1. CALL MEETING TO ORDER
Mayor Ferrell called the meeting to order at 5:00 p.m.
City officials in attendance: Mayor Jim Ferrell, Council President Linda Kochmar, Deputy Mayor
Susan Honda, Councilmember Lydia Assefa-Dawson, Councilmember Erica Norton,
Councilmember Hoang Tran, Councilmember Jack Walsh, and Councilmember Jack Dovey.
City staff in attendance: Interim City Administrator Brian Davis, City Attorney Ryan Call and
City Clerk Stephanie Courtney.
2. STUDY SESSION
a. City Council Priorities — American Rescue Plan Act (ARPA) Funds
Interim City Administrator Brian Davis reported on the City Council Ad hoc meetings
which were created to review ARPA fund requests that exceeded the available dollar
amount. This group included himself, Council President Kochmar, Deputy Mayor Honda
and Councilmember Tran. Mr. Davis reviewed the sub -committee recommendations for
the full Council reviewed and debate.
Mr. Davis and Finance Director Steve Groom provided a list of the previously approved
items. It was noted the Treasury distributed the funds before the rules were finalized,
which happened in January 2022. The final rules included an escalator clause for lost
revenue calculations. In response to the question Mr. Davis noted the funds need to be
obligated by 2024 and spent by 2026.
Questions were raised regarding requests from the Federal Way Mirror, Greater Federal
Way Chamber of Commerce, and Lakehaven Utility District; Council requested more
information regarding these specific requests. Additional questions on funding
possibilities were discussed and addressed.
Community Services Manager Sarah Bridgeford addressed questions regarding the
proposed allocation of $3M for community programming. Ms. Bridgeford noted the city
would engage in a light community needs assessment to prioritize the needs, which
would be presented to Council. Funds could be added to existing contracts or used to
extend contracts. Larger grants and funding programs which are responsive to
community needs would be prioritized first.

Additional questions were answered and discussion centered on the allocation of funds
to demolish the former Target building which has become an attractive nuisance and
location of ongoing criminal activity and homeless issues in the downtown area.
Mayor Ferrell closed the meeting noting this item is also on the regular meeting agenda
for further discussion.
3. ADJOURNMENT
There being nothing further on the agenda; the special meeting was adjourned at 5:44 p.m.
