Background: The Home Depot project received land use approval in 1993,following review by the Federal Way Hearing Examiner for the relocation of a stream.A condition of approval required that the relocated stream be monitored for a period of five years following relocation activity.The stream was relocated in 1994 in conjunction with construction of the Home Depot store(BLD93-0686).The performance portion of a Stream Monitoring Performance/Maintenance bond was released in 1996.However, staff cannot find any evidence that a stream monitoring plan was prepared or submitted for review,that required monitoring of the stream ever occurred,or that as-built plans of the stream relocation project were ever produced. In 1999,Watershed Dynamics,Inc. (WDI)author of the original stream relocation report,was hired by Home Depot Attorney Glen Amster to prepare a project performance monitoring report. Working without post construction or project performance monitoring plans to provide performance criteria or the monitoring requirements,WDI reviewed the stream location site for four points: • Plant survival in the tree, shrub and groundcover components of the created riparian/buffer community. • Canopy cover or the amount of shading provided to the stream by the trees and shrubs • Condition of stream channel • Overall appearance of the project area and evidence of use by terrestrial or aquatic species. That report,dated July 16, 1999, indicates that the project appears successful.The report addressed the results of vegetative cover obtained in random samples areas along a 100-foot long transect on the west side of the stream. Overall, it appeared that 80 percent of the trees and shrubs planted in the project area Doug Mitchell November 10,2003 Page 2 survived and were growing vigorously. The report also indicated that the stream channel was in excellent condition. WDI concluded that the 4 criteria were met and exceeded.The report did document that the western edge of the project site had moderate amount of human created debris in the buffer, and recommended that garbage and debris be removed from this area to improve the appearance of the area and decrease the impact upikn ildiff ,using the site. Mr. Larry Burnstad with Watershed Dymanics, Inc.provided a copy of the 1999 WDI report to the City on September 11,2003,following City staff efforts to determine the status of the stream monitoring. Unfortunately,no other information has been provided by WDI or Home Depot to demonstrate that the report recommendations were implemented,and there is no record indicating that the four-year old WDI report has not been updated. Therefore, before the City can authorize release of the remaining maintenance bond, a current conditions and summary report must be prepared and reviewed by the City. The report must identify the current conditions of the project area, must verify that that the stream,project meets the required FWCC standards,and document that the 1999 WDI report recommendations have been met. If the report cannot document that conditions have been met,the report must provide corrective actions for Home Depot to follow to achieve compliance. Once the corrective actions have been successfully implemented, and verified, the City would release the remaining bond. In summary, the project is now in year two of the five year stream monitoring period. This is based on permit BLD93- 0686 for construction of the site that was issued a certificate of occupancy August 24, 1994. Background Watershed Dynamics, 735-4288, prepared a stream relocation plan as part of the Process III stream relocation application. The plan proposed to transform a drainage ditch with no in stream habitat diversity into a habitat supporting stream. This was to be accomplished by relocating the stream, constructing stream meanders within the confines of its new location, creating flood plain areas and establishing multi-layered multi-specie plant communities within the riparian area associated with the stream. Furthermore, the applicant proposed to create a new wetland as part of the stream corridor wich will aid in storm water detention and water quality. Relevant permit conditions are listed below for reference. SEPA decision issued April 15, 1993: 1. Recommendations of the March 6, 1993 Summary Report - Background Information for Channel Relocation Proposal (East Branch Hylebos Tributary #0016A) prepared by Watershed Dynamics, Inc., shall be incorporated into the design and construction plans for the project as required by the Planning Official and Public Works Director. Hearing Examiner recommendation issued June 2, 1993: 1. Following completion and prior to diverting water into the new channel, a biologist will inspect the new channel and issue a written report to the Director of Community Development stating that the channel complies with the requirements of FWCC Section 1307(e). In addition, the stream and wetland will be monitored by a qualified biologist for a period of five years. 1 / . _ Council approved the application subject to the Examiner's conditions on July 6, 1993. Watershed Dynamics report recommendations: 1. All stream channel construction, temporary erosion control, and buffer planting will be monitored for one year to assess implementation success. 2. All of the instream features and structures will be monitored to assure adequate stability for a five year period following construction. 3. Monitoring of the wetland and buffer areas will occur for a minimum of five growing seasons following initial planting to assure that the project has successfully met the established threshold criteria. This monitoring will include contingency plans to remedy created features and exotic or invasive plant species invasion which do not meet the project goals. The threshold criteria, as stated in the report, is listed below. a. establishment of a viable upland buffer composed of native plant communities, b. replacement of all planted trees and shrubs that do not survive within the first year following initial project construction, c. that 80% of all trees and shrubs planted during the initial construction period are alive at the end of the five year monitoring period. This percentage has been selected because the initial planting targets a 120% coverage, d. establishment of a biofiltration swale system to assure protection of onsite water quality. Project monitoring was described in the report. It is listed below for reference. a. at completion of construction of mitigation project, b. early in the first year growing season after construction, c. at the end of the first growing season, d. twice the second through the fifth years (once at the beginning and once end of the growing seasons). 4. The placement of signs along the buffer area which identify the reasoning behind onsite activities. Such signs provide for the identification of the (stream and wetland) buffer boundary and educational opportunities for the better understanding of environmental resources and the accomplishments of regulations. Upon inspection of the site, deficiencies were identified. Therefore the following items must be addressed before the landscaping can be approved: 1. Replace the following: a. Dead Fir trees and Salal along the stream corridor. b. Dead Vine Maples along east side of stream. c. Cedar tree at the south end of stream bank. d. Dead Big Leaf Maple along east side of stream bank. e. Dead groundcover along the top of the west and north retaining walls. f. Dead Vine Maples at the base of the west and north retaining walls. Additionally, the root balls of some vine maples are exposed. g. Dead/dying Birch trees along the western most entrance off South 352nd Street. h. Rhus typhina, Staghorn Sumac. Unless a modification is requested, all new plant material shall be in accordance with the sizes and types specified in the plant schedule. The approved plant schedule requires multi-stemmed specimens. Planted trees are single- stemmed. i. Dead Portugal Laurel at the southwest end of the drive aisle along the west edge of the site. 2 . Plant the following: a. Three trees at the base of the SW Corner of the retaining wall. b. Groundcover in planting areas at the base of the west building wall. c. Additional groundcover at the top of the west and north retaining walls. d. Groundcover in landscape islands on either side of the cart storage areas. e. Trees and ground cover at the northeast corner of the site. Includes sloped area along South 352nd Street. f. Shrubs and groundcover in the landscape island along the east edge of the site, second island south of the east entrance. g. Many portions of groundcover plants are covered by bark. Please inspect each plant to ensure that all branches are pulled above the bark. Since there is a good chance that the landscaping will not be completed prior to opening, a letter requesting a 90 day extension must be submitted to the Department of Community Development Services requesting such. A copy of section 22-1569, Performance and maintenance standards is provided for your review and reference. Necessary work associated with the stream and created wetland needs to be finished consistent with the 'Summary Report - Background Information for Channel Relocation Proposal' prepared by Watershed Dynamics, Inc. and approved plans. Post review, the city concluded that the conditions related to the construction portion of the bond have been satisfied and can therefore can be released. As you know, the bond amount posted was $182, 040 dollars and is segregated into two amounts as follows: Construction - $128,700;and, Monitoring/Performance - $53,340. Pursuant to the Agreement and due to several remaining planting issues (outlined below) the monitoring/performance portion of the bond will be withheld and released as the monitoring and other items are satisfied over the next five growing seasons. Items that still need to be addressed are as follows: 1) planting of street trees along State Route 161 . The requirement is for trees to be planted 30 foot on center. The city suggests the use of Acer Rubum (Red Sunset); 2) plant or replace the ivy along the top of the retaining wall along the west and north sides of the site; and, 3) replacement of dead evergreens within the stream corridor. Project Location The Home Depot facility is located at 1715 South 352nd Street, Federal Way, Washington. The site is approximately 0.4 miles (2,000 feet) south and east of the intersection of State Route 18 (SE 348th Street) and State Route 161 (Enchanted Parkway) on the east side of Enchanted Parkway and west of Interstate 5 (see Figure 1). The Home Depot facility occupies the southern portion of a large,retail complex that is south of the Costco,GI Joe's,and Office Depot. The stream channel relocation and restoration project is located along the eastern edge of the property between the east end of the paved area that surrounds the Home Depot building and the western right-of-way fence for Interstate 5 (I-5). The project is located on an unnamed tributary to the East Fork of Hylebos Creek,a stream system that flows into Commencement Bay. The current condition was evaluated to determine if the performance standards incorporated into the original mitigation design (as outlined in the 1999 monitoring report)had been met. Those performance standards were: 1. PLANT SURVIVAL: Did at least 80% of the plants installed survive for at least 5 years following construction and plant installation? 2. CANOPY CLOSURE/VEGETATIVE COVER: Was there 85% to 100% tree cover and 50% to 75% shrub cover in the stream buffer at the end of the 5-year monitoring period? 3. STREAM CHANNEL CONDITION: Was there excessive bank cutting or scour at the end of the 5-year monitoring period? Was the large woody debris essentially in place and functioning after 5 years? Were the instream structures functioning as was intended in the design? 4. OVERALL PROJECT APPEARANCE AND EVIDENCE OF TERRESTRIAL AND AQUATIC WILDLIFE SPECIES USE: Was the mitigation area properly maintained and essentially free of human-made debris (garbage)? Did it appear that either terrestrial or aquatic species were using the created habitat? BACKGROUND INFORMATION In 1992, the Home Depot Corporation prepared and submitted the plans for the development of the property located at 1715 South 352°d Street. Prior to the development of the site, the Washington Department of Transportation (WSDOT) had relocated the intermittent stream, a tributary to the East Fork of Hylebos Creek, from its original location in the middle of the I-5 corridor to a location within the project site, west of its current (post-construction) location. As part of that relocation process, WSDOT placed the new stream channel into a storm drainage easement and directed freeway runoff into the channel. As a result both natural runoff and runoff from the freeway were carried in the channel. Early in the site development process, Home Depot and its project team recognized the need to relocate the stream channel to make better use of the subject property. The rationale was that when the stream was moved by WSDOT there had been little or no consideration for the function of the stream channel beyond stormwater conveyance. Relocating the stream to make better use of the site would both improve the economics of the development project and provide an opportunity to improve the quality of the stream channel. [Deb nn R Page 4 Barker Final Monito e ort 121003 doc y.� ^ar� „ Prior to its relocation and enhancement, the stream channel cross-section was shaped like a 3- sided box with nearly vertical banks,there was only limited streambed gravel,there was no large woody debris in the channel, the channel was essentially straight, and there was virtually no riparian (buffer) vegetation adjacent to the channel. The channel was more like a ditch than a natural,meandering headwater stream channel. Watershed Dynamics (formerly Watershed Dynamics, Inc.) was part of the design team and, in conjunction with Bush, Roed, and Hitchings, Inc. (a Seattle-based engineering firm), developed the stream channel relocation/enhancement plan that was incorporated into the overall site development plans. The stream plan included the creation of a meandering channel with pool and riffle habitat, an increased amount of streambed gravel and large woody debris, and the addition of native plants (tree, shrub, and groundcover species) in the stream buffer. The enhanced buffer was created to protect the instream resources from potential pollutants or disturbance generated within the developed area around the Home Depot facility. The vegetated buffer/riparian area also added significantly to the value of the stream corridor for wildlife and aquatic insects use as well as enhanced water quality. The overall site development plans, which included the stream channel relocation/enhancement proposal, were reviewed and approved by the City of Federal Way. The City conditioned the stream project to require the Owner of the project (presumably Home Depot) to evaluate the stream project and maintain the project corridor to insure the project was successful. Following the project permitting,construction began in the summer of 1993. The first portion of the project to be undertaken and completed was the stream channel relocation. Once the channel was relocated (including the placement of streambed gravel and installation of large woody debris, the stormwater management features were installed in the buffer area and the riparian/buffer plants were installed. A temporary irrigation system was added after the planting was completed to assure adequate moisture regimes during the first year or two after construction. Although Watershed Dynamics (as Watershed Dynamics, Inc. or WDI)had been involved in the design and proved on-site technical support during construction, Watershed Dynamics was not involved with the post-construction monitoring process. Watershed Dynamics is not aware that any "as-built drawings" were ever prepared to document the constructed project. Likewise, Watershed Dynamics is not aware that any plant list was ever prepared to document the species, numbers, or locations of plants installed in the riparian/buffer area in 1993. Finally, Watershed Dynamics is not aware of any post-construction or project performance monitoring effort that may have been undertaken (other than WDI's effort in 1999) since the stream project was completed. Deb Barker Final Monitoring Report 121003 doc Page 5 2003 PERFORMANCE MONITORING RESULTS Watershed Dynamics walked through the entire site on December 9,2003. Watershed Dynamics took 15 digital photos of representative conditions within the project area, 12 of which are included as Attachment 1 of this report. The other 3 photos were too dark to be useful in this report. The following observations were made relative to the performance criteria: 1. Plant survival in the tree, shrub, and groundcover components of the created riparian/buffer community. Based on field observations Watershed Dynamics estimated that 80%to 85% of the trees planted in 1993 survived. In addition there are numerous volunteer red alder, black cottonwood, willow, and Douglas fir seedlings and saplings that are growing throughout the project area. Many of the planted western red cedar and Douglas fir have tripled in height during the 10 years since they were planted. 2. Canopy cover or the amount of shading provided to the stream by the trees and shrubs is of concern. The buffer area has 90%to 95% tree cover and over 75% shrub cover within the project area. There were some invasive species (Himalayan and evergreen blackberry) noted along the western edge of the buffer, but it appears that the Home Depot staff has made considerable effort to control the blackberries and other non-native invasive species. Less than 5%of the vegetative cover was provided by non-native invasive species. There was very little Scotch broom observed in the mitigation area in spite of the extensive amount of Scotch broom in the I-5 right-of-way. The plant community and cover were excellent as evidenced by the attached photos. 3. Condition of the stream channel, i.e. is there excessive bank cutting or sloughing? Are there excessive silt deposits or areas of excessive scour? Is the large woody debris essentially in place and functioning? Are the in-stream structures essentially intact and functioning as designed? As would be expected and accepted for a project like this there was minor bank scour associated with the large woody debris. Some of the large woody debris appears to have move slightly since it was installed. The extent of bank scour and large woody debris movement observed was well within expected and acceptable limits. Minor or more natural looking changes are generally acceptable. Significant bank failures or major movement of woody debris were not observed and lack of those conditions is evidence of a successful relocation/restoration/enhancement project. Deb Barker Final Monitoring Re ort 121003 oct '� Page 4. Overall appearance of the project area and the evidence of use by terrestrial or aquatic species. Generally the natural resource management and permitting agencies want to know how well the project is meeting its explicit or implicit project goals. The main question, generally, is whether or not the restoration/enhancement project looks the way it was envisioned at the conceptual stage and is it functioning as was proposed? This project looks the way it was expected to look after 10 years and appears to be in better condition that many similar streams located in urban, high runoff drainages. The large woody debris is functioning as it should and the plant community is in very good condition. There is evidence of terrestrial wildlife use (primarily small mammals and avian species). There was little evidence of use by aquatic insects, which was not unexpected because this is an intermittent stream system that has relatively short periods of surface flow and this monitoring effort occurred during late fall,early winter conditions. It is likely that there is some amphibian use (most probably Pacific tree frogs) in the created wetland area inside the southern portion of the stream buffer. Such use may also occur in the stream channel where ponded water may remain into the spring if those habitats are not negatively affected by high flows (stormwater runoff) following spring rainfall events. CONCLUSION Overall, Watershed Dynamics found the project to be an unqualified success. The stream channel was in excellent condition with no areas of excessive siltation, channel scour, or bank degradation. All of the large woody debris pieces placed in the channel at the time of construction were essentially in place and functioning as were the log weirs. The pool and riffle areas appear to be functioning as designed. The vegetative community in the buffer area was in excellent condition and vigorous. The desired cover percentages had been met or exceed in all areas. There were some naturally occurring snags within the buffer, providing excellent feeding habitat for insect eating birds such as flickers and nuthatches as well as perching habitat for raptors such red-tail hawks. There was also some naturally occurring large woody debris recruitment that added to the function and value of the stream buffer. There was excellent survival of the plants installed during construction and the volunteer plant community was thriving. Watershed Dynamics has concluded that the stream channel restoration project has met and exceeded the performance criteria. In addition, Home Depot has undertaken and successfully completed all to the maintenance items that were noted in the 1999 performance monitoring report. Watershed Dynamics recommends that the City of Federal Way realease the Performance Bond posted by Home Depot for this mitigation project and that Home Depot be relieved of its obligations for maintaining and monitoring the mitigation area. Home Depot should, however, be instructed to continue maintenance of the bio-swale, which is part of the stormwater management system and not part of the mitigation area. As part of that relocation process, WSDOT placed the new stream channel into a storm drainage easement and directed freeway runoff into the channel. Early in the site development process, Home.Depot and its project team recognized the need to relocate the stream channel to make better use of the subject property. The rationale was that when the stream was moved by WSDOT there had been little or no consideration for the function of the stream channel beyond stormwater conveyance. Relocating the stream to make better use of the site would both improve the economics of the development project and provide an opportunity to improve the quality of the stream channel. Prior to its relocation and enhancement, the stream channel was, in cross-section, shaped like a 3-sided box with nearly vertical banks, limited streambed gravel, no large woody debris, no meander, and virtually no riparian vegetation. WDI was part of the design team and, in conjunction with Bush, Roed, and Hitchings, Inc. (a Seattle-based engineering firm), developed the stream channel relocation/enhancement plan that was incorporated into the overall site development plans. The stream plan included the creation of a meandering channel with both pool and riffle habitat, an increase in the amount of streambed gravel and large woody debris, and the planting of a riparian/buffer corridor to protect the stream resources from the developed area around the Home Depot store. The vegetated buffer/riparian area also added significantly to the value of the stream corridor for wildlife, aquatic insects, and water quality. P.O. Box 215,Enumclaw,WA 98022 The overall site development plans, which included the stream channel relocation/enhancement proposal, were reviewed and approved by the City of Federal Way. The City conditioned the stream project to require the Owner of the project (presumably Home Depot) to evaluate the stream project and maintain the project corridor to insure the project was successful. Following the project permitting, construction began in the summer of 1993. The first portion of the project to be undertaken and completed was the stream channel relocation. Once the channel was relocated, the streambed gravel and large woody debris were added, and the stormwater management features were installed in the buffer area, the riparian/buffer plants and irrigation system were added. Although WDI had been involved in the design and proved on-site technical support during construction, WDI was not involved with the post-construction monitoring process. WDI is not aware of any as-built being prepared after the stream project was completed. Likewise, WDI is not aware of any plant list being prepared to document the species, numbers, or locations of plants installed in the riparian/buffer area. Finally, WDI is not aware of any post-construction or project performance monitoring effort being undertaken since the stream project was completed. MONITORING APPROACH Although WDI did not have a post-construction or project performance monitoring plan available to provide the performance criteria or the monitoring requirements, WDI used guidelines that are typically used for this type of project. The primary points of interest are generally: 1. Plant survival in the tree, shrub, and groundcover components of the created riparian/buffer community. Typically, the agencies are looking for at least 80% survival, five years after planting, of the vegetation that was installed. It is not generally necessary for every plant of every species survive at that rate. The overall density and diversity of the plant community is the focus. 2. Canopy cover or the amount of shading provided to the stream by the trees and shrubs is of concern. Typically the agencies are looking for 85% to 100% cover by the tree layer and 50% to 75%cover by the shrub and groundcover layers. 3. Condition of the stream channel, i.e. is there excessive bank cutting or sloughing? Is there excessive silt deposits or areas of excessive scour? Is the large woody debris essentially in place and functioning? Are the in-stream structures essentially intact and functioning as designed? Project Performance Monitoring Report—Page 2 Stream Channel Relocation/Enhancement Project Typically, a project like this will change over time and there will be some areas where bank scour has occurred or a piece of large woody debris has moved from its original location. Minor or more natural looking changes are generally acceptable. Significant bank failures or major movement of woody debris is not typically the mark of a successful relocation/restoration/enhancement project. 4. Overall appearance of the project area and the evidence of use by terrestrial or aquatic species. Generally the agencies want to know how well the project is meeting the explicit or implicit project goals. The main question is whether or not the restoration/enhancement project looks the way it was envisioned at the conceptual stage and is it functioning as was proposed. For most projects, the post-construction or performance monitoring plan specifies how and when the performance monitoring is to be conducted. Generally that plan also defines the reporting requirements so the'Owner is aware of how the monitoring reports should be'formatted and to whom they should be sent. Unfortunately, WDI did not have access to any such plan that had been reviewed and approved by the City of Federal Way. Additionally, WDI is not aware of any post-construction or performance monitoring that may have been completed prior to July 14, 1999. Absent the typically monitoring guidelines, WDI conducted a site review on July 14, 1999 and walked through the entire stream project area. WDI conducted one vegetation transect in the southern portion of the site along the west side of the stream. This transect was 100 feet in length and random, 6.6-foot diameter vegetation sample plots were evaluated along the transect. Because of the density of the vegetation over the entire site and the difficulty encountered completing the first transect, WDI only completed one transect sample. The results of that were noted in the field log (see Attachment 1 —Field Notes). In addition to the vegetation transect, WDI took photos throughout the project area using 35mm color film. Copies of most of those photos are included in Attachment 2—Color Photos. RESULTS -VEGETATION Overall, WDI found the project to be an unqualified success. Along the vegetation transect, WDI found the tree canopy, made up primarily of minimum 20-foot tall alder and willow, very dense. The tree canopy provided 80% to 95% cover throughout the entire transect (see page 7 and page 8 of the field notes). This tree density was representative of the entire riparian area. Red alder (Alnus rubra) was the dominant species on the transect but was not dominant in the overall project area. WDI found western red cedar (Thuja plicata), Douglas fir (Pseudotsuga menziesii), western hemlock (Tsuga heterophylla), big-leaf maple (Acer macrophyllum), and Pacific willow(Salix lasiandra)throughout the project area. Project Performance Monitoring Report—Page 3 Stream Channel Relocation/Enhancement Project Shrub species were not well represented in the transect (see Photos 3 and 4) with spiraea (Spiraea douglasii) and Pacific ninebark(Physocarpus capitatus) providing less than 10%cover throughout the transect area. There was also some Himalayan blackberry (Rubus discolor) present in the transect but very sparse. The transect did not represent the overall shrub community within the project area. There was Pacific ninebark, spiraea, red-osier dogwood (Cornus stolonifera), black hawthorne (Crataegus douglasii), Indian plum (Oemleria cerasiformes), vine maple (Acer circinatum), red elderberry (Sambucus racemosa), and willow(sp)throughout the riparian and buffer areas. There were also significant amounts of Himalayan blackberry and Scotch broom (Cytisus scoparius) along the western edge of the buffer. The groundcover in the transect was between 50% and 60% with moss, grasses, an annual member of the Family Cruciferae (mustard family), and slough sedge (Carex obnupta) making up the bulk of the groundcover community. In other areas within the project, salal (Gaultheria shallon), Oregon grape (Mahonia nervosa), and sword fern(Polystichum munitum) were present but not dominant. In the areas where the canopy was quite dense, the groundcover species were limited to 50% to 60% cover. In the more open areas, grasses dominated the groundcover component providing in excess of 85%cover. The salal, Oregon grape, and sword fern appeared to be increasing in number as the grasses begin to die out and allow increased growth of the native groundcover species. WDI did find 6 to 8 dead conifers that had not survived since being planted. This represented less than 20% of the overall conifers observed on site with many having reached 20 feet or more in height. Overall, it appears that at least 80% (and probably more) of the trees and shrubs planted on the site have survived and are growing vigorously. A review of the color photos will give a better assessment of the riparian and buffer vegetation. Photo 1 shows the western edge of the buffer looking north along the parking area. Photo 16 shows the typical density of the riparian shrub community and a natural opening in the buffer area. Photos 17 and 18 show the extent of the blackberry growth at the edge of the buffer. Photos 32 and 33 show a representative view of the buffer as seen from the parking lot looking east into the stream project area. RESULTS—STREAM CHANNEL WDI found that the stream channel was in excellent condition with no areas of excessive siltation, channel scour, or bank degradation (see Photos 5, 19, 20, and 21). All of the large woody debris pieces placed in the channel at the time of construction were in place and functioning as were the log weirs (see Photo 6 and Photo 7). The pool and riffle areas appear to be functioning as designed although there was no water in the channel at the time the field review was conducted. Project Performance Monitoring Report-Page 4 Stream Channel Relocation/Enhancement Project In addition to the woody debris in the stream, some of the large Douglas fir that were left on the site have died and formed snags. This is excellent habitat for insect eating birds and raptors (i.e. red-tail hawk). Those snags are shown in Photos 34 and 36. CONCLUSION Based upon the field review, WDI concluded that the project has been successful and has met or exceeded the expectations of the design team. The vegetation (plant community) is quite diverse and dense and appears to be growing vigorously. The stream channel is in excellent condition and appears to be functioning quite well. Considering the magnitude of some recent storms and runoff events, the channel has performed as well as was expected at the time of the design. Almost 6 years has passed since the construction was completed and the project site is in excellent condition. The only negative note that WDI found was that the western edge of the area has a moderate amount of human created debris deposited in the buffer. It would be beneficial to the overall function and'value of the stream project to have the Home Depot staff occasionally remove the garbage and debris from that western edge of the site to improve the appearance of the area and decrease the impact upon wildlife using the site.
