1. CALL TO ORDER
The meeting was called to order at 2:02 p.m. Chair Debbie Harvey excused the absence of
missing Commissioner Kevin King.
2. CITIZEN COMMENTS
• None
3. COMMISSIONER'S COMMENTS COMMISSION BUSINESS
• Commissioner Cheryl Volheim passed out a Peers in Libraries as a resource to people
of all ages at regional libraries. She requested that Amy Glandon reach out to the Peers
Services Specialist, Abigail Bardwell, to invite her to speak and explain the program to
see how it could be utilized by Federal Way residents.
• Commissioner Catherine North mentioned that she had compiled a list of brochure
locations and then started visiting them again. She received mostly positive responses
about them and said the businesses were appreciative that they could pass them out.
4. COMMISSION BUSINESS
A. INTRODUCTION OF NEW COMMISSION MEMBER, VICKY FOREMAN
Chair Debbie Harvey introduced new commission member, Vicky Foreman.
Commissioner Foreman will be officially beginning her term on September 1, 2022.
Commissioner Foreman stated that she is a Federal Way resident of 53 years, has five
children and 14 grandchildren. She is excited to be part of the Senior Advisory
Commission.

B. APPROVAL OF MAY 18T", 2022 MEETING MINUTES
Commissioner Catherine North moved approval of the May 18t", 2022 Meeting Minutes
as presented; Vice -Chair Lana Bostic second. Motion passed unanimously.
After this, Chair Harvey made a mention that she will be stepping down from the Senior
Advisory Commission for at least one year to focus on her family. She has been part of
the commission since its inception three years ago. In addition to her work with the
Senior Advisory Commission, she is also a representative of the senior community on
both the Ad Hoc Planning Committee and the Broadband Committee. She noted that
her position would need to be replaced by a commission member. She believes strongly
that seniors need to be represented and given a voice with these committees as
sometimes seniors can be overlooked. Deputy Mayor Susan Honda remarked that at
the next Senior Advisory Meeting, the commissioners would be voting on the
appointment of a new Chair and Vice -Chair for the commission, and thanked Chair
Harvey for her service. Vice -Chair Bostic also spoke to Chair Harvey saying that she
knows it wasn't an easy decision for her and will be sending good thoughts her way
while she is gone. Chair Harvey closed this portion by reminding everyone that she
would still come in to the Senior Advisory Commission meetings from time -to -time and
keep up with senior activities as well.
C. AIRPLANE NOISE PRESENTATION — GUEST BILL VADINO
Bill Vadino introduced himself and what he does with the City. He mentioned that this
is the first of a monthly update that he will give in writing to the Senior Advisory
Commission. Mr. Vadino noted that there is both a National Impact Study and a State
Impact Study that is being conducted right now regarding airplane noise and the
impacts it has to both the environment and people. He said that public comments
would be requested when the findings are finalized. Mr. Vadino passed out copies of
his presentation which included information about what has been done to date as well
as the Mayor's task force information. There is a group that began 4-5 years ago called
START which brings together multiple cities and citizens to talk about air noise and air
pollutants. This group studies late night airport noise, and works to reduce noise. Chair
Debbie Harvey asked if there had been a health study completed that shows the effects
of particulates and pollutants from airplanes. Mr. Vadino noted that there has been a
study for that, and the results would be released soon. He said that King County Public
Health has been looking at results from schools, but the challenge is determining what
is specific to planes that are causing issues in the HVAC and Air Filtration systems.
Commissioner Sue Ellebrecht asked if the seasons determine the flight paths as it seems
that it changes depending on the time of year. Mr. Vadino encouraged the use of the
noise complaint line with the Port of Seattle to combat that, and that typically there is
a range of the path and when complaints are lodged, they return to the original paths.
Currently noise is measured in a range of time, and the studies are trying to work out
the decibel in the moment the sound is heard. Commissioner Cheryl Volheim asked if
it is too early for information from the health reports, and Mr. Vadino let her know that
those studies are being conducted by King County Public Health and the University of
Washington; they are currently working on three studies which show the impact of
airports near schools. Chair Harvey thanked Mr. Vadino for his presentation.

Before moving onto the next agenda item, Chair Harvey asked Deputy Mayor Susan
Honda whether there was an update on the Bally's building. Deputy Mayor Honda
mentioned that it would be a public hearing at the City Council meeting on August 9,
2022 where it would be discussed. Chair Harvey noted that she had been attending
Councilmember Erica Norton's meetings monthly with the youth and there has been
discussion about splitting the Bally's building for a youth and senior center. There was
a general consensus from all commissioners that a senior center needs to become a
bigger priority.
D. SENIOR HEALTH & RESOURCE FAIR
Commissioner Catherine North passed out the flyer for the Auburn Senior Center
Wellness Fair, and was asked if this was still being held in the original senior center's
small building. Commissioner North responded that they have a new building with a
pool room, theater, lunch room, exercise classes, and activities that range from bingo
to quilting. Commissioner Tammy Dziak asked Deputy Mayor Susan Honda what it
would take to move the creation of a senior center to the top of the City Council's
priority list. Commissioner North said to be present at the Council Meetings and use
public comment to bring it up each time. Commissioner North returned the
conversation to the Senior Health & Resource Fair, and noted that when she works with
Meals on Wheels, they pull into the Federal Way Community Center (FWCC) and the
parking lot is usually already mostly full. If the fair was to be held there, there would a
real issue for parking for those who wished to attend. Commissioner Frank Fields and
Commissioner Dziak mentioned the use of senior shuttles from assisted living
facility/off-site parking to the wellness fair on constant basis to assist. Commissioner
North still recommends the Performing Arts and Event Center (PAEC) for hosting this
event. Commissioner North briefly went over the two locations and their comparisons
as Commissioner Dziak and Commissioner Vicky Foreman was not part of the meeting
that originally covered it.
**Commissioner Kenneth Pratt briefly left the meeting at 3:08pm.**
Commissioners North, Dziak, and Foreman discussed sponsorships helping to cover the
costs of the rentals and insurance.
**Commissioner Kenneth Pratt returned to the meeting at 3:10pm.**
Chair Debbie Harvey noted that when trying to get vendors involved, it would have to
be marketed to them for the potential of future growth/sales, and not cater specifically
only to seniors, but to families as well. She also recommended the theme playing off of
Wild Waves Theme Park of "Make a Wave". Commissioner North mentioned that there
are four immediate needs: pin down the location (and she really wants to use the PAEC),
choose a theme, find sponsors, and get vendors. Amy Glandon brought up that Parks
Director John Hutton mentioned that there was a resource fair like this that was held at
the FWCC prior to 2020, and it may be worth reaching out to Jason Schmidt, who
chaired it, instead of building this from scratch. The general consensus of the

commissioners is that they did not like this idea. Commissioner North mentioned that
once a location is determined, they will be able to break into sub -committees to work
on all the components. Commissioner Dziak brought up the concern of hosting this on
a weekday, during the school year, during the middle of the day, yet catering to families.
More than likely families would not be able to attend because of the timeframe.
Commissioner North moved for changing the date to a Saturday, Commissioner Dziak
second. Motion passed unanimously and the date was rescheduled from Thursday, May
11, 2023 to Saturday May 6, 2023. Commissioner North said that she would check into
the pricing difference for use of the PAEC on a Saturday, and Commissioner Dziak will
assist with sponsorships and insurance to cover the event. A few other options for the
theme: "Seniors are Wild in Federal Way!" and "Ride the Health Wave".
E. SENIOR ADVISORY COMMISSION BUDGET
Deputy Mayor Susan Honda said that the Senior Advisory Commission needs to be
included in the budget this year. She has estimated requesting $15,000 for 2023 and
$15,000 for 2024 to help offset the costs of brochure printing and the Health and
Resource Fair. Commissioner Catherine North and Chair Debbie Harvey requested that
the budget request be upped to $20,000 each year so that way there is room for the
total to come down. Deputy Mayor Honda said that she would submit for the $20,000
and that the final suggestions from the Mayor would be due in September.
F. APPROVAL FOR BROCHURE PRINTING
Amy Glandon presented that three quotes were given for the printing of the Senior
Resource Guides. The lowest responsive bidder was for Mail, Copy and More at
$5,982.90. Vice -Chair Lana Bostic moved approval for Mail, Copy and More as the
printer, using $2,000 donation from Steel Lake Presbyterian Church and Council General
Funds to pay for it; Chair Debbie Harvey second. Motion passed unanimously. The final
for the cover was chosen to just be filled in with a larger title. Any further adjustments
will be made on next printing.
G. APPROVAL FOR POSTING ADDITIONAL RESOURCES
Amy Glandon provided overview of the three resources that had reached out for
addition to the Senior Advisory Commission Website. It was noted that it has not been
approved yet with the Law Department, but once there was a determination on whether
the Commission liked it, Ms. Glandon would send it there for final approval. Chair
Debbie Harvey moved approval of additional resources from Elemy and Alzheimer's
Support to be sent to legal for review and approval for adding to Senior Advisory
Commission Website; Vice -Chair Lana Bostic second. Motion passed unanimously.
H. COMMISSION EXPIRATIONS
Deputy Mayor Susan Honda mentioned that every commission member has a term for
their position. Currently the Senior Advisory Commission has one voting position and
three alternate positions open. She requested that anyone who knows someone that is
interested in joining the commission to fill out an application. It has not yet been
determined when the next round of interviews to the commissions will be.
Commissioner Vicky Foreman asked the difference between a voting and an alternate

commissioner, to which Deputy Mayor Honda said that they are essentially the same,
except an alternate cannot vote on motions or actions.
S. STAFF REPORT
• Commissioner Catherine North asked who would be handling the payment from
vendors and sponsorships, and who would be handling email correspondence. Chair
Debbie Harvey noted that it would be Amy Glandon.
• Chair Debbie Harvey thanked the commission again and said that she would still be
active in the senior community. She has recently sent an email to the City Council
about a city in New York that is using ARPA funds to give every senior a one-time
check for assistance. Rising costs have hit seniors the hardest. The application process
for most organizations for assistance are lengthy, difficult, and unresponsive. She said
to the Commission to keep their eyes out for anything that can help seniors.
Deputy Mayor Susan Honda thanked Chair Debbie Harvey again for being on the
commission. She also noted that Commissioner Kevin King's term would also be
expiring on August 31, 2022 and he did not seek reappointment.
• Amy Glandon thanked Chair Debbie Harvey again, and mentioned about the feasibility
of the Minor Home Repair Program survey and asked anyone who is interested in
helping to speak with her after the meeting.

Commissioner Frank Fields noted that he had downloaded the airplane app that
Commissioner Kenneth Pratt suggested to the commission and liked the usability of it
as well as how easy it is to send information to the Port of Seattle regarding flight
paths.
4. COMMISSION BUSINESS
A. APPROVAL FOR BROCHURE PRINTING
Amy Glandon explained that the original estimate from the lowest responsive bidder
increased by almost 50% making it outside the budget and that voided the vote that
was taken at the previous meeting. Ms. Glandon contacted the other bidders and
confirmed their estimates and presented to the Commission for approval. Chair Debbie
Harvey moved to approve the next lowest bid, Commissioner Catherine North second.
Motion passed unanimously.
