MEETING MINUTES
Present: Chair Michael Campsmith, Vice Chair George Vadino, Dave Berger, Karen Brugato and Sabrina Ettinger

Chair Campsmith called the meeting to order at 5:00pm.
PUBLIC FORUM
Rabbi Wolff stated that what is unique about this community is that we give space and support for everyone, to
every person and to every group. Rabbi Wolff requested to place a public Menorah in a City park during the
holiday of Hanukah. He stated that many cities in Washington have public Menorahs. A Menorah is not just a
religious symbol; it's also a symbol of freedom, life, shared life and life in dark places.
Staff Hutton stated that this would not be a decision that staff or the Parks and Recreation commission would make;
this would be a Mayor and City Council decision. Staff Hutton suggested that Rabbi Wolff make the same
presentation at a City Council meeting during public comment. Chair Campsmith agreed that this is something the
commission cannot decide and presenting this to the City Council would be most appropriate. Commissioner
Ettinger informed the commission that she reached out to the Rabbi and wanted this entered into new business. She
wanted to get the ball rolling and that this is the initial step.
APPROVAL OF MINUTES
Commissioner Brugato moved to approve the May Parks and Recreation Commission regular meeting minutes as
written. Commissioner Ettinger seconded. Motion passed.
COMMISSION BUSINESS
The Project Prioritization Matrix was not on the agenda due to Staff Gerwen being out of the office for a
period of time. This will be discussed at the September meeting. The Commission has questions about the
financial impact portion of the matrix; Staff Gerwen will address this at the meeting.
Red, White & Blues Festival Shift Assignments
The commissioners signed up for shifts for the event.

Staff Hutton presented some ideas for the survey that will be available at the Parks & Recreation
Commission's booth at the Red, White & Blues Festival. The commission provided input on questions that
they would like to add and questions they would like to remove. They also suggested adding open-ended
questions, demographics, zip code and questions regarding recreation programs and the Community Center.

Work Plan Review
The commission reviewed the projects on the 2022 work plan to see where they're at. The commission
requested to visit some of the trails that need to be repaired during their park tour.

Commissioner Ettinger wanted it in the record that there was a request to have a Menorah placed in a City
park.
The shutdown of Steel Lake due to a raw sewage leak was discussed. Unfortunately, the Fishing Derby had to
be cancelled.

Fentanyl on the Metro busses. She asked why this can't be done in the Parks and Parks restrooms.
Commissioner Berger stated that the ordinance is broader than just the Metro busses; it was expanded to
public places.

SUBJECT: 2024 Parks & Recreation Comprehensive Plan Chapter Development and
PROS Plan Update
The enclosed background document provides the Parks & Recreation Commission with context
and ideas related to two upcoming planning processes:
1) The development of a new Parks & Recreation Chapter in Federal Way's Comprehensive
Plan
2) An update to Federal Way's Parks, Recreation & Open Space Plan (PROS Plan)
In addition to providing brief policy background and describing differences and similarities
between the Parks & Recreation Comprehensive Plan Chapter and the PROS Plan, the enclosed
document poses a few key questions (on pg. 2) for the Parks & Recreation Commission to
answer at its September 1, 2022 meeting. We hope this meeting starts a productive conversation
on these two related, and possibly simultaneous, planning efforts that are about to get underway.

Comprehensive Plan Parks & Recreation Chapter Development & PROS Plan Update:
Background for 9/1/22 Parks & Recreation Commission Meeting
Background
Decision -making for Federal Way's parks is currently informed by our Parks, Recreation and
Open Space Plan (PROS Plan), which is updated every 6-years and last updated in.2019.
However, unlike many cities, Federal Way currently lacks a Parks & Recreation (P&R) chapter in
our 20-year Comprehensive Plan to inform parks planning over a longer timeframe.
As part of the next major update to Federal Way's Comprehensive Plan (Comp Plan), which is
required under the Washington State Growth Management Act, Federal Way is developing a
new Parks & Recreation (P&R) Chapter that informs parks planning over a 20-year period and
which is consistent with plans for other aspects.of Federal Way's built and natural environment
such as our land use, housing, capital facilities, and transportation infrastructure. In the next
Comp Plan Update, to be adopted by the end of 2024, Federal Way is planning for

addition to planning around two future light rail stations and other changes that affect Federal
Way's built environment. Parks planning should also account for these expected changes.
When Cities adopt P&R Comp Plan Chapters, the GMA prescribes the following chapter
content: "A park and recreation element that implements, and is consistent with, the capital
facilities plan element as it relates to park and recreation facilities. The element shall include:
a) Estimates of park and recreation demand for at least a ten-year period,
b) An evaluation of facilities and service needs; and
c) An evaluation of intergovernmental coordination opportunities to provide regional
approaches for meeting park and recreational demand."
For both consistency and efficiency, it would be ideal for the Comp Plan P&R chapter and the
next PROS Plan update to be completed on the same timeframe and utilize similar resources.
Extensive public outreach has been underway for the 2024 Comp Plan update the past several
months which will inform both plans, in addition to any future parks -specific public outreach.
Key Differences between.a Comprehensive Plan P&R Chapter and Pros Plan
1) PROS plan primarily has a 6-year planning horizon; the Comp Plan is a 20-year planning
horizon.
2) PROS plan may be more narrowly focused on an inventory, needs, goals and policies of
just parks and recreation land and facilities; a Comp Plan P&R chapter may have the
same vision, goals and policies as the PROS Plan, but it should be informed by and
consistent with other comp plan chapters such as land use, capital facilities, housing and
transportation.
3) The PROS plan follows more prescriptive state requirements than a P&R Comp Plan
Chapter.
Possible New or Priority Topics to Update in 2024 Parks & Rec Chapter and PROS Plan Update
(no particular order)
1) Review and consider if updates are needed to existing Levels of Service (LOS)
2) Find opportunities to expand shoreline access
3) Increase emphasis on the connectivity between parks and open spaces
4) Reflect the possibility of a new Parks Impact Fees funding mechanism
5) Increase focus on parks access equity by geography given where future housing and jobs
growth is expected
6) Mitigation of detrimental impacts on parks, open spaces and environmental critical
areas
7) Maintenance and staffing for existing and new parks facilities; and identification of
potential funding mechanisms
Key Questions for 9/1/22 Parks & Recreation Commission Meeting
1) What do you see as new and/or priority topics to address in a Comp Plan P&R Chapter,
and the updated PROS plan, that are not addressed in the current PROS Plan?
2) Cities tend to have one of the following two P&R chapter formats. Which format should
Federal Way use?
a. The P&R Comp Plan Chapter is the PROS Plan (i.e. they're the exact same plan)?
b. The P&R Chapter & PROS Plan share the same vision, goals and/or policies but
otherwise have different levels of detail and areas of emphasis and/or focus?
c. Some other format?
3) How frequently would the Parks & Recreation Commission like to stay involved and/or
informed in the development of the Comprehensive Plan P&R Chapter and the update
to the PROS Plan?
a. At one P&R Commission meeting per quarter?
b. At the mid -point and near the end of the update process?
c. Some other frequency?
4) For these two planning efforts, would the Parks & Recreation Commission be interested
in joint -meetings with the Planning Commission and, if so, which of the following
formats would the Parks & Recreation Commission prefer?
a. P&R Commission joins normally scheduled Planning Commission meetings (the
VY and 3rd Wednesday of each month) where the P&R Comp Plan chapter is a
topic?
b. The P&R Commission and Planning Commission schedule special meeting(s)

Great playground equipment, maintenance/equipment, keeping our grass very green, the parks are

well cared for, maintaining Celebration park, green, diversity, keeping the environment clean, seems to be
