AT CHELSEA COURT CONDOMINIUMS
The following are findings for recommending site plan approval of the Federal Way
Caregiving Network Social Services Transitional Housing (type A) located at the Chelsea
Court Condominium complex at 2530 South 317th Street, Unit 202, Federal Way, WA.
FINDINGS
1. The site is designated as City Center Frame in the 1995 Comprehensive Plan.
2. The site is zoned City Center Frame according to the Federal Way Zoning Map.
3. The application is to establish a social services transitional housing (type A) unit
within an existing condominium complex.
4. Social Services Transitional Housing is defined in the Federal Way City Code
(FWCC) as facilities other than offices and group homes, operated by a non-
profit social service agency, licensed as required by the state, providing
temporary and transitional housing to individuals on an as-needed basis,
including but not limited to, emergency shelters, homeless shelters and other
such crisis intervention facilities. Type A is defined as the maximum number of
residents to be consistent with the maximum number of unrelated adults allowed
under the zoning definition of family.
5. The proposed development is subject to the decisional criteria of Article V - Site
Plan Review, Article VI - Use Process I, and section 22-811 - Social Services
Transitional Housing of the FWCC.
6. The transitional housing facility is proposed to be located in an existing two-
bedroom condominium unit within the established Chelsea Court Condominium
complex. Urban utilities and services serve the site. Current uses of the site and
surrounding area include the following:

7. The Federal Way Community Caregiving Network (FWCCN) will purchase and
furnish the two bedroom housing unit. They will contract with the South King
County YWCA for case management. The following describes the operation of
the program:
a. The housing unit is furnished and equipped as transitional housing for
one woman with children who shall reside for approximately six (6)
months.
b. The South King County YWCA will provide case management. They
have provided transitional housing and support services for women and
their families in the South King County area for fourteen years.
c. A draft Management Plan has been submitted in conformance with
FWCC section 22-669.5(1)(I).
d. The FWCCN social services transitional housing unit will not be utilized
as a "safe house" location.
8. As part of the review conducted by Federal Way staff, site visits were
conducted and the proposal was circulated to the following agencies and city .
departments:
* Federal Way Public Works Department
* Federal Way Building Department
* King County Fire District #39
* Lakehaven Utility District
The Building Department commented that under the current Uniform Building
Code (UBC) 310.9.1, the bedrooms are required to be equipped with a battery
operated smoke detector. There were no other comments.
9. Staff analysis of the Special Regulations and Notes of FWCC section 22-811,
notes 1 through 4, concluded that the program conforms to the stated
regulations.
10. The Federal Way Community Caregiving Network and the South King County
YWCA meet the definition of a non profit organizations recognized as exempt
from federal taxation, pursuant to Section 501(c) of the Internal Revenue Code
of 1954.

11. The management plan will, upon completion, be forwarded to the city clerk's
office. The management plan contains present day policies and contractual
agreements of the FWCCN and the South King County YWCA. To ensure
program compliance with city code, the management plan should be updated by
the FWCCN Board of Directors whenever any program changes occur,
including emergency contacts, project scope, staffing, security, case
management, or neighborhood relations.
12. The proposed site plan was reviewed to ensure conformance with the zoning
code and optimal location and configuration for access to the subject property.
13. The proposed site plan, application and application attachments have been
reviewed for compliance with the Federal Way Comprehensive Plan, pertinent
zoning regulations and all other applicable city regulations.
14. The proposed development is consistent with decisional criteria required under
section 22-364, Purposes of review, of the Federal Way City Code.
CONCLUSIONS:
The proposed site plan and application have been reviewed for compliance with Federal Way
Comprehensive Plan, pertinent zoning regulations and all other applicable City regulations.
Based on these findings, the site plan for the proposed project is hereby approved. This
decision shall not waive compliance with future City of Federal Way codes, policies and
standards relating to this decision.

application to establish social service transitional housing for one woman with no more than
two children in a furnished unit in the Chelsea Court Condominium complex. The Federal
Way Community Caregiving Network, as owners of the unit, would contract with the South
King County YWCA for project management This application will be reviewed under the
provisions of the Federal Way City Code (FWCC) Article VI - Process I review, and FWCC
section 22-811 - Social Services Transitional Housing.

Conditions and Stipulations
1. The term"mortgage," when used herein, shall include deed of trust, trust deed, or other security instrument.
2. If the proposed Insured has or acquires actual knowledge of any defect, lien,encumbrance,adverse claim or other
matter affecting the estate or interest or mortgage thereon covered by this Commitment other than those shown
in Schedule,B hereof, and shall fail to disclose such knowledge to the Company in writing,the Company shall be
relieved from liability for any loss or damageeesulting from any act of reliance hereon to the extent the Company
is prejudiced by failure to so disclose such knowledge. If the proposed Insured shall disclose such knowledge to
the Company, or if the Company otherwise acquires actual knowledge of any such defect, lien, encumbrance,
adverse claim or other matter,the Company at its option may amend Schedule B of this Commitment accordingly,
but such amendment shall not relieve the Company from liability previously incurred pursuant to paragraph 3 of
these Conditions and Stipulations.
3. Liability of the Company under this Commitment shall be only to the named proposed Insured and such parties
included under the definition of Insured in the form of policy or policies committed for and only for actual loss
incurred in reliance hereon in undertaking in good faith (a) to comply with the requirements hereof, or (b) to
eliminate exceptions shown in Schedule B, or (c) to acquire or create the estate of interest or mortgage thereon
covered by this Commitment. In no event shall such liability exceed the amount stated in Schedule A for the
policy or policies committed for and such liability is subject to the Insuring,provisions, exclusion from coverage, •
and the Conditions and Stipulations of the form of policy or policies committed for in favor of the proposed
Insured which are hereby incorporated by reference and are made a part of this Commitment except as expressly
modified herein.
4. Any claim of loss or damage, whether or not based on negligence, and which arises out of the status of the title
to the estate or interest or the lien of the insured mortgage covered hereby or any action asserting such claim,
shall be restricted to the provisions and conditions and stipulations of this Commitment.

The City of Federal Way has completed the administrative review of the proposed social
services transitional housing (Type A) unit at the above referenced address. The site plan
application submitted on October 28, 1996 is hereby approved per the attached Findings For
Site Plan Approval. The remainder of this letter outlines procedures relating to appeals and
approval periods as they relate to site plan approval.
Review Process Required
The site is zoned CC-F (City Center Frame). Social services transitional housing is a permitted
use subject to the provisions of Federal Way City Code (FWCC) 22-811 and requires Process I
review.
Process I is an administrative review process with notification provisions. This site plan review
decision forms a basis for city staff's recommendation for process I approval. Site plan
approval does not grant license to begin any type of site work or occupy the site.
State Environmental Policy Act (SEPA)
The proposed social services transitional housing unit is exempt from SEPA review pursuant
Washington Administrative Code (WAC) 197-11-800, Categorical Exemptions, as there is no
change of use associated with the project.
Procedural Information
- This decision may be appealed by the applicant. The appeal must be in the form of a letter

delivered to the Department of Community Development Services, 33530 1st Way South,
Federal Way, WA, and must be accompanied by the established fee, within fourteen (14)
calendar days after issuance of the decision. The appeal letter must contain a clear reference
to the matter being appealed and a statement of the factual findings and conclusions of the
Director of Community Development disputed by the person filing the appeal.
Unless modified or appealed, this approval is valid for a period of one (1) year from the date
of the decision. If no further action is taken within one (1) year of the decision, the decision
will expire. One six (6) month extension may be granted only if a written request is submitted
to the City Department of Community Development Services, 33530 1st Way South, Federal
Way, WA 98003, at least 30 days prior to the expiration of the decision.
This decision shall not waive compliance with future City of Federal Way codes, policies and
standards relating to this development.

4. Governing Agency Information
a. The project will be operated by the Federal Way Community
Caregiving Network. The parent agency and the local governing
board or administrative agency are the same.
b. This agency has purchased (with CDBG block grant funds) two
condo units in Federal Way, which have been operated as transi-
tional housing for homeless women and children, since December
1995 and June 1996 . Case management for these enterprises has
been provided by the South King County YWCA, on a contract
basis. We expect the YWCA to provide case management for these
last two units.
c. An organization chart of our (all-volunteer) governing
agency is attached.
d. Copies of our non-profit (501(c)3 tax exemption, of our
financial statement for 1995, and project budget are attached.
We are unaware of any state licenses required for this program.
Liability insurance for the project site will be
submitted prior to occupancy.
5. Staffing, Supervision and Security
a. Strictly speaking, we have no project "staff" or any
employees. A case administrator on the payroll of YWCA will
visit the resident family at least once a week, but will not
reside there. One of our board members, John Cooper, is
usually available on short notice to perform minor repairs.

7. Property Information and Management
a. The facility is in compliance with applicable requirements
for health, fire, building and safety requirements. A smoke
detector and hand fire extinguisher will be installed before
occupancy.
b. We are required to have one unit out of our four which is
handicapped-accessible. The unit we are buyingin the Maplewood
condominium complex is ground-floor and in compliance. Our
other three units are second-floor. If we should have a
handicapped person, we are expected to relocate another family
of the handicapped-accessible unit is occupied.
c. Our condominium dues will pay for maintenance of grounds,

repairs and painting of exteriors, and regular removal of
garbage. We anticipate that some redecorating will have to
be done when one family vacates, before another family moves
in. We anticipate that this will be done by volunteers, with
materials provided by the FWCCN. Routine housecleaning after
a departure is the responsibility of the YWCA, under the case
management contract.
8. Neighborhood Relations Plan and Proximity to Public Services
a. The YWCA' s tested neighborhood relations plan begins with
an open house to which neighbors are invited, and at which YWCA
people and FWCCN people will be present; city council members
and City of Federal Way staff will also be sent invitations.
(At our first two open houses, attendance by neighbors has been
disappointingly small, which indicates to us that there is slight
concern about the change of use. ) On an ongoing basis, the
condominium' s site manager, if any, will have the phone numbers
of our contact people and the YWCA case manager, for use if
problems arise. The occupants will have the home phone number
of John Cooper, our volunteer who is responsible for minor
repairs.
b. This site is in central Federal Way, close to bus service
on South 320th Street and the main Park-and-Ride facility.
It is within walking distace of Top Foods, Safeway, QFC and
Albertson' s, and the SeaTac Mall. A variety of shops are within.
a few hundred feet, and twenty motion-picture screens are near.
Steel Lake Park is a short walk away. The school district
provides bus transportation to Mirror Lake Elementary School
and Sacajawea Junior High; Federal Way High School is within
walking distance.
9. Traffic Information
a. If occupant has a car, two or three vehicle trips per day
are anticipated. Most of our occupants so far have had no cars.
b. This condominium complex provides two parking stalls per
unit. We anticipate no on-street parking as a result of this
project. There is some on-street parking nearby.
10. The management plan will be the same as for our units #1
and #2, and will be signed by an authorized representative of
the Federal Way Community Caregiving Network.

3) Project overview:
A **bedroom condominium unit used as transitional housing for a single woman with
two children for a period of six (6) months. Approximately two client families will be
served per year. The client's length of stay will be determined by the South King
County YWCA who is serving as case manger. The maximum number of residents who
will reside in the facility at any one time is three. No adult males are proposed to
reside in the unit.

Background: Founded in 1988 to provide emergency shelter to homeless
people in Federal Way. Recipient of Federal Way 1995 and 1996

Staff meet with their supervisors on a weekly basis and as
a regional group twice per month. Supervisors are
available on a daily basis for any needs that may arise.
Staff to resident ratio: 1 Full Time Employee (FTE) has from four to twelve
client cases.
YWCA hiring policies: Case Manager positions are advertised in regional papers
and with other social service providers. All staff have BA
degrees or equivalent and an average of 4 years
experience in the delivery of direct services.
Staff inservice training: Each staff member attends an annual 2-1/2 day training
conference presented by state coalition for the homeless.
Other classes may include crisis intervention, drug and
alcohol addiction, mental health, domestic violence,
parenting skills, budgeting, housing search and financing.
Outside contractors: Outside contractors will provide health care for the
residents. The YWCA has close working relationships
with other collateral services such as community health
clinics, drug and alcohol services, mental health services
and childrens services, if needed.

Volunteers: The only volunteers associated with the project are with
the FWCCN, tutors or ESL teachers approved by the
YWCA.
Staffing adjustments: The primary case manager works closely with their
supervisors. The YWCA maintains an open door policy.
Visitor policy: Visitors to the transitional housing unit may come and go
during daylight hours as long as program goals established
by the primary client and the caseworker are not
impacted. Overnight guests are NOT allowed without
previous written permission from the case manager.
House rules/policy: Exhibit I contains the program regulations.
Akohol/firearms policy: Health and safety regulations state: "No illegal substances
are allowed on the premises. Clients with chronic alcohol
problems, clients who are obviously intoxicated or clients
who frequently have alcohol on their breath will be asked
to sign a No-Alcohol Contract. Clients who are violently
or obnoxiously intoxicated may be evicted. All weapons
are prohibited."
Telephone: The FWCCN will provide a TTY telephone in the
condominium unit for local calls only. Long distance calls
will be blocked.
Emergency procedures: Case managers will train participants on appropriate
emergency procedures. A diagram of fire escape routes
will be provided at the unit. The Fire Marshals' office can
identify suitable escape routes. Smoke detectors and fire
extinguisher will be installed by the FWCCN.
This is not a safehouse: FWCCN has stated that this unit will NOT be used as a
safehouse or other domestic violence shelter. Out of
respect for the participants privacy, the address will not be
published.

6) Program and case management
Plan specific elements: Case management plan components include:
Assessment of participants needs - YWCA case manager
staff complete an extensive telephone screening and in-
person intake with the head of the household of each
family entering the transitional housing program.
Information gathered and documented during the intake
process is used to assess the households needs, provide
background information for the goal setting process and
identify appropriate services for the entire family. Each
head of household meets with a housing counselor for
progress review and goal setting. Service staff meet
weekly to review the status of each family in the program.
Support services - Culturally appropriate support services
offered on-site for the whole family include crisis
intervention, advocacy-based counseling, information and
referral, housing information and advocacy, goal setting
and weekly progress meetings and advocacy for
educational services. Limited supplies of household items,
personal hygiene items, bus tickets, and emergency food
are distributed by the YWCA as needed. In-kind services
from other service providers are also arranged, including
on-site health care, substance abuse counseling,
employment counseling, training and placement
assistance.
Availability of permanent affordable housing - The case
manager offers housing information and advocacy to assist
each family in their search for affordable housing. They
also provide services to families making the transition to
permanent housing and provide limited support after the
family has moved.
Screening and intake: Copies of the phone screening and intake form for
confidential information are in Exhibit J. A program
service fee based on thirty percent (30%) of income is
charged. The money collected is returned to the client

when they depart the unit to assist them in moving into
permanent housing.
Permanent housing: The transitional housing will provide clients with six (6)
months of shelter. The case manager will make a housing
search referral or refer the family to the "Transitional into
Permanent Project (TIPP) Program. Families accepted by
TIPP are eligible for section 8 certificate (if available) or
receive rental assistance.
Other service programs: Services provided by the YWCA are integrated and
coordinated with services provided by other cooperating
agencies, including Health Care for the Homeless,
DAWN/New Beginnings, local clothing and food banks,
Seattle King County Housing authorities, the YWCA
Homeless Initiatives Project, etc.
Grievance procedures: Grievance procedures for program participants indicate
that clients are encouraged to discuss any concerns
directly with the parties involved. If a resolution is not
reached, the Case Manager is requested to facilitate a
meeting. If the grievance is with the Case Manager, the
program coordinator shall facilitate a meeting. Unresolved
issues shall may be heard by the Regional Director. The
South King County YWCA maintains an open door policy
for staff to resolve grievances (Exhibit K).
Eviction procedures: Normal program exist dates and procedures are set with
the participants by the YWCA case manager. If the
participant does not move and has not been given a
written extension by the case manager, or if early
departure is requested due to program violations or
noncompliance with written warnings, the following steps
will be taken:
*Written request to vacate, including date and
time, will be issued.
• In case of non-complicate, an "unlawful
detainer" claim will be filed by the YWCA at King
County Courthouse and served to the client.

• If the unlawful detainer order to vacate is not
complied with, a "show cause hearing" is
scheduled by YWCA with King County Courts,
giving the client an opportunity to appear and
make their case to a judge. After a "show cause
hearing" a physical eviction date is set; that
provides that a King County Sheriff stand by while
YWCA staff removes the clients personal belongs
from the unit.
The South King County YWCA has had only one formal
eviction process take place in the last five years of
providing transitional housing.
Medical/physical needs: YWCA shelter housing does not serve individuals needing
medical or special physical attention on a 24-hour per day
basis unless a caregiver is part of the "household" and
appropriate measures are in place for the needs of the
individual. Assessment of any special needs of participants
is made at intake to assure that they are able to live
independently or with the assistance of a caregiver, who
must be in place before shelter can be given. The YWCA
does not participate in the selection of that person(s).
Client assistance in finding referrals for medical, drug and
alcohol or mental health needs is provided. The FWCCN
transitional housing unit is a second floor unit, and is not
wheel chair accessible.
7) Property Information and Management
Facility compliance: The applicant has stated that the facility is located within
the Chelsea Court Condominium complex and meets all
health, fire building and safety requirements of the City of
Federal Way and the Condominium Association. FWCCN
will install a fire extinguisher in the unit. Battery operated
smoke detectors are required in the ** bedrooms. Within
two (2) weeks of the installation of the smoke detectors,
the FWCCN shall provide the city with a signed smoke
detector affidavit. This shall be placed on file as Exhibit
L.

The complex was constructed in 19** under a permit
approved by King County. Exhibit M is a site plan.
ADA or Federal
Requirements: This is the last of four city wide transitional housing units
that the FWCCN intends to provide as a recipient of
HUD/King County Community Development Block Grant
(CDBG) monies. As a recipient of housing block grant
funds, the applicant must make reasonable accommodation
for accessibility and may not discriminate in the client
selection. The Chelsea Court Condominium unit is located
on the second floor and is not wheel chair accessible. The
FWCCN has provided an accessible unit with its third
transitional housing project, Maplewood.
Plan for maintenance/
sanitation of facility: Maintenance and sanitation of the grounds, all common
areas and the facility is included in the monthly fee paid
to the condominium association. Volunteers with the
FWCCN will maintain the unit interior with paint and
general repairs to be completed in-between clients.
8) Neighborhood Relations Plan and Proximity to Public Services
Plan for
neighborhood relations: Representatives from the FWCCN and the South King
County YWCA will meet with the Chelsea Court
condominium homeowners association board to present
the transitional housing proposal and answer questions
from open membership. Handout information on
transitional housing and the role of the YWCA will be
distributed at that meeting.
Additional plans include an Open House co-hosted by the
FWCCN and the YWCA held shortly before the move in
of the first program participant. YWCA staff will be
available to answer questions. All Chelsea Court owners,
residents, and FWCCN volunteers will be invited to the
event.

Schools: School age children would be assigned to the following
public schools in the Federal Way School District: Mirror
Lake Elementary, Sacajawea Junior High School and
Federal Way High School. According to the School
District, children living in the condominium and enrolled
in the elementary and junior high schools will be bused
because the schools are more than one mile from the
residence. High school age children will walk to school.
Proximity to services/etc: This site has good accessibility to following: ** feet to
SW 320th Street which contains METRO and Pierce
County Transit bus lines, * to the park and ride facility
***miles to libraries, walking distance to a regional
shopping center, restaurants, grocery stores, business
offices, and recreational opportunities, ** feet to a
church, and ***miles to St. Francis hospital.
9) Traffic Information
Trip generation: The applicant has stated that there are will be "one trip
per day by the case manager and two to three trips per day
by the client depending on the coordination of the
appointment times and dates for job hunting, social
services, school, etc."
Parking availability: One parking stall is reserved for unit 202 in front of the
condominium unit. Additional guest parking stalls are
across the drive aisle from the reserved parking stall.
There is adequate parking available to meet the parking
demand. With the surfeit of parking available, on-street
parking is not anticipated.
Appearance: The parking area is pre-existing, and consistent with other
parking areas in the Chelsea Court Condominium.
10) Approval by the governing board or agency
This written management plan, adopted by the FWCCN governing agency, board or official,
the South King County YWCA is hereby adopted by the Federal Way Director of Community
Development Services, and on file in the Federal Way City Clerk's office, shall be followed

and have the full force and effect of the Federal Way City Code. Any and all changes to the
