The project proposes to demolish an existing detached garage, walkways and gravel drive and then construct a new single family residence, an access driveway, possibly a garage for the existing house and associated underground utilities. The site slopes overall at 0.5% to the south with a short section of 5%for the last 20 feet where the property is adjacent to South 288th Street. There is a rockery up to 8 feet in height along the north side of existing sidewalk of South 288th. The site is bordered single family residential development to the north, west and south. To the east the property is zoned commercial. There are no critical areas in the project vicinity. The property is located at the crest of a hill and drains via sheet flow at 0.5%to the south across the property into the flowline of the existing gutter on the north side of South 288th Street. Due to the location of the site being at the crest of a hill and the high point of the gutter flowline being approximately 25 feet west of the proposed driveway cut it appears that surface flow is split and travels in both the east and west directions. Please refer to Appendix A—Site Plan. That portion of the site that is not covered with existing impervious surface area is covered with lawn and shrubs. The site soils consist of Arents-Alderwood Series soils per King County Soils Survey. See NRCS Map on the following page. In the built out condition (after new home, walks a ential new garage are constructed) it is estimated that the a°..4- project will add between 2,500 and 5,000 SF of new and/or replaced impervious surface area. The `I S project does not result in less than 4% total impervious surface and is zoned RS 7.2. The site is not ,5 considered a high use site. Per Figure 1.1.2.A, a Small Project Drainage Review is required. Although a site qualifying for Small Project Drainage Review which utilizes BMP's included in Appendix C of the SWDM is assumed to meet the appropriate Core and Special requirements, the information below identifies how this project will meet the appropriate"Core" and "Special" Requirements: Core Requirements 1. Discharge at the natural location: This site currently drains via sheet flow to the south, reaching the flowline of existing concrete gutter. The project proposes flow dispersion and then sheet flow to the flowline of existing gutter. 2. Off-site Analysis: A Level 1 off-site analysis was completed for this project and is included in Section 3 of this TIR. 3. Flow Control: Not Required 4. Conveyance system: Flows will be conveyed using sheet flow and dispersion. 5. Erosion and Sedimentation Control: A TESC plan is being submitted with the engineering permit application. 6. Maintenance and Operations: Not Applicable. 7. Financial Guarantees and Liability: Not Applicable 8. Water Quality: The total new/redeveloped impervious surface area subject to vehicular traffic (PGIS) is less than 5000 square feet and therefore this project is exempt from formal water quality facility design and construction. BMPs such as vegetated filter strips and rooftop flow dispersion may be utilized. Special Requirements 1. Other adopted area-specific requirements: Not applicable. 2. Floodplain/Floodway delineation: Not applicable. 3. Flood protection facilities: Not applicable. 4. Source controls: Not applicable due to the limited scope of this single-family residential project. 5. Oil Control: Not applicable. SURVEY-CIVIL-STRUCTURAL Section 3 — Off-site Analysis Available resources were first reviewed to familiarize the engineer with the surrounding areas. NRCS Soils maps, Aerial photographs, City of Federal Way maps, King County maps and other resources were consulted. In addition, the City of Federal Way Department of Public Works—Surface Water staff was contacted on June 18, 2007 to research drainage problems that might exist downstream from the project site. The City does not keep records to this effect. Public Works—Surface Water staff member Russell Cotton Betteridge indicated that he did not believe there were any significant downstream drainage concerns for this project either to the east or the west. The field investigation for this level one offsite storm drainage evaluation took place on Tuesday June 19, 2007 at 10:30 AM. The temperature was approximately 65 degrees with partly cloudy skies. Minimal rainfall had occurred within the past 24 hours. The 0.44 acre site is developed with one single family residence and is completely landscaped. Field observation of adjacent site topography confirmed that no significanppffsite surface area contributes flow to this site as the surrounding development appears to directs iturface water to public storm drainage systems. As indicated in the Technical Information Worksheet, this project is located within the Green River—01 Drainage Basin. Flow from the small site appears to split and contribute to 2 separate existing piped storm drainage conveyance systems beneath South 288th Street one which conveys flow east and one which conveys flow west. Downstream East(See Appendix B— Downstream East Map) Surface flow leaving the eastern portion of the subject property sheet flows into the flowline of the existing gutter on the north side of South 288th Street and continues as shallow gutter flow for 300 feet at approximately 6.5% before being collected in the existing catch basin located at the NW corner of the intersection of S. 288th Street and Military Road S. Flow from approximately 9 acres of medium density commercial development joins the conveyance system through a series of catch basins and pipe at this point. The existing S. 288th Street 12" diameter conveyance system then directs flow east beneath Military Road South and then crosses to the south side of S. 288th Street approximately 500 feet downstream from the subject property. The existing S. 288th Street 12"diameter conveyance system continues to direct flow east a distance of 250 feet at an approximate slope of 8% to a catch basin near the intersection of 25th Place S. and S. 288th Street where additional flow from approximately 8 acres of medium density residential development to the north joins the conveyance system. Flow continues in the 12" conveyance system on the south side of S. 288th another 300 feet at an approximate slope of 5%to a catch basin located near the intersection of 28th Avenue S. and S. 288th Street where flow from approximately 13 acres of medium density residential development joins the conveyance system. Flow continues in what appears to be an 18"diameter conveyance system located beneath the south side of S. 288th Street another 260 feet at an approximate slope of 3%where flow from approximately 4.5 acres of medium density residential development joins the conveyance system. This location is approximately 1,300 feet downstream of the subject property. At this location the existing conveyance system directs flow south through private property which was not accessible. Flow continues in the existing conveyance system mostly located within easements across private property for another 1,100 feet at an approximate slope of 1 —2% where flow outfalls to an open swale located along the northern edge of the Camelot Square Modular Home Development. No signs of overtopping nor records of flooding were discovered. End of Downstream East. Downstream West(See Appendix C—Downstream West Map) Surface flow leaving the western portion of the subject property sheet flows into the flowline of the existing gutter on the north side of South 288th Street and continues as shallow gutter flow for 250 feet at approximately 5.5% before being collected in the existing catch basin located on the north side of S. 288th Street. STA 14+00 flow continues south in an 18" system. • b/2007 End of Downstream West Summary Due to the small project site size, the flow being split between 2 sub-basins, the project utilizing surface water dispersion and adding less than 5000 SF of new impervious surface area in a basin larger than 300 acres, it does not appear that development of the proposed single-family residence will have adverse effect to either existing downstream surface water system. Temporary water quality issues may result from proposed access driveway construction, but proper installation and maintenance of temporary erosion and sedimentation control measures should prevent sediment and construction debris from leaving the project site. Section 5 - Conveyance System Analysis and Design Not required for this project as there are no piped conveyance systems proposed to be constructed. Section 6 - Special Reports and Studies We are not aware of any special reports or studies that have been prepared associated with this property. Section 7 - Other Permits This report is part of a City of Federal Way Engineering Review permit requesting permission to construct the driveway, curb cut and associated utility connections. A City of Federal Way Right of Way Use permit will be required to construct the proposed driveway together with the proposed water and sanitary sewer connections. Lakehaven Utility District Sanitary Sewer Developer Extension and water meter applications approvals are required. Section 8 - ESC Analysis and Design Erosion and Sedimentation Control measures for this small scale project include silt fence installation and temporary construction entrance. Section 9 - Bond Quantities, Facility Summaries, and Declaration of Covenant It is our understanding and interpretation of requirements and thresholds indicated in the 2005 KCSWDM together with the small scale and private single family residential nature of this project make it exempt from posting performance and maintenance bonds, reporting facility summaries and recording a declaration of drainage facility covenant. Section 10 - Operations and Maintenance Manual Not Applicable, the proposed dispersion facilities to not require maintenance other than assuring they remain in place and are not covered with impervious surface or clogged with leaves or other debris that would prevent flow from entering the top of the trench. Initially Lakehaven received and approved sewer plans that extended the sewer from that location. All applicable fees have been paid and a performance bond was submitted to guarantee the performance of required civil-related work.
