The following is in response to your letter dated March 30,2000. In the letter you request
information on approvals required to convert a vacant laundry/storage area into two residential
dwelling units in the Soundview Apartment complex.
The site is zoned multifamily residential RM-1800 requiring a minimum lot area of 1,800 square
feet per dwelling unit. As calculated from the site plan you provided, the existing lot area of the
site is 161,961 square feet. At this size,the RM-1800 zoning would allow 89 units. There are
currently 90 units located onsite. Because the existing density exceeds allowable density and is
considered nonconforming, no additional units can be added as a matter of right.
There are provisions to secure a bonus to increase allowable density by adding affordable
housing opportunities within the development(see enclosed). Federal Way City Code
("FWCC") section 22-967(c)(1) allows one bonus market rate unit for each affordable unit
included in the project, up to a maximum of ten percent above the maximum number of dwelling
units allowed in the RM-1800 zoning district. Under these provisions, it may be possible to add
the two units you are considering. FWCC section 22-967(b)defines affordable housing and
section 22-967(e) outlines the required agreement.
Beyond this density issue,there are other development standards that will apply to the addition
of new units to this site. For example, 1.7 parking stalls are required for each dwelling unit. The
site currently provides exactly 153 parking stalls required for 90 dwelling units. Any new
dwelling units would require additional parking. Another example is that the site must contain
400 square feet of recreational open space for each dwelling unit. It is not clear from the site
plan you provided if the site currently meets or exceeds this requirement. Refer to FWCC
section 22-667 (enclosed) for a summary of these particular regulations.
The types of permits and approvals required for this type of expansion are determined by the
extent of interior and exterior improvements made to the site and buildings. It appears from the
above discussion that exterior improvements(e.g. addition of parking stalls)would at least
require a Process II administrative site plan review. Any improvements to the building would
require relevant Uniform Code permits(e.g. building; plumbing; electrical; mechanical).
To fully address your questions, I would suggest you submit a request for preapplication review
with city staff. This will provide an opportunity to fully assess the extent of applicable
development regulations and establish the required review process and needed permits and
approvars.-the fe f eapplication review is$310.00 and takes approximately three weeks to
schedule_a meeting between you and city staff The $310.00 preapplication fee is a deposit that
is applied to any subsequent land use applications.

Dear Mr. Fewins:
Pursuant to your letter of April 18, 2000 ( copy attached) and our discussions with
respect to adding two units to the Soundview Apartments in place of the vacated laundry
facility, enclosed please find eight (8) sets of plans for the improvements as well as a
check for $310.00 for a preapplication review.
Please note that the plans provide for access to the added units and additional parking for
the added units according to City requirements. As we have have discussed, however, it
is not possible for us to add 400 SF of new recreation space for each of the two added
units. Soundview was built in 1980 and contains a large amount of open space as
indicated on the plans as well as a swimming pool, hot tub, and clubhouse, which serve
our largely adult population well..
Mr. Fewins, we are willing to designate the two proposed new units"affordable" and
comply with the City rental guidelines for affordable housing for these two units. We are
also willing to transform a second vacated laundry facility approximately 360SF in size
into an exercise facility ( see drawing attached ). We sincerely hope that this approach
to meeting your added recreation space requirements will meet with your approval.

Yesterday I met with Ms. Kari Cimmer at City Hall. I identified
myself as the owner of the Soundview Apartments located at
28405 18th Avenue South in Federal Way. I indicated that I have
owned the property for the last two years and that I desire to
make some improvements to Soundview. Ms. Cimmer suggested that I
outline those improvements in a letter to you.
Soundview was built in 1980. It includes ninety (90) units in
six buildings plus a clubhouse ( see site plan attached ) . On
the ground floor of Building 6 ( see plan ) a laundry/storage
unit was originally built. Since I have owned Soundview, I have
added washers and dryers to all units. Vacated common laundry
facilities in Buildings 1 through 5 now provide ample storage
space. As a result, the laundry/storage unit in Building 6 is
vacant.
With your support, I would like to obtain City approval to
improve the vacated laundry/storage unit by adding a studio unit
and a one bedroom unit within the existing exterior envelope of
the vacated space ( see Scheme B attached ) . Ms. Cimmer
indicated that Soundview has more than enough parking to
accommodate two more units. Will you please help me to take the
necessary steps to make these improvements. I can be reached

your convenience.
