Pursuant to the requirements of Federal Way City Code (FWCC), the City has 28 days to determine whether an application is complete. COMPLETE APPLICATION - Please consider this letter as a Letter of Completeness. Pursuant to FWCC, the application is deemed complete as of November 7, 2001 based on the submittal requirements for Process II - Site Plan approval. A 120-day time line for reviewing the project has started as of this date. The City has 120 days from the date that an application is deemed complete to take action on the application. However, the 120-day time line can be stopped at any time that the City requests additional information, as noted below. ADDITIONAL INFORMATION REQUESTED -The following comments are based on an initial technical review of the application by city staff. With this request for additional information, the 120-day maximum review time frame is suspended with two of the 120 days used, and it will be restarted within fourteen (14) days of the date of your complete response to this request. A. WASH RACK—A 30 foot by 20 foot metal pole building with gable roof is proposed on the east side of the maintenance bay. This building is intended as a wash rack to clean vehicles. Mechanical equipment associated with the wash rack will be located next to the maintenance building. Additional information about the wash rack is requested as noted below. This information must be provided before the land use approval can be granted. o Provide specific information about the color of the materials of the wash rack. o Provide specific information about the roof material and colors. s Wash Rack Letter of Completeness/ Additional Information Requested November 9, 2001 Page 2 ❑ Provide details about mechanical equipment that is proposed to be installed at the outside of the wash rack. Include dimensions and technical information about noise generated by the equipment. ❑ Note that the roof pitch for new structures in the RS zone is required to be 4:12 pursuant to FWCC section 22-1638(a)(13) Separation of units- Pursuant to FWCC section 22-964, two structures are regulated as one structure if any element of the structures is closer than 20 feet to each other. The site plan shows that the proposed wash rack is approximately six inches from the maintenance building. Therefore, based on the standards of FWCC section 22-964, the maintenance building and the proposed wash rack will be considered one structure. Nonconformance-Article IV of the FWCC establishes when and under what circumstances non-conforming aspects of a development must be brought into conformance with the zoning code. Pursuant to FWCC Section 22-334(3)(a), Increase In gross floor area, if expansion of gross floor area occurs on a site occupied by multiple uses', the applicant shall comply with all development regulations applicable to the geographic portion of the site in which the addition is proposed. In the case of the wash rack, structural setbacks, maximum building height, and length standards of FWCC section 22-645 are met2. B. Container Storage Units -There are two metal container units approximately 8' by 20'each located at the northeast corner of the site. These units are used for storage of miscellaneous equipment. As these storage units were installed without benefit of required permits, staff recommended that they be formally reviewed with this wash rack application. Non-emergency related storage containers are reviewed under the outdoor use, storage and activity provisions of the code3. FWCC section 22-1113(c) requires that outdoor storage uses comply with required vegetative buffers'', that the outside edge be fenced by a six-foot tall screening fence, the storage use must be located outside of required 'The Federal Way Parks Department and Public Works Streets and Surface Water divisions work at the subject site. Use of the site includes material and vehicle storage, maintenance, and repair. 2 FWCC section 22-645 permits Government Facilities in the RS zoning district. Required setbacks are 20 feet front, 10 feet for side and rear. Maximum height is 30 feet. Maximum building length is 50 feet or maximum height is 15 feet when 100 feet from low density use. Low-density use is defined as a detached dwelling unit on a lot of at least 7,200 square feet.The lot to the north is meets the definition of low- density use. The wash rack is 30 feet in length. Lot coverage maximum is 75%. 3 Based on a June 15, 1998 interpretation, storage containers for emergency supply storage are considered accessory uses, are subject to outdoor use,activity and storage provisions and are not considered an expansion of gross floor area. 4 Non-residential uses are required to have 10 feet of type III landscaping around the perimeter of the site. r Wash Rack Letter of Completeness/ Additional Information Requested November 9, 2001 Page 3 yards5, and it may not inhibit safe vehicular movement in the site. One of the containers is located in the required yard, and type III perimeter landscaping is not provided. Pursuant to FWCC section 22-1131(g), the applicant may request a modification to these requirements. Modifications are reviewed and decided under Process III based on satisfaction of three criteria. The modification request could be added to the existing application. If you wish to proceed with the modification request, provide a written response that demonstrates how the container storage units meet each criteria.6 If you choose to not apply for a modification to the requirements, the container storage units must be relocated to be 10 feet from the north property line and required landscaping must be installed. Conversely, if the storage units are removed from the site, approval of the units is not required. Whatever you decide, that information must be submitted and reviewed before process II approval for the wash rack can be issued. Specific information about the color of the materials of the wash rack: The steel post frame, external support members, gutters and downspouts will be a color that most closely matches the existing building's trim color. From the choices given us by the contractor,the color will be Siliconized Polyester Signature 200 Hawaiian Blue. See Attachment A for color chart. 2. Specific information about the roof material and color: The roof will be pre-painted galvanized steel or pre-painted Galvalume® steel in a color that most closely matches the existing building's roof color. While several possible locations were discussed, Planning staff stated if the rack were located in a central location in the maintenance yard, installation of perimeter landscaping would not be required. A site immediately east of the garage bay doors was identified. However, you were advised to check with Joan Hermle of the Building Department about building separation requirements. This facility will be used to wash trucks and heavy equipment prior to maintenance. A related proposal to formally locate three metal storage container units will be separately reviewed. 2. Zoning for the subject site is Residential Single Family(RS 7.2). Government facilities are permitted uses in RS zoning districts pursuant to Federal Way City Code(FWCC)Section 22-645, "Government Facility."The proposal is subject to Process II, Site Plan Approval,as it does not meet land use process exemptions under FWCC Section 22-32. The 2000 Federal Way Comprehensive Plan(FWCP)designation for the subject site is Single Family High Density. 3. The proposed use is exempt from SEPA review pursuant Washington Administrative Code(WAC) 197-11-800,"Categorical Exemptions." 4. The proposed use has been reviewed for consistency with all applicable zoning regulations including FWCC Section 22-645, "Government Facility";FWCC Chapter 22,Article VI,"Site Plan Approval";FWCC Chapter 22,Article IV,"Nonconformance"; FWCC Chapter 22,Article XVII, "Landscaping"; and FWCC Chapter 22,Article XIX, "Community Design Guidelines." 5. Nonconformance: Pursuant to FWCC Section 22-334(3)(a),the increase in gross floor area of the subject site requires that the geographic portion of the site involved in the expansion be brought into conformance with the FWCC. In the case of the wash rack, structural setbacks,maximum building height,and length standards of FWCC Section 22-645 are met. The centralized location of the wash rack does not require landscaping upgrades to the perimeter landscaping. 6. Design Guidelines: Pursuant to FWCC Section 22-1632,all commercial applications for remodeling and expansion shall meet only those provisions of"Community Design Guidelines"that are determined by the Director of Community Development Services to be reasonably related and applicable to the remodeling or expansion. In the case of the wash rack facility,the approved site plan and preliminary elevations are consistent with the applicable design guidelines. Colors of the metal wash rack building will be consistent with existing building colors,and the pitch of the metal roof will be a minimum of 4 to 12 consistent with FWCC requirements for new buildings in residential zones. 7. All runoff from the wash rack facility will be directed to the existing Lakehaven Utility District sanitary sewer system. 8. The Public Works Department has determined that this project does not trigger any street improvements as the cost of improvements proposed on the subject site do not exceed 25 percent of the assessed value of all existing structures on site. 9. The streets and utilities in the,area of the subject property are adequate to serve the anticipated demand from the proposal and the proposed existing access is at the optimal location and configuration. 10. Pursuant to FWCC Section 22-394(b)and the foregoing findings,the proposal is found to be consistent with the FWCP; all applicable provisions of the FWCC; and with the public health, safety, and welfare,provided that the stated condition of approval is met. Final construction drawings will be reviewed for compliance with specific regulations,conditions of approval,and other applicable City requirements.
