Public Transportation Services Metro staff recommends the above referenced project be required to have a Transportation Management Plan (TMP) that includes the following actions. Employee Transportation Services - Appoint a Transportation Coordinator to promote and coordinate the use of public transportation and high occupancy vehicles. - Initiate an alternative work hour program. - Design and implement a guaranteed ride home program. Subsidies - Provide a free one-month bus pass to employees at the time of each new tenant occupancy (peak hour, two zones) . Information and Promotions - Distribute site-appropriate transit and ridesharing information to new employees and annually to all employees. Site Design - Develop a site plan that shows how access to transit and ridesharing have been considered. Recycled paper .r - Provide lighted and hard-surfaced sidewalks or pedestrian pathways to facilitate safe and convenient access to transit or rideshare service locations. - Provide secure bicycle parking. - Conduct transportation surveys/monitoring. The use of fill material meeting the definition of demolition waste, inert waste, or wood waste as defined in WAC 173-304-100 may require a solid waste permit from the local health department. Such materials include, but are not limited to, concrete, asphalt, wood, and stumpage. Fill materials, such as clean soil and gravel, are exempt from the permit requirements of Chapter 173-304 WAC. Lead Agency: City of Federal Way City Contact: Stephen Clifton, AICP - Senior Planner, 661-4109 The Responsible Official of the City of Federal Way hereby makes the following Findings of Fact based upon impacts identified in the environmental checklist and the "Final Staff Evaluation for Environmental Checklist"; Federal Way application no. SEP93-0009, Conclusions of Law based upon the 1990 Federal Way Comprehensive Plan, and other policies, plans, rules, and regulations designated as a basis for exercise of substantive authority under the Washington State Environmental Policy Act Rules pursuant to R.C.W 43.21C.060. Findings of Fact: 1. The site contains slopes ranging from less than 2 percent to 27 percent. 2. The site is moderately to heavily wooded with a second and third-growth mixture of coniferous and broad-leafed trees native to the Pacific Northwest. The dominant tree is 1 the Douglas Fir. Second-story vegetation and groundcover consists of Northwest native species including salal, sword fern, berry vines and grasses. 3. Access is proposed at four locations. One along South 333rd Street, two along 334th Street, and one along 8th Avenue South. 4. Preliminary earthwork calculations include approximately 18,000 cubic yards of cut and 20,000 cubic yards of fill. Thus, a net gain of 2,000 cubic yards of fill will be brought on-site. 5. No environmentally sensitive areas have been identified on-site. 6. Runoff from the site shall be controlled by the use of on-site detention per the King County Surface Design Manual (KCSWDM) and recommendation BW-2 of the Hylebos Creek and Lower Puget Sound Basin Plan unless additional regional detention is developed in Lake No. 1 as currently proposed by the Quadrant Corporation. 7. As with all paved developed areas, the parking area will contribute some pollutants to ground and surface waters as these will be washed off by storm drainage across the site. Some of these pollutants can be separated out of the storm water runoff by use of grass- lined swales (bio-filtration swales). 8. A traffic impact analysis and supplemental information provided by the consultant for the Paragon Trade Brands Facility has been used to identify impacts to the general vicinity of the project. The total number of vehicle trips per day will be 1,140. It has been determined that pro-rata share contributions shall be imposed to mitigate impacts at four locations (see conditions below). 9. The Final Staff Evaluation for Environmental Checklist, Federal Way Application No. SEP93-0009 is hereby incorporated by reference as though set forth in full.
