The project provides for three main
pedestrian connections between the church and the public right-of-way along South 312'h Street. The
pathway is clearly visible from the right-of-way. The pedestrian pathway also cradles the main
vehicular drop off areas and connects to the pedestrian walkway to lead to the main entrance. All of
the proposed six -foot -wide sidewalks are consistent with FWRC 19.115.090(1)(i), which states that
pedestrian walkways, a minimum of six feet wide, shall be provided between the interior of the
project and the public sidewalk. The concrete for the sidewalks is to be stamped.
6) Per FWRC 19.115.060, when a building fagade is both longer than 60 feet and visible from a right-
of-way, the building shall incorporate two methods of building fagade treatments. The 2'x40'
building step -out (fagade modulation) on the northern elevation satisfies one of the two methods.
The eight -foot -wide Type H landscape screening along the base of the fagade along the northwestern
fagade satisfies the second method.
7) No trees are proposed to be removed from the site.

8) Pursuant to FWRC 19.125.060; Type_dlandscaping,l0 feet in width shall be provided along all
property lines of nonresidential Win the RS zoning.district, except in those areas where parking is
adjacent to a residential zone --
The site plan shows 10-foot wide Type III landscaping along the northwestern property line
encompassing the new addition along South 312'h Street and along the private easement on the
western property line.
9) The major facades of the church addition satisfy the design guidelines requirements for articulation
as follows:
North & Southeast Facade —
This fagade contains two different levels of pitched roofs, and the overall appearance of the
roofs appears to have a 4:12 roof pitch. Architectural features such as building step -outs at
varying intervals add to the appearance of building modulation. Varied use of materials also
contributes to building articulation.
This fagade is required to meet the standards in FWRC 19.115.090(1)(n), which requires all
new buildings to appear to have a minimum roof pitch of 4:12, to be designed to have a "base,
middle, and top," and to contain residential features. The proposed addition provides a strong
masonry base that ties the building together. The base incorporates contrasting colored bands of
masonry to help reduce the scale and mass of the building. The middle section of the structure
is simpler horizontal slat type siding framed by smooth fmished hardi-paneling. The pitched
roof, and residential features such as window trims and individual windows:meet this
articulation requirement. In addition, the roof and window trimming around the new addition is
a technique used in residential architecture.
10) The applicant proposes to eliminate 31 existing parking stalls. According to the parking study
prepared by Gibson Traffic Consultants (submitted to the city on February 16, 2010), the remaining
220 parking stalls adequately serves the existing church and proposed additions.
11) South 312'' Street is classified as a principal collector street that corresponds to Federal Way
Roadway Section "K". This roadway section requires a 66-foot-wide paved section with vertical
curbs, six -foot -wide planter strip, eight -foot -wide sidewalk, and three-foot wide utility strip within a
100-foot right-of-way. The existing street has a paved width of 44 feet with curb, gutter, and 6'
sidewalk within an 84-foot right-of-way. An eight -foot -wide right-of-way dedication is required to
complete the ultimate roadway section along the property frontage, which the church has agreed to
dedicate.
Improvements were also required along 6t' Avenue South, which is classified as a local street that
corresponds to Federal Way Roadway Section "W". This roadway section requires a 28-foot-wide
paved section with vertical curbs, four -foot planter strip, five-foot sidewalk, and three -foot -wide
utility strip within a 52-foot right-of-way. The existing street is fully improved with the exception of
streetlights, which the church has agreed to install.
The applicant is required to execute a Statutory Warranty Deed to dedicate an additional 8 feet of
property to accommodate the required right-of-way width. A copy of the Statutory Warranty Deed
will be prepared for your signature and sent under separate cover. The Deed shall be executed and
recorded prior to issuance of the building permit. Street lighting plans and details for 60' Avenue

South shall also be provided for review and approval. Street lighting shall be installed prior to

12) An Environmental Determination of Nonsignifcance (DNS, File #10-100600-00-SE) was issued for
the project on July 31, 2010, with no comments or appeals submitted to the City.
13) Pursuant to FWRC 19.65.100(2)(b), the project is consistent with the comprehensive plan, consistent
with all applicable provisions of the FWRC, consistent with the public health, safety, and welfare,
the streets and utilities in the area of the subject property are adequate to serve the anticipated
demand from the proposal, and the proposed access to the subject property is at the optimal location
and configuration.
