The proposed work includes removal of sod,applying weed block,and installation of washed rock within existing flower beds for a new walkway. FINDINGS The subject property is located within an environmentally critical area, as it is located within the 25-foot buffer of Lake Lorene which is a regulated lake under the Federal Way Revised City Code(FWRC). Based on the city's Critical Areas Map, there also appears to be a fringe wetland along the lake shoreline. The existing backyard is landscaped like a typical residence and was established prior to city incorporation. The proposed maintenance activities will be located landward of the lake's ordinary high water mark and are typical of normal backyard landscaping/maintenance activities. The proposed re-landscaping of the backyard as discussed in the request meets the partial exemption regulations in FWRC 19.145.120(3). An aerial photo showing existing conditions has been submitted and staff reviewed historical aerial photos to verify the backyard landscaping and gardens were established prior to city incorporation. Furthermore, FWRC 19.145.370(1), "Development Within Regulated Lake Buffers,"allows for installation and maintenance of normal residential landscaping within the required buffer area;provided,that no fertilizers,pesticides,or other chemicals or substances are applied within the buffer area that will degrade water quality or hasten eutrophication of the lake. DECISION Pursuant to FWRC 19.145.120(3) and FWRC 19.145.370(1), the landscaping activities outlined in the March 9, 2016,request for administration decision are hereby approved.
