the following information submitted on March 5, 2003.

Section A-A, prepared by ESM Consulting Engineers, LLC, submitted March 5,
2003.
The information is for the proposal to replace the triangle intersect at Weyerhaeuser Way
South and South 336th Street with a two-lane 140 foot roundabout.
Please consider this letter as a Letter of Completeness. Pursuant to the Federal Way City
Code (FWCC), the application is deemed complete as of March 20, 2003 based on the
submittal requirements for the State Environmental Policy Act (SEPA) and FWCC Sec.
22-33. A 120 day time line for reviewing the project has started as of this date. The City
has 120 days from the date that an application is deemed complete to take action on the
application. However, the 120 day time line can be stopped at any time that the City
requests additional information.
Having met the submittal requirements, your application is now ready for processing.
Therefore, pursuant to the FWCC, a Notice of Determination of Nonsignificance will be
published in the Federal Way Mirror within 14 days and other public notice will be given

Dear John:
This office and other City staff have reviewed the environmental checklist you submitted.
We have determined that the proposal will not have a probable significant adverse impact
on the environment. As a result, an Environmental Impact Statement(EIS) is not required
to comply with the State Environmental Policy Act(SEPA). A copy of the Determination
of Nonsignificance (DNS) is enclosed.
A 14-day comment period is required by the SEPA Rules (WAC 197-11-340). A notice
inviting comments will be published in the Federal Way Mirror on March 26,2003. At
the end of the comment period,the Department will determine if the MDNS should be
issued as proposed, withdrawn, or modified. All final determinations may be appealed
within 14 days following the comment deadline. No licenses, permits, or approvals will
be issued until completion of the appeal period.
Our decision not to require an EIS does not mean that the license, permit, or approval you
are seeking from the City has been granted. Approval or denial of the proposal will be
made by the appropriate administrative or legislative body vested with that authority. The
environmental record is considered by the decision maker(s)and conditions will be
imposed to reduce identified environmental impacts, as long as the conditions are based
on adopted and designated City policy.

After a final decision has been made on your proposal (i.e., after an approval or permit
has been issued or City Council action taken, as applicable), you may, but are not
required to,publish a Notice of Action as set forth in RCW 43.21 C.075. The Notice of
Action sets forth a time period after which no legal challenges regarding the proposal's
compliance with SEPA can be made. A copy of the Notice of Action form and copies of
RCW 43,21C.080 and WAC 197-11-680 providing instructions for giving this notice are
available from the Department of Community Development Services.
The City is not responsible for publishing the Notice of Action. However,the City is
responsible for giving a notice (to parties of record) stating the date for commencing a
judicial appeal (including the SEPA portion of that appeal) if your proposal is one for
which the City's action on it has a specified time period within which any court appeals
must be made.

SUMMARY OF PROPOSED ACTION
The applicant,the City of Federal Way, is proposing to replace the triangle intersection at Weyerhaeuser
Way South and South 336th Street with two-lane, 140-foot diameter roundabout. The existing intersection
is composed of three traffic segments with individual traffic controlling devices(stop sign and/or traffic
signal)at each point of the triangle. The proposal will convert the three separate intersections to a single
convergent point, improving the traffic circulation through the intersection. Associated stormwater
collection, conveyance, and treatment upgrades are proposed to the existing facilities associated with the
intersection and located on the adjacent Weyerhaeuser property.

f-h. The purpose of the project is to reconfigure the Weyerhaeuser Way and South 336`h
Street intersection to make the operation of the intersection more efficient. Upon
completion,the amount of paved surface and thus impervious surface will be reduced.
While not the primary focus of the project,the reduction in impervious surface will
lessen the potential for earth/erosion related impacts associated with stormwater runoff
in the area.Upgrades to the existing stormwater collection, conveyance, and treatment

facilities associated with the intersection are also proposed. Additionally,the applicant
must submit a Temporary Erosion and Sedimentation Control(TESC)Plan consistent
with provisions of the Federal Way City Code(FWCC)to prevent and/or minimize
erosion impacts during the construction phase of the project. Land surface modifications
are regulated by FWCC Chapter 22 and the King County Surface Water Design Manual
(KCSWDM). Compliance with applicable local, state, and federal regulatory provisions
will prevent and/or minimize the potential for construction related erosion impacts; thus
no additional mitigation measures are necessary.

c. Compliance with local, state, and federal air quality standards provides sufficient
mitigation of potential air related impacts.
3. Water
a. Surface

pond on the adjacent Weyerhaeuser property. The proposed design of the project and
associated stormwater facilities will be subject to review and approval by the Surface
Water Division of the City of federal Way Public Works Department. Compliance with
all applicable local, state, and federal regulations will ensure that potential surface
water related impacts during construction are appropriately mitigated.No water related
mitigation measures are necessary.

a-c. No housing units will be eliminated, displaced, or created by the project. Thus, no
housing related mitigation measures are necessary.

a-c. No recreational opportunities will be eliminated, displaced, or created by the project.

a-g. Upon completion,the project will not generate any vehicle trips. However,the •
intersection will function more efficiently upon completion of the proposed roundabout.
No adverse traffic related impacts are anticipated. Thus,no traffic related mitigation
measures are necessary.

a-b. Concur with the checklist.
16. Utilities
a-b. No adverse environmental impacts are anticipated as a result of the movement and or
relocation of any stormwater,water, and sanitary sewer facilities and lines, if necessary,
associated with the construction of the proposed roundabout. Thus, no utility related
mitigation measures are necessary.
CONCLUSION
Based on staff analysis of the application,the completed SEPA checklist,consultant's reports, and
applicable City and county regulations and policies,the proposal can be found to not have a probable
significant adverse impact on the environment.
The City reserves the right to review any further revisions or alterations to the site or the proposal in
order to determine the environmental significance or nonsignificance of the project at that point in time.

Purpose of Checklist:
The State Environmental Policy Act (SEPA), chapter 43.21C RCW, requires all governmental
agencies to consider the environmental impacts of a proposal before making decisions. An
environmental impact statement (EIS) must be prepared for all proposals with probable significant
adverse impacts on the quality of the environment. The purpose of t his checklist is to provide
information to help you and the agency identifies impacts from your proposal (and to reduce or
avoid impacts from the proposal, if it can be done) and to help the agency decide whether an EIS
is required.
Instructions for Applicants:
This environmental checklist asks you to describe some basic information about your proposal.
Governmental agencies use this checklist to determine whether the environmental impacts of your
proposal are significant, requiring preparation of an EIS. Answer the questions briefly, with the
most precise information known, or give the best description you can.
You must answer each question accurately and carefully, to the best of your knowledge. In most
cases, you should be able to answer the questions from your own observations or project plans

the size of the project and site. There are several questions later in this checklist
that ask you to describe certain aspects of your proposal. You do not need to repeat
those answers on this page.
The City of Federal Way proposes to construct a roundabout at the intersection(s) of
Weyerhaeuser Way and S. 336th Street. Currently, there are three traffic alignments at the
point of convergence with separate traffic controlling devices (i.e. stop sign and/or traffic
signal). This proposal will eliminate all three separate intersections with divergence at a
single point; thus, improving the circulation of traffic. The improvements will include a
traffic island and removal of existing pavement along the current alignments. Proposed
landscaping within the roundabout will include non-sight obscuring plant material. The new
road improvements will include a planter strip between the curb and sidewalk on each road
within the scope of this project.
In addition to the roadway improvement, the proposal also includes the upgrade of the
current drainage system along the road and to the existing pond on Weyerhaeuser
property. The intent is to collect storm water from the roundabout, treat it for water quality
enhancement, and discharge into an existing stream that flows south to the pond from the
Tech Center outlet. Improvements to the stream will include installation of a riprap apron to
dissipate the energy of the piped water before it enters the stream channel. An alternative
to piping water to the existing stream could be to discharge it to a level spreader and let it
sheet flow across the existing grass and wetland areas prior to entering the pond.
12. Location of the proposal. Give sufficient information for a person to understand the
precise location of your proposed project, including a street address, if any, and
section, township, and range, if known. If a proposal would occur over a range of
area, provide the range or boundaries of the site(s). Provide a legal description, site
plan, vicinity map, and topographic map, if reasonably available. While you should
submit any plans required by the agency, you are not required to duplicate maps or
detailed plans submitted with any permit applications related to this checklist.
Again, this project is at the intersection of Weyerhaeuser Way and S. 336th Street.
Improvements on Weyerhaeuser property are at their Headquarters located at 33940
Weyerhaeuser Way South, Federal Way, Washington 98001. The Assessor's Parcel
Number is 228500-0010 and is within the SE Quarter of Section 16, Township 21 North,
Range 4 East, W.M., King County, Washington. (Please see attached Vicinity Map.)

B. ENVIRONMENTAL ELEMENTS
1. Earth

The steepest slope on-site is approximately 0 to 5
percent.

• According to the US Department of Agriculture, Soil
Conservation Service, the soils in the area are generally
described as an Alderwood Gravelly Sandy Loam.
d. Are there surface indications or history of unstable
soils in the immediate vicinity? If so, describe.
None known.
e. Describe the purpose, type, and approximate
quantities of any filling or grading proposed. Indicate
source of fill.
Because we are using existing right-of-way, the amount of
grading will be minimal—anticipating less than 500 cubic
yards. The source for fill, if needed, will come from an
approved state gravel pit.
f. Could erosion occur as a result of clearing,
construction, or use? If so, generally describe.
During the construction phase only, soil erosion could
occur with the exposure of native soils.
g. About what percent of the site will be covered with
impervious surfaces after project construction (for
example, asphalt or buildings?)
The plan involves the construction of a roundabout with a
planted median. In addition, the new road configuration

will actually involve a reduction of pavement, which will be
hydro-seeded and/or planted with various plant materials.
Thus, the percentage of the net impervious surface area
after development will remain approximately unchanged.
h. Proposed measures to reduce or control erosion, or
other impacts to the earth, if any.
A temporary e rosion control p Ian w ill b e d eveloped a nd
implemented. Appropriate measures include siltation
fences, temporary siltation ponds and other measures
that may be used in accordance with requirements of the
City.
2. AIR
a. What types of emissions to the air would result from
the proposal (i.e., dust, automobile, odors, industrial,
wood smoke) during construction and when the
project is completed? If any, generally describe and
give approximate quantities if known.
During construction, onsite emissions will consist of
fugitive dust and emissions from construction equipment.
These are anticipated to be minor and largely confined
near the site. Fugitive dust controls consistent with the
requirements of the Puget Sound Clean Air Agency
(PSCAA) will be followed during periods of dry weather.
Construction equipment and vehicles and construction
worker vehicles will generate some additional localized
traffic emissions. Likewise, traffic delays due to
construction may result in temporary increases in
emissions. In terms of regional air quality, the impact of
construction-related traffic is expected to be temporary
and inconsequential.
b. Are there any off-site sources of emissions or odor
that may affect your proposal? If so, generally
describe.
No.

The Washington Clean Air Act requires the use of all
known, available and reasonable means of controlling air

pollution, including dust. Construction impacts will not be
significant and can be controlled by watering or using dust
suppressants on areas of exposed soils, washing truck
wheels before leaving the site, and maintaining gravel
construction entrances.
3. WATER
a. Surface:
1) Is there any surface water body on or in the
immediate vicinity of the site (including year-round
and seasonal streams, saltwater, lakes, ponds,
wetlands)? If yes, describe type and provide names, if
appropriate, state what stream or river it flows into.
Within the project vicinity, there are several wetlands and
intermittent streams. In addition, the pond on the
Weyerhaeuser property has also been classified as a
sensitive area. Finally, North Lake is located within a
quarter-mile east of the proposed project.
2) Will the project require any work over, in, or adjacent
to (within 200 feet) the described water? If yes, please
describe and attach available plans.
Yes. The construction of this project will occur within 200
feet of the wetlands and streams described above. The
intent is to not modify the existing stream channels as the
proposed work should not affect them. The buffer for
Wetland A is currently in the right-of-way. The
construction of the roundabout will shift the roadway
farther from the wetland; thus, the area in the existing
roadway will be removed. This area will be planted so as
to increase the buffer space between the roadway and
the wetland
3) Estimate the amount of fill and dredge material that
would be placed in or removed from surface water or
wetlands and indicate the area of the site that would
be affected. Indicate the source of fill material.
None.

Currently, storm water from the existing pavement is
channeled through the existing intermittent streams and is
released to the south into the pond on the Weyerhaeuser

property. Water quality treatment will occur prior to storm
water releasing into the stream directly north
Weyerhaeuser pond (south of S. 336th Street). (Note:
This intermittent stream is channeled as it crosses S.336th
Street). This proposal will include an enhancement of the
pond to further control storm water flows. This
enhancement will include an installation of a control
structure (notched weir or orifice plate) to allow the lake to
be staged as a detention facility.
2) Could waste materials enter ground or surface
waters? If so, generally describe.
No wastewater is to be discharged into the ground from
this proposal.
d. Proposed measures to reduce or control surface,
ground, and runoff water impacts, if any.
A City-approved storm drainage system will be designed
and implemented in order to mitigate any adverse impact
from stormwater runoff.

Indicate what hours noise would come from
the site.
Construction of the proposed project would
generate temporary noise increases from
construction equipment. Actual noise levels
during construction would vary depending on the
type of equipment used, the number of concurrent
activities, and the distance from the noise source
to the particular receiver. Construction related
noise could be generated from the site between 7
a.m. and 10 p.m. on weekdays and 9 a.m. and 10
p.m. on Saturdays.
Traffic using the completed project would also
result in a slight increase in noise levels in the
project area. Commercial businesses along Pacific
Highway South would be the primary receivers of
any increased noise levels.
3) Proposed measures to reduce or control noise
impacts, if any.
Construction will be limited to the abovementioned
hours to reduce any impacts to the surrounding
properties.

Dear Steve,
Per your request, we have completed a sensitive area review in the locations of the
proposed road improvements associated with the S. 336th St. Weyerhaeuser Way S.
Roundabout. This letter briefly describes the wetlands and streams on the site and their
classifications. (See also Exhibits A and B.) This project is not proposing to include any
impacts to sensitive areas.
METHODOLOGY
Darcey Miller of B-twelve Associates delineated the wetlands on June 12, 13, and 14,
2001. The wetland edges were marked with pink flagging printed with "Wetland
Delineation" and numbered sequentially. Orange and black-striped flagging labeled with
DP#_was used to mark the data points on the site. Our flags were subsequently
surveyed by ESM Consulting Engineers.
A combination of field indicators, including vegetation, soils, and hydrology were used to
determine the location of the wetland. The methodology used to identify any
jurisdictional wetlands on the site is described in the Washington State Wetlands
Identification and Delineation Manual (WADOE, March 1997). This is the methodology
currently recognized by the City of Federal Way and the State of Washington for wetland
determinations and delineations. The wetland area identified would also be considered a
wetland using the methodology described in the Corps of Engineers Wetlands
Delineation Manual (Environmental Laboratory, 1987), as required by the US Army
Corps of Engineers.

The Washington State Wetlands Identification and Delineation Manual and the Corps of
Engineers Wetlands Delineation Manual both requires the use of the three-parameter
approach in identifying and delineating wetlands. A wetland should support a
predominance of hydrophytic vegetation, have hydric soils and display wetland
hydrology. To be considered hydrophytic vegetation, over 50% of the dominant species
in an area must have an indicator status of facultative (FAC), facultative wetland
(FACW), or obligate wetland (OBL), according to the National List of Plant Species That
Occur in Wetlands: Northwest (Region 9) (Reed, 1988). A hydric soil is "a soil that is
saturated, flooded, or ponded long enough during the growing season to develop
anaerobic conditions in the upper part". Anaerobic conditions are indicated in the field
by soils with low chromas (2 or less), as determined by using the Munsell Soil Color
Charts; iron oxide mottles; hydrogen sulfide odor and other indicators. Generally,
wetland hydrology is defined by inundation or saturation to the surface for a consecutive
period of 12.5% or greater of the growing season. Areas that contain indicators of
wetland hydrology between 5%-12.5% of the growing season may or may not be
wetlands depending upon other indicators. Field indicators include visual observation of
soil inundation, saturation, oxidized rhizospheres, water marks on trees or other fixed
objects, drift lines,etc. Under normal circumstances, indicators of all three parameters
will be present in wetland areas.
OBSERVATIONS
Darcey Miller B-twelve delineated the western half of Wetland A on June 12 and 13,
2001. The edge of Wetland A was demarcated with pink"Wetland Delineation" flags
labeled A-1 through A25 on the north and west side, and AA-1 through AA-14 on the
west side of the south boundary. (See Exhibit A.) A culvert under a footpath is located
near wetland flags AA-14 and A-16. According to the Federal Way Zoning Code, this
wetland would be classified as a Category II wetland, due to the presence of more than
two wetland classes (emergent and scrub-shrub) and the fact that it is greater than 2,500
sf in size (FWZC 22-1357). Wetlands of this classification typically have a buffer of
100' measured from the wetland edge.
Wetland B was delineated on June 14, 2001, with pink"Wetland Delineation" flags
labeled B-1 through B-4. (See Exhibit A.)This 198-sf wetland is adjacent to a ditch
which may be regulated as a stream. According to the Federal Way Zoning Code, this
wetland would not be regulated, as it is smaller than 2,500 sf in size (FWZC 22-1357).
Wetland C was delineated on June 14, 2001, with pink"Wetland Delineation" flags
labeled C-1 through C-6. (See Exhibit A.)This 1,024-sf wetland is adjacent to a ditch
which may be regulated as a stream. According to the Federal Way Zoning Code, this
wetland would not be regulated, as it is smaller than 2,500 sf in size (FWZC 22-1357).
Wetland D was delineated on June 14, 2001, with pink"Wetland Delineation" flags
labeled D-1 through D-5. (See Exhibit A.) This 458-sf wetland is adjacent to a ditch

which may be regulated as a stream. According to the Federal Way Zoning Code, this
wetland would not be regulated, as it is smaller than 2,500 sf in size (FWZC 22-1357).
Wetland E was delineated on June 14, 2001, with pink"Wetland Delineation" flags
labeled E-1 through E-6. (See Exhibit A.) This 1173-sf wetland is adjacent to a ditch
which may be regulated as a stream. According to the Federal Way Zoning Code, this
wetland would not be regulated, as it is smaller than 2,500 sf in size (FWZC 22-1357).
Several streams/ditches were observed on the site. Only one small section of one of the
streams/ditches was flagged, across the street from the south entrance to the Technology
Center. (See Exhibit B.) The flagging, completed on June 12, 2001, involved placing
white and blue-dot flags on the OHWM. It does not appear that the surveyors located B-
twelve's flags. Water was observed in this feature, flowing east out of the culverts
located under Weyerhaeuser Way S. and the gravel maintenance road. The stream
channel becomes more natural-looking farther to the east. We believe that this feature
may be defined as a Minor Stream, according to the Code. Streams of this classification
are typically required to have a 50' buffer measured from the Ordinary High Water Mark
on each side of the stream (22-1306). As stated in the Code, "The setback areas
established by this section do not apply to any segment of a stream that is presently
within a culvert, unless that stream will be taken out of the culvert as part of development
of the property."
Another stream/ditch was observed just south of the proposed roundabout area. The
stream flows in a westerly direction, and intersects with a south-flowing stream/ditch that
runs generally parallel to Weyerhaeuser Way S. The above-described wetlands (B, C, D,
and E) are adjacent to this south-flowing stream. After the confluence, this stream
continues southwest until it flows into Weyerhaeuser Lake. Not enough information is
known to determine whether this is a Major or Minor stream. A Minor stream requires a
50-foot buffer measured from the OHWM, while a Major stream requires a 100-foot
buffer.
PROPOSED PROJECT
We do not expect this road improvement project to have any effects on the sensitive areas
in the project vicinity. Near Wetland A, the road will be narrowed slightly, and several
feet of pavement may be removed, thus resulting in additional buffer being restored. (See
Exhibit A.) In the area of the south-flowing stream, the new pavement will not extend
out of the existing footprint, nor will the culvert be altered; therefore, the road
improvements should not affect the stream, the unregulated wetlands, or the buffers. (See
Exhibit A.) The road improvements at the south entrance to the Technology Center
include widening Weyerhaeuser Way S. approximately 6' to the east. (See Exhibit B.)
However, this will not affect the stream/ditch, because a wide shoulder exists to the east
of the road pavement, and the existing footprint will not be expanded. The culverts in
this area are not proposed to be altered. Erosion and sediment control measures will be

utilized at each area of construction activity. In conclusion, we expect that this project
will not have any negative impacts to the sensitive areas within the project area.
