MEETING MINUTES
Present: Chair Michael Campsmith, Vice Chair George Vadino, Dave Berger, Karen Brugato and Sabrina Ettinger
Excused: Commissioner Ariel Paull
Staff: John Hutton, Parks Director and Mary Jaenicke, Parks Adm. Asst. II.
Excused: Jason Gerwen, Parks Deputy Director
Chair Campsmith called the meeting to order at 5:00pm.
PUBLIC FORUM
Rabbi Wolff stated that what is unique about this community is that we give space and support for everyone, to
every person and to every group. Rabbi Wolff requested to place a public Menorah in a City park during the
holiday of Hanukah. He stated that many cities in Washington have public Menorahs. A Menorah is not just a
religious symbol; it’s also a symbol of freedom, life, shared life and life in dark places.
Staff Hutton stated that this would not be a decision that staff or the Parks and Recreation commission would make;
this would be a Mayor and City Council decision. Staff Hutton suggested that Rabbi Wolff make the same
presentation at a City Council meeting during public comment. Chair Campsmith agreed that this is something the
commission cannot decide and presenting this to the City Council would be most appropriate. Commissioner
Ettinger informed the commission that she reached out to the Rabbi and wanted this entered into new business. She
wanted to get the ball rolling and that this is the initial step.
APPROVAL OF MINUTES
Commissioner Brugato moved to approve the May Parks and Recreation Commission regular meeting minutes as
written. Commissioner Ettinger seconded. Motion passed.
COMMISSION BUSINESS
The Project Prioritization Matrix was not on the agenda due to Staff Gerwen being out of the office for a
period of time. This will be discussed at the September meeting. The Commission has questions about the
financial impact portion of the matrix; Staff Gerwen will address this at the meeting.
Red, White & Blues Festival Shift Assignments
The commissioners signed up for shifts for the event. There will be trail mix, park maps, Parks Commission
survey, chairs and other supplies at the booth.
Survey Script
Staff Hutton presented some ideas for the survey that will be available at the Parks & Recreation
Commission’s booth at the Red, White & Blues Festival. The commission provided input on questions that
they would like to add and questions they would like to remove. They also suggested adding open-ended
questions, demographics, zip code and questions regarding recreation programs and the Community Center.

Work Plan Review
The commission reviewed the projects on the 2022 work plan to see where they’re at. The commission
requested to visit some of the trails that need to be repaired during their park tour.

OTHER BUSINESS
Commissioner Ettinger wanted it in the record that there was a request to have a Menorah placed in a City
park.
The shutdown of Steel Lake due to a raw sewage leak was discussed. Unfortunately, the Fishing Derby had to
be cancelled.
Commissioner Ettinger stated that the Mayor recently passed an ordinance regarding arresting people for using
Fentanyl on the Metro busses. She asked why this can’t be done in the Parks and Parks restrooms.
Commissioner Berger stated that the ordinance is broader than just the Metro busses; it was expanded to
public places.
