Dear Mr.Potter:
This letter is in response to your February 25,2009,administrative review request of a Goodwill Donation Station
on the Walmart Super Center site located at 34520 16th Avenue South.The proposed 27'mobile trailer is to be
attended by a Goodwill Industries employee between the hours of 8:30am and 5:00pm to accept donations and
maintain the mobile facility.
Due to the frequently mobile nature of the proposed accessory use to the Walmart Super Center,it has been
determined that the proposed donation station does not meet the definition of"Outdoor Storage Container"as
defined by Federal Way City Code(FWCC)Section 22-1.15"Definitions,0,"and therefore not governable under
FWCC 22-1114"Regulation of outdoor storage containers for permanent accessory storage."However,the
accessory outdoor use will be reviewed as an administrative Land Use Process I as prescribed by FWCC Section 22-
1113 outdoor"Commercial and Industrial Uses"as it does not meet the exemptions of FWCC Section 22-1113(4).
Generally,outdoor storage and uses must be screened by a minimum six-foot-high solid screening fence(or other
appropriate architectural screening)and surrounded by a five-foot-wide Type I landscaping.However,it has been
determined by the Director of Community Development Services that such screening is not necessary'if all
materials and donated goods are contained within the mobile trailer.Furthermore,the mobile donation station must
be situated in a visually unobtrusive location of the proposed site and must be located outside of any drive aisle.
As previously mentioned,the proposed action will require an administrative Land Use Process I review.This will
require a site plan showing where the donation station will be situated,along with a narrative(much like the one
received by the city in this review)that explains the nature of the donation station,hours of operations,and any
pertinent information regarding the placement of the donation station.Enclosed with this letter is a Master Land Use
Application and a Land Use Process I checklist.The Land Use Process I is an administrative review process and will
cost$79.50 at the time of submittal.
